April 26 LCSO looked into the possible theft of some heavy equipment and worked with the Chariton County Sheriff's Office. After the equipment was located the actual owner asked we not take enforcement action.
April 27 LCSO began investigation of theft of a trailer and John Deere Tractor with mower deck and front loader from a location on LIV 419. Matter remains under investigation.
April 29 LCSO staff have responded to multiple calls on livestock being out and causing damage to neighboring property. One location was in northwest part of Livingston County while the other was a few miles south of Chillicothe. Hopefully the problems are being corrected.
April 29 LCSO conducted a drug investigation in Dawn. Incident remains under investigation.
April 29 LCSO assisted with an investigation of alleged Threats to a Court Official case were a call was made from a location in Livingston County to a court workers in another county. We were able to speak with the suspect and explained the potential felony crime that was committed and have stopped the threating phone call(s).
Over the last week LCSO has talked with several people about cattle being out in various parts of the county. Hopefully all matters have been resolved.
May 03 LCSO began investigation of possible animal neglect. Dog appeared to be unhealthy and further investigation continues.

Arrested April 28 in Macon County was William Deonte' Cooper wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order, on original charge Delivery Controlled Substance (Methamphetamine). Bond set at $15,000 cash on case #20LV-CR00119 with warrant dated March 10, 2020.
Added May 07 Paul Martin Happy, 56, wanted on Livingston County felony warrant for alleged Failure to Appear in Court on original class D felony Possession Controlled Substance. Bond was set at $15,000 and warrant issued May 06, 2020.
On April 25 at 5:37 p.m. an off duty LCSO officer called a deputy to report a possible intoxicated driver committing traffic violations on Chillicothe. The deputy stopped the vehicle in Walmart parking lot and further investigation resulted in the arrest of Paula D. Martin, 43, Chillicothe for alleged Driving While Intoxicated. Ms. Martin was processed and released on a citation to appear in Court on May 27.
April 26 at 2:35 p.m. LCSO deputy reported witnessing a Ford pickup driving all over the roadway and nearly strike a vehicle at the road construction area at the Grand River Bridge. Deputy stopped the vehicle and contact resulted in the arrest of Carlos Salazar, 27, Kansas City for alleged Driving While Intoxicated, Careless and Imprudent Driving, Failure to Drive on Right Half of Roadway, Failing to Register Motor Vehicle with DOR and No Auto Insurance. Mr. Salazar is scheduled to appear in Livingston County Court June 17. Multiple people had reported this dangerous driver and some gave statements about the driver.
April 17 at 10:30 p.m. a deputy issued a Chillicothe driver a citation for no auto insurance at Washington and Polk Streets in Chillicothe.
April 29 at 12:37 a.m. a deputy issued a St. Joseph driver a citation for no auto insurance on Highway B at LIV 226.
April 30 LCSO deputy issued speeding citation in work zone on U.S. 65 south of Chillicothe for 45 in a 35 at 8:30 a.m. to a Springfield MO driver.
April 30 a deputy stopped a person driving known to have a revoked driver's license and that stop took place on Highway H. The 48 year old man was issued a citation for 2nd offense driving while revoked.
May 01 a deputy issued an Illinois driver a speeding citation for 85 in a 65 on U.S. 36 at LIV 255 at 8:10 p.m.
May 02 at 1:02 a.m. a deputy issued an Afton, Iowa driver a speeding citation for 85 in a 65 on U.S. 36 at LIV 269.
May 02 a deputy issued an Indiana driver a speeding citation for 86 in a 65 on U.S. 36 west of Chillicothe at 7:57 p.m.
May 03 deputy issued a Slater driver a citation for failing to register a vehicle annually with DOR. The stop took place on U.S. 65 at 7:45 p.m.
May 04 vehicle checked traveling 90 in a 65 on U.S. 36 near Wheeling. Chicago Illinois driver cited for the violation.
April 29 two LCSO employees extradited a fugitive from Macon County Sheriff and transferred the suspect to the Daviess Dekalb Regional Jail in lieu of bond.
This week LCSO staff has shared a great deal of criminal information with other law enforcement agencies and Missouri Probation/Parole Office.
LCSO requested reimbursement of $620.60 from the State of Missouri for extradition expenses related to extradition of felon suspect from State of Indiana.
May 04 LCSO assisted the Missouri Department of Conservation at the Thompson River in the "3rd street bottoms" with two men fishing and at least 1 did not have a fishing license and was armed but also being extremely uncooperative and threatening to 1 or more of the officers. The man received citation for the conservation violation.
May 05 LCSO stopped a vehicle driving all over the roadway near Walmart about 7:27 p.m. and summoned the ambulance for the elderly driver but that person was found to be okay. Family member was contacted by EMS and came to take their relative home. A driver's condition report is being submitted to the Department of Revenue regarding the driving ability concern.
LCSO has a variety of continuing investigations, sharing information with other agencies, continuing education requirements, and assisting other agencies.
This week several members of the LCSO were qualified with their firearms and received training on building searches.
This week several members of the LCSO received updated Radar training and all radar units were certified.
Currently the LCSO has 23 people in custody.
