Incident Reports:

LCSO recently completed investigation on property damage in the northwest part of the county. Incident ended up being referred to civil remedies.

Night of November 27 an off duty deputy and family were on U.S. 36 traveling west near the Grand River about 7:15 p.m. when they came upon and nearly struck a pickup pulling a boat with flat trailer tire(s) and hauling a hot tub on the boat. The off duty officer advised the vehicle could not be seen and was only traveling about 25 mph in a 65. A deputy on duty then met with the driver near Utica and issued the man a citation for improper/defective lights/signaling. Fortunately no accident took place.

November 28 a deputy stopped a vehicle on U.S. 65 near Highway JJ for 82 in a 60. The female occupant was found to be in possession of more than 35 grams of suspected high quality marijuana and was transporting it for alleged distribution in Livingston County. The evidence and information were seized, evidence being submitted to the MSHP Crime Lab for necessary processing. Reports will be submitted to the prosecuting attorney for consideration. Speeding citation issued.

December 02 we began an investigation into theft of various items from private property on LIV 228 some of which include a heavy equipment battery, size 12.2 roll of electrical wire, gasoline and gas jugs and other items. We have developed a person of interest who happens to be on probation and parole but has not yet been located for interview.

December 02 Reserve Deputy/School Resource Officer Mike Lewis filed a report with this office regarding a fight on Chillicothe High School property. Parent(s) and school officials are aware of the incident and it is being handled properly.

December 07 the LCSO responded to a location in Wheeling for reported domestic disturbance. It was determined no criminal violation had taken place. The couple made plans when they could remove their property and separate.

December 08 the LCSO recovered a vehicle stolen from Chillicothe recently on LIV 245 and LIV 222. A citizen called in the suspicious abandoned vehicle. The vehicle was recovered and the CPD and victim were notified.

December 09 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a juvenile investigation of bullying complaint on a school bus. The parents of the two children involved and school officials are aware of the situation and dealt with the problem. The situation is being properly attended and monitored.

LCSO currently has multiple investigations taking place which include at minimum multiple drug crimes, animal abuse/neglect, fugitive investigations, and stealing firearms and other items.

 

Most Wanted updates:

December 02 arrested by Ohio authorities, Buddy A. Harris, 36, Ohio, on Livingston County arrest warrant for alleged Probation Violation on Delivery of Controlled Substance, class C felony. Bond set at $50,000 on case #17LV-CR00264-01. Mr. Harris will be extradited at earliest opportunity.

December 03 LCSO arrested Brian N. Moore, 49, Hale, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance-Methamphetamine.

December 03 LCSO arrested Brenda L. Burnett, 59, Chillicothe, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Methamphetamine.

December 03 added Lauren Baker, 31, Braymer, wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Forgery violation 570.090. Bond set at $7500 cash on case #19LV-CR00649. Ms. Baker was originally arrested on this same warrant on November 17 and released on bond November 26, 2019. We now have this updated warrant.

December 03 added Savana Marie Coke, 19, Riverside, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Stealing-Firearm/Explosive Weapon/Ammonium Nitrate. Bond set at $50,000 on case #17LV-CR00385-01 with warrant dated December 02, 2019. Ms. Coke was arrested December 05 by Platte County authorities.

December 04 we arrested Anthony David Munroe, 38, Independence, on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Abuse or Neglect of a Child under section 568.060.5(1)-No Sexual Contact 568.060 RSMO. Mr. Munroe was transferred to the DDRJ in lieu of bond.

December 04 we arrested Dawn K. Teel, 45, Wheeling, on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class E felony DWI-Persistent 577.010 RSMO. Ms. Teel was transferred to DDRJ in lieu of bond.

December 05 we added Jordan C. Riggins, 31, Ludlow wanted on Livingston County arrest warrant for alleged felony Stealing-$750 or more. Mr. Riggins was arrested December 10, 2019 by authorities in Daviess County.

December 08 Illinois authorities arrested Charles Michael Slavin, Illinois, on Livingston County arrest warrant for alleged Burglary 1st degree. Warrant dated September 2019. LCSO will extradite at first opportunity once waiver of extradition has been approved.

December 08 the Kansas City Police arrested Carlisa J. Vargas on Livingston County arrest warrant for alleged class E felony Failure to Obey a Judge's Order on Felony allegation. Ms. Vargas will be extradited at earliest opportunity.

December 10 we added Edward Everett Arnold, 36, Excelsior Springs, wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Tampering with Motor Vehicle-1stdegree and class E felony Resisting Arrest/Detention/Stop. Bond set at $10,000 cash on case #19LV-CR00562.

 

Other Arrests:

December 01 served a Livingston County arrest warrant on Mickey Wayne Criner, 42, Chillicothe, on Livingston County arrest warrant for alleged 4 counts class E felony Passing Bad Check 570.120 RSMO. Mr. Criner was released on bond with a court appearance date.

 

Citations:

December 08 about 1:17 a.m. on U.S. 65 in north Chillicothe observed a vehicle reportedly being operated in a very poor manner. Stop and investigation resulted in the arrest of Neva Jean Olson, 45, Chillicothe for alleged Driving While Intoxicated. Ms. Olson was processed at the CPD, issued citation and released to a sober person.

 

Additional Information:

The LCSO has had a large number of detainees appear in Livingston County Circuit and Associate Court recently. We have had some change of venue detainees from Caldwell County appear. We had required additional security measures with a few of these prisoners for the safety of all involved.

December 09 the LCSO had a 2 plus hour department meeting where various subjects were discussed including, customer service, court, training, 2020 budget, enforcement, safety for officers and citizens, jail, and completed two areas of in-house annual training.

Afternoon of December 10 the LCSO has 41 people in custody at the Daviess Dekalb Regional Jail.
