Incidents, Arrests and MORE Public Information

 

Incident Reports:

February 16 at 12:41 a.m. LCSO responded to a location in Dawn for reported Domestic Assault.  Investigation resulted in the arrest of Samuel Douglas Lawson, 21, Dawn for alleged Domestic Assault. 

February 20 a deputy was on patrol in southern Livingston County and saw a suspicious vehicle that turned into the suspect vehicle fleeing and eluding the deputy.  A search of the area with assistance from Carroll County Sheriff and MSHP did not locate the vehicle.  On February 21 the deputy stopped what is believed to be the same vehicle in Chillicothe and the driver has a history of drug violation(s).  Zaki alerted to the vehicle and a small amount of marijuana was located.  Information was collected and the incident remains under investigation.

February 23 LCSO completed incident report on person who failed to appear in Livingston County Court on original class C felony drug violation and seeking that additional charge on that person.

February 25 LCSO working drug investigation seized a handgun from a known drug user.  Item seized as evidence and investigation continues.

February 26 LCSO was summoned to the Chillicothe PD where an officer had recovered approximately 14 grams of meth in a holding/interview room.  The investigation shows a male suspect that had been arrested on February 24 on a stop we assisted the Missouri State Highway Patrol on is allegedly responsible for concealing the evidence.  MSHP and LCSO had already arrested the person with a large quantity of meth on the traffic stop.  Investigation shows this person was on video reaching into his pants and placing the evidence in the area it was recovered on the 26th.  Evidence collected and additional information being sent to the prosecuting attorney for consideration of additional and/or enhanced charges.

February 26 LCSO retrieved multiple mail boxes from Caldwell County Sheriff as they had been recovered in Caldwell County.  These have been returned to the proper owners.

February 28 an abandoned vehicle near Highway 65 and Highway K was checked on as it had been vandalized.  Further investigation shows a Trenton resident had reportedly purchased this from another Trenton resident but had not yet completed the payment transaction(s).  Vehicle ended up being towed from the scene on February 29.  Investigation continues.

March 02 LCSO responded to a location on Highway F for a reported Domestic Assault investigation.  Interviews of the caller and two adults reportedly in the dispute did not provide information or evidence a crime occurred. 

March 02 LCSO responded to a location in northern Livingston County regarding report of domestic assault in the 5000 block of LIV 251.  Only one person reported to be involved in this was present upon arrival.  Information was collected and the other person allegedly involved has not yet been located.  Investigation continues.

March 02 a 3rd report of domestic assault came into the LCSO and that matter remains under investigation at this time.

March 03 about 3:00 a.m. LCSO responded to a reported 1 vehicle crash on U.S. 36 near LIV 405.  Deputy found adult female with small child on her lap and no child restraint in the vehicle.  Female appeared to be intoxicated under drugs.  Deputy assisted Missouri State Highway Patrol with crash investigation and contacting Child Abuse Hotline and DFS worker.  MSHP made an arrest and additional details can be obtained from their office.

March 03 LCSO deputy submitted information to the Department of Revenue out of concern that an adult should not be driving a vehicle on the roadways.  The person was observed to nearly strike multiple vehicles and other objects before intervention could take place.

 

Most Wanted Updates:

March 02 fugitive arrested in Nodaway County, MO being James Paul Eugene Haight, 20, wanted on Livingston County arrest warrant for alleged Probation Violation on class E felony Property Damage-1st degree.  Bond set at $50,000 on case #18LV-CR00545-01 with warrant dated February 14, 2020.  Mr. Haight will be extradited at first opportunity.

March 03 added Pamela Jo Williams, 30, Versailles wanted on Livingston County arrest warrant for alleged class D felony Stealing-Firearm in violation 570.030 RSMO.  Bond set at $5,000 on case #20LV-CR00130 with warrant dated March 02, 2020.

March 04 added James Russell Utley, 58, Chillicothe, wanted on Livingston County arrest warrant # 20LV-CR00078-01 dated March 03, 2020 for alleged 2 counts class C felony Delivery of Controlled Substance, bond set at $25,000 cash.  Mr. Utley was originally arrested by the LCSO on this case on or about February 06, 2020 and released on ROR bond February 19, 2020.  We now have this warrant.

 

Other Arrests:

February 18 LCSO responded to a location on Highway D of a vehicle on fire.  Investigation resulted in the arrest of Joe Dean Neal Jr, 39, Mooresville for alleged Driving While Suspended.  Mr. Neal was processed and released pending court.

