Updates on Arrests and Incidents


September 20 a deputy investigated alleged child abuse/neglect in Mooresville.  Augusta Rochelle Adams, 33, was subsequently arrested for alleged Endangering the Welfare of a Child.  The child was released to a responsible relative and the mother was transferred to Daviess Dekalb County Regional Jail pending formal charges being filed.

September 17 the LCSO received a tip of an alleged child sex offender frequenting Livingston County and violating registration requirements.  Investigation shows the suspect is a registered sex offender in Caldwell County and works at a location in Chillicothe.  The individual is required to have GPS monitoring and through that and other information we were able to determine the subject has allegedly been in violation of registration laws by being in too close of proximity of Bishop Hogan School and in Simpson Park.  Investigating officer submitted a report to Prosecuting Attorney Adam Warren and on September 18 we received an arrest warrant for and served on Timothy Scott Skinner, 26, Braymer for alleged class D felony Sex Offender Present/Loiter within 500 feet of Park with Playground Equipment or Pool.  Bond was set at $2,500 on case number 14LV-CR00457.  Mr. Skinner was transferred to the Daviess Dekalb County Regional Jail.

September 17 a deputy was investigating the location of a Livingston County fugitive and searched a home on Liv 243.  Upon going to a second level of the home the deputy announced his presence at a room and found the suspect alleged climbing out a window and onto the roof.  The deputy arrested Colton George Duncan, 30, Chillicothe, for alleged Violation of Bond Conditions on original felony charge of Possession of Methamphetamine, bond set at $15,000 on case # 14LV-CR00252-01.  During the arrest the deputy allegedly found Mr. Duncan to be in possession of a bag of methamphetamine.  A report is being submitted to the Prosecuting Attorney for consideration of charges on that case.

September 18 a deputy investigated the whereabouts of a person wanted on a Howard County arrest warrant.  That warrant was subsequently served on Benjamin Irvin Duncan, 56, Rocheport, for alleged DWI-Aggravated Offender.  Mr. Duncan was able to post bond and released from custody pending Court appearance.

September 17 a deputy served a Grundy County arrest warrant on Justin Michael Hullinger, 23, Utica for alleged Bad Check violation on case # 14AG-CR00201.

September 17 a deputy arrested Harold Ray Burnett Sr., 58, Breckenridge, on a Missouri Probation/Parole warrant. 

September 16 a deputy served a Livingston County arrest warrant on Shawn Edwin McBee, 20, Chillicothe, for alleged Violation of Bond Conditions for original charge of Burglary 2nd Degree.  Bond was placed at $10000 cash on case # 14LV-CR00225-01.

On January 16 a deputy arrested Jennie Lea VanFleet, 42, Carrollton for alleged Failure to Obey a Judge’s Order on original charge of DWI-Drug Intoxication with bond placed at $10,000 on case # 12LV-CR00388.

September 12 a resident reported his deer stand and trailer missing from private property.  Investigation shows people from out of area were on land with permission and mistakenly removed the trailer and deer stand from that area.  Property has been returned to the owner with no charges being filed.
