LCSO has been investigating a burglary and theft from a business on LIV 249 where a space heater and hamper were stolen on or about February 23. Various pieces of evidence have been recovered and similar businesses were also burglarized around the same date in other areas of Missouri. Investigation continues.
LCSO has completed an investigation of alleged Violation of Full Order of Protection and Phone Harassment. The alleged suspect is incarcerated in the Missouri Department of Corrections and reportedly contacting victim by phone and using other offenders in DOC to assist with crime. Report being submitted to prosecuting attorney for consideration.
February 23 LCSO investigated a report of a vehicle off in a field. Investigation shows male suspect for unknown reasons drove into a pasture and became stuck. The male driver appeared to be under the influence of drug(s) and was further investigated for DWI under Drugs. The driver submitted to a blood sample request and was released pending lab report.
February 29 LCSO assisted the Missouri State Highway Patrol on an incident in Wheeling. A person had reportedly eluded the trooper and our office assisted that trooper in locating the suspected vehicle in the 500 block of South 2nd Street in Wheeling. Further investigation led to the seizure of methamphetamine smoking pipe, marijuana and other drug paraphernalia. A 27-year-old Wheeling man was cited for alleged possession of drug paraphernalia. Additional investigation continues.
March 02 LCSO began investigation of reported domestic assault that took allegedly place in the 22000 block of Highway Z. Reported victim claimed she and an adult male threw soda on each other and continued arguing which turned into physical assault by both persons. Information obtained and report is being submitted to prosecuting attorney for consideration of charges on one or both persons involved.
March 02 LCSO responded to a reported domestic assault on LIV 251. Reported victim alleged she and a sibling had gotten into a physical altercation and that the sister had left with a parent to seek treatment at the hospital. The other person involved was never located and the alleged victim has refused to cooperate further. No further investigation taking place.
March 04 LCSO began investigation on concern of animal neglect. Information being collected and report will be submitted to prosecuting attorney for consideration.
March 04 LCSO deputy began investigation for possible felony where person observed driving without valid license and has multiple convictions. Information being submitted to prosecuting attorney for consideration.
March 06 LCSO began investigation in southern Livingston County regarding concern of animal abuse/neglect. Animals were checked on and investigation continues.
March 08 LCSO investigated a report of an assault at a business in Avalon. Victim reported an adult male was upset with her and grabbed her by the neck, shoved her against the wall and held her there for a short period of time. Suspect was interviewed and Robbie N. Watson, 48, Chillicothe was arrested for alleged assault. Information submitted to prosecuting attorney.
March 08 LCSO assisted the Chillicothe Police with a theft investigation from Walmart. Suspects allegedly left without paying for a cart of groceries after the EBT card they attempted to use would not work. The suspected card was located and did not belong to the people who attempted to use it. Both suspects were located in Wheeling and ultimately turned over to the Chillicothe Police for additional investigation.
March 10 investigation into trash problems with a residence in Utica was initiated. Contact made with parties and neighbors tired trash blowing into the road and onto their property from nearby residence. Since problem continues occurring report being submitted to the prosecuting attorney for consideration.
March 11 LCSO checked on progress of previous animal complaint and noted the horse appears in better condition and is under DVM guidance with animal owner.
March 12 LCSO began an investigation of a registered sex offender failing to adhere to required registration in that he allegedly did not report a new address. Report being submitted to prosecuting attorney for consideration.
March 13 LCSO began investigation on Hinder Prosecution where suspect was aiding the assistance of a wanted felony fugitive. Investigation continues.
March 13 LCSO again investigated report of horse(s) running at large in Utica and at times near U.S. 36. Problem was resolved and a Chillicothe resident was issued a citation for alleged Animal Trespass as this has been a frequent problem and needs more attention.
March 18 LCSO checked on some people in Utica and during that contact found one adult male to allegedly be in possession of Methamphetamine. Suspect was allegedly tampered with physical evidence in stomping on a meth pipe. Evidence seized and will be sent to Missouri State Highway Patrol Crime Lab for proper identification.
March 18 LCSO deputy responded to a call in Utica of a used syringe in or near the park in Utica. Item was seized and destroyed.
March 21 LCSO began investigation of fraud and identity theft of local resident after learning credit had been applied for outside of this area with the victim's name and personal information. Investigation continues.
LCSO has completed an investigation of Hindering Prosecution and Possession of Methamphetamine from February 23. Adult female suspect was allegedly helping a known felony fugitive avoid law enforcement and she was also found to be in possession of drug(s) and drug equipment. Report being submitted to prosecuting attorney.