March 01 LCSO made traffic stop and subsequently arrested Christopher R. Brannam, 37, Mooresville for alleged Driving While Suspended.  Mr. Brannam was processed at the LCSO and released on a summons.

March 03 LCSO arrested Robert Henry Mammen, 66, per order of the Court for alleged Probation Violation on original charge of DWI.  Mr. Mammen was transferred to the Daviess Dekalb Regional Jail.

March 03 LCSO extradited Melissa L. Davis, 24 from the Grundy County Sheriff on a Probation Violation warrant on original Livingston County felony case.  Ms. Davis was transferred to the Daviess Dekalb Regional Jail.

 

Zaki:

February 20 Deputy Leadbetter and K-9 Zaki were summoned to assist the Missouri State Highway Patrol on a vehicle stop where there was suspicion of another crime taking place.  Zaki alerted to the presence of drug odor(s).  Investigation resulted in the seizure of a baggie with small amount of methamphetamine and a glass smoking pipe.  See MSHP for additional details.

February 24 night both K-9 Zaki and Deputy Leadbetter were summoned to assist the Missouri State Highway Patrol on a vehicle stop near Highway 36.  Zaki alerted to the presence of drug odor(s).  Subsequent investigation resulted in the seizure of a large amount of methamphetamine.  Two adult men were arrested being William Denote Cooper, 40 and Elisha D. Walter, 35 both for alleged felony drug violation(s).  Both were transported by LCSO to DDRJ pending charge(s) being filed.

 

Citations:

February 21 an Illinois driver was cited for 82 in a 65 on U.S. 36 at LIV 419.

February 22 a Bucklin driver was cited for 92 in a 65 on U.S. 36 near Wheeling.

February 22 a Gallatin driver was cited for 80 in a 65 on U.S. 36 at Utica Junction.

February 22 an Illinois driver was cited for 84 in a 65 on U.S. 36 at Utica junction.

A deputy was assigned to work traffic safety enforcement overtime funded through a grant on February 23, 2020.  Results:

At 1:40 p.m. a Cameron driver was cited for 85 in a 65 on U.S. 36 near Mooresville.

At 2:10 p.m. a St. Joseph driver was cited for 87 in a 65 on U.S. 36 at Mooresville.

At 3:21 p.m. a Pennsylvania driver was cited for 89 in a 65 on U.S. 36 near Mooresville.

At 4:18 p.m. a Kansas City driver was cited for 82 in a 65 on U.S. 36 at Mooresville.

At 4:59 p.m. a Utica driver was cited for no auto insurance On U.S. 36 west of Chillicothe.

February 24 a Kansas City driver was cited for 88 in a 65 on U.S. 36 at Route C

February 27 a Blue Springs driver was cited for 84 in a 65 and Careless & Imprudent Driving by driving between two semi tractor-trailers nearly causing a traffic crash on U.S. 36 near Utica.

February 27 an Indiana driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

February 27 an Olathe Kansas driver was cited for 79 in a 65 on U.S. 36 near Utica.

February 29 a St. Joseph driver was cited for 84 in a 65 on U.S. 36 at LIV 261.

March 01 an Illinois driver was cited for 88 in a 65 on U.S. 36 at LIV 259.

March 01 a Kansas City driver was cited for 86 in a 65 on U.S. 36 near Utica.

March 01 Dispatch reported C&I driving from dirt bike(s) in area of 1200 Washington.  Deputy stopped vehicle near Washington and Green Streets.  A Chillicothe driver was cited for careless and imprudent driving.

 

Additional Information:

This week the LCSO experienced computer issues in our office that also caused confusion on our Most Wanted Website as reported to the public on February 24, 2020.  This has since been corrected and believed to have been related to computer and serve upgrades.  Matter(s) resolved February 25, 2020.

February 21 LCSO assisted Missouri Probation and Parole on a fugitive investigation.  Officers were able to search a home in the southern part of Livingston County and the wanted person was not located.

February 25 Sheriff Cox notified a social media company of a local registered sex offender with an online.  This is not a violation of state law since the offender reported having said account to the LCSO, but it is a violation of that company policy.

March 03 LCSO had 12 detainees appear in Livingston County Court.

LCSO has assisted multiple stranded motorists over the last couple of weeks.

LCSO staff has been extremely busy with criminal investigations, assisting other agencies and drug enforcement cases.

Flu bug continues to take a toll on our office.  We have been short-handed due to illness.

Currently the LCSO has 33 people in custody.
