Incident Reports:

December 09 a deputy stopped a vehicle and began an investigation for alleged Driving While Intoxicated.  Investigation continues as blood was drawn and will be taken to the Missouri State Highway Patrol Crime Lab for examination.

December 16 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding two people who are not requiring their child to attend school.  This is a continuation from a previous investigation and this update will be submitted to the prosecuting attorney.

December 16 LCSO arrested Dillon Lee Potter, 24, Chillicothe on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Mr. Potter was released on bond pending next Court appearance.

December 19 about 11:18 p.m. a deputy was on Highway 190 and saw a vehicle committing traffic violation(s) and was concerned of possible intoxicated driver.  Vehicle was stopped on 190 near LIV 233 and subsequent investigation resulted in the arrest of Heather Michelle Fisher, 43, Chillicothe for alleged Driving While Intoxicated-2nd offense.  Ms. Fisher also had a child in the vehicle with her and hotline report made to Division of Family Services.  Ms. Fisher was processed and released to a responsible person.

December 20 about 10:46 a.m. LCSO summoned to the 6000 block of LIV 512 on a call about a dog having been shot.  Investigation shows person that shot the dog claimed the dog had been on his property and then went to another neighbor's property and was bothering that neighbors cattle.  That person continued on that he shot in the air multiple times with a small caliber rifle to scare the dog but had not luck so he got his high powered rifle and shot in the air, which the projectile "must have ricocheted off a tree and struck the dog".  The dog did not survive and the dog owners requested no prosecution. 

December 21 about 1:51 p.m. LCSO was dispatched to U.S. 36 about 5 to 7 miles east of Chillicothe as there had been a collision between a semi and pickup and the semi continued east bound after the collision.  The pickup driver was able to get the semi driver to pull over near LIV 261.  Allegedly the semi driver was then cussing the pickup driver who then punched the semi driver followed by placing the semi driver on the pavement.  Information collected with no arrest being made for assault as the semi driver was not interested in prosecution.  Missouri State Highway Patrol responded and investigated the traffic collision. 

December 22 LCSO has completed an investigation of alleged false statement(s), false report(s), and perjury where an adult may have intentionally lied to get an innocent person charged with a crime, convicted and incarcerated.  Report being submitted to the prosecuting attorney for consideration.

December 28 LCSO investigated a domestic disturbance report in Dawn.  The report was unfounded and no arrest made.

 

Most Wanted Updates:

Added December 16, Eric Nelson McKinney, 44, Chillicothe is wanted on Livingston County arrest warrant for alleged Unclassified Felony Failure to Register as a Sex Offender pursuant to sections 589.400-.425-3rd offense.  Bond was set at $10,000 cash on case #20LV-CR00708.

Arrested December 19, Rebecca Dawn Kephart, 43, on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $25,000 on case #20LV-CR00503.  Arrested by Atchison County authorities.

Arrested December 24, Lee Alvin Hines, 43, Avalon on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance (Methamphetamine).  Bond set at $20,000 cash on case #20LV-CR00399-01.

 

Other Arrests:

December 09 at 11:10 a.m. LCSO arrested John Marvin Goodwin, 18, Chillicothe on Livingston County arrest warrant for alleged class D felony of Stealing.  Mr. Goodwin was processed at the LCSO and released on bond.

December 14 at 11:42 p.m. LCSO deputy stopped a vehicle for multiple violations and subsequent investigation led to the arrest of Trent A. Hammontree, 37, Kirksville for alleged DWI-drugs.  Mr. Hammontree was processed and released to a responsible person.

December 16 Matthew Porter Griffith, 42, Chillicothe, surrendered to the LCSO on Livingston County arrest warrant for alleged Probation Violation on original class A misdemeanor of Domestic Assault-4th degree.  Mr. Griffith posted bond and was issued a court date for January 2021.

December 17 at 3:45 p.m. LCSO served arrest warrant on William L. Franks, 33, Chillicothe who surrendered on said warrant for alleged Failure to Appear in Court on original No Valid Driver's License and posted bond.

December 28 LCSO checked into a report of dumping at Medicine Creek near Chula.  Large amount of brush was dumped by unknown person(s).

 

Citations:

December 06 at 2:17 a.m. a deputy stopped a vehicle for no tail lights and found a 15 year old unlicensed juvenile driving the vehicle.  Parent was notified and claimed no knowledge the child was out or driving.  Citation issued for no valid driver's license.

December 09 at 1:08 a.m. a Bucklin driver was cited for excessive speed of 82 in a 65.

December 18 at 9:11 a.m. a Kansas City driver was cited for 87 in a 65 on U.S. 36 at LIV 413.

December 22 at 8:05 p.m. a deputy issued a Trenton driver a citation for no auto insurance during a stop on U.S. 36 at LIV 269.

December 23 at 3:45 p.m. a Lawrence Kansas driver was cited for 90 in a 65 on U.S. 36 at LIV 247.

December 26 at 7:16 p.m. a Liberty driver was cited for 90 in a 65 on U.S. 36 at LIV 247.

 

Additional Information:

LCSO has assisted the Missouri State Highway Patrol on several accidents recently, assisted stranded motorists, assisted other agencies on criminal and police matters, and continue conducting criminal and fugitive investigations.

LCSO remains short-handed due to Covid-19 protocols and other medical leave requirements.

December 29 and 30 LCSO was busy with stranded motorists and assisting on vehicle accidents and slide-offs due to bad weather.

End of year duties have been very busy for the command staff at the LCSO.

Sheriff Cox has submitted all 2021 budget requests and explanation of proposals to the county commission and county clerk.

Sheriff Cox was sworn in December 30 as Livingston County Sheriff for term beginning January 01, 2021.  

New Year's Eve and New Year's Day LCSO staff will be on and in force to handle whatever may happen.  We are hopeful people do not make bad decisions as we would much rather see everyone get home safe.

LCSO currently has 35 people in custody.