Arrested March 11 was Danny Ray Souders, 58, on Livingston County arrest warrants for alleged Failure to Appear in Court on original class D felony Possession Controlled Substance-Methamphetamine. Souders has been a fugitive since December 12, 2019. A second warrant was served on Mr. Souders for alleged class E felony Failing to Appear in Court on a Felony.
Added March 12 William D. Cooper 40, Bevier wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original Delivery of Controlled Substance (methamphetamine) on case #20LV-CR00119 with warrant dated March 10, 2020. LCSO Jail Management files show Mr. Cooper was arrested on this case February 25, 2020 and released on bond February 26, 2020 then arrested again February 27, 2020 and released on bond March 05, 2020.
March 13 LCSO arrested Teresa Mae Stumph, 68, on a traffic stop in Chillicothe. Ms. Stumph is wanted for alleged Failure to Obey a Judge's Order on original class C felony Trafficking Drugs (Meth) in 2nd degree, violation 579.068. Bond set at $10,000 cash on case #20LV-CR00001 with warrant dated February 25, 2020.
March 23 Clay County authorities arrested Nicholas Paul Hagler, 26, Liberty on Livingston County arrest warrant for alleged Tampering with Motor Vehicle-1st degree. Mr. Hagler was processed and released on bond.
March 05 LCSO arrested Aaron Christopher Baker, 22, Chillicothe on Livingston County arrest warrant for alleged Assault 1st degree or Attempt-Serious Physical Injury. Mr. Baker surrendered to the deputy at Court. Mr. Baker appeared in Court and has been released on bond.
March 05 LCSO arrested Collin Edward Donoho, 23, Chillicothe on Livingston County arrest warrant for alleged Assault 1st degree or Attempt-Serious Physical Injury. Mr. Donoho surrendered himself to the deputy at Court. Mr. Donoho appeared in Court and has been released on bond.
March 06 LCSO arrested Sherry Lynn Hicks, 47, Cameron on Livingston County arrest warrant for alleged felony Possession of Controlled Substance (Hydromorphone Hydrochloride). Ms. Hicks was processed and released on bond.
March 07 LCSO arrested Skylar Joseph Lane, 25, Illinois on Livingston County arrest warrants for alleged Excessive Speed (16-19 over limit) and Possession of Drug Paraphernalia. Suspect posted $425 bond and was released with court date.
March 09 LCSO arrested Trey Clinton McLemore, 22, Breckenridge on Livingston County arrest warrant for alleged class A felony Assault-1st Degree or Attempt. Mr. McLemore surrendered at the Courthouse and was later released on bond.
March 09 LCSO deputy checked an eastbound Illinois vehicle at 84 in a 65 on U.S. 36 west of Chillicothe at the Grand River. The deputy using emergency lights and siren was behind the vehicle well before the city limits of Chillicothe and the driver refused to stop, continued driving at various excessive speeds and driving in the passing lane at times with the deputy behind them. The vehicle was finally halted at the Chillicothe Airport and the 2 occupants were removed from the car. The deputy arrested Frantina Shanta Edwards, 34, Chicago Illinois for alleged Excessive Speed and Resisting Arrest/Detention/Stop. Ms. Edwards was processed and released on summons.
March 15 a deputy stopped a vehicle on U.S. 36 that was taking up both lanes of traffic. Further investigation lead to the arrest of Eunisha White, 26, Kansas City. Ms. White was processed at the LCSO and released on a summons.
March 16 LCSO arrested Constance Marie Denton, 57, Chillicothe on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class C felony Delivery of Controlled Substance-Methamphetamine. Ms. Denton was transferred to the Daviess Dekalb Regional Jail in lieu of bond.
March 11 evening Zaki and Deputy Leadbetter were summoned to assist the Chillicothe Police Department on a vehicle stop. Drug investigation resulted in what CPD reports as substantial amount of methamphetamine seized. Other controlled substance was recovered and CPD made arrest. See CPD for additional details. Great team work and case.
March 08 a Platte City driver was cited for Failure to Register Motor Vehicle with DOR.
March 08 an Adrian MO driver was cited for 82 in a 65 on U.S. 36.

LCSO received Court order to send Lauren Baker, 31, Polo to Missouri Department of Corrections on Forgery to attend CODS program.
Currently the LCSO has 29 people in custody.
