Recent Events and Activities by the LCSO

The Livingston County Sheriff’s Office (LCSO) recently caused the following people to be transported to the Missouri Department of Corrections after being sentenced in Circuit Court:

Gregory Simpson, 29, Chillicothe

Possession Controlled Substance - 3 years consecutive


Michael R. Gatson, 34, Chillicothe

Possession Controlled Substance - 4 years consecutive


Donnie M. Keithley, 46, Kingston

3 cts Non Support - 3 years each count to run concurrent


Brandi L. Glosser, 39, Trenton

Conspiracy / Distribution Controlled Substance - 7 years consecutive


November 25 the LCSO began an investigation of reported auto theft from a location in Utica.  Subsequent investigation revealed a person had been granted permission to use that vehicle and left it in Carroll County after being stopped by local authorities there.  The vehicle was later towed from that location where it remained in impound.  Information was then shared with the vehicle owner and the case is closed.

November 26 LCSO officer was at U.S. 65 and Highway JJ when an Arkansas vehicle passed the patrol vehicle at a high rate of speed as the patrol vehicle was signaling to turn left.  The Arkansas driver was stopped and issued a Careless and Imprudent citation.

December 01 the LCSO investigated a trash dumping on Liv 247.  Investigation has not provided any clues as to the owner of the discarded item(s).

December 01 an investigation began on the theft of a Stihl Chainsaw model 251 C-BE from the back of a pickup.  Investigation continues.

December 03 a detainee at the Livingston County Courthouse became very disruptive and subsequently was able to free one hand from his restraint.  The individual refused to calm down or cooperate with the deputy and jail staff.  Sheriff Cox arrived and was able to speak with the suspect which resulted in the suspect calming down and peacefully complied with being re-restrained. 

December 04 the LCSO responded to a report of domestic assault.  Suspect allegedly was threatening a grandparent when assault took place with a different person.  Deputy arrested Ryan Christian Wheeler, 22, Chillicothe for alleged Domestic Assault in 3rd degree.  Mr. Wheeler was incarcerated in the Daviess Dekalb County Regional Jail.

November 25 a deputy arrested Joshua Keith Green, 23, Chillicothe on a Livingston County arrest warrant for alleged Probation Violation on original conviction of class D felony Leaving the Scene of a Vehicle Accident.  Bond was initially placed at $2500 on case # 14LV-CR00224-01.

November 25 a deputy arrested Troy D. Frazier, 44, Chillicothe on a Livingston County arrest warrant for alleged Probation Violation on original conviction of class D felony Attempted Theft-Stealing.  Bond was placed at $2,000 cash on case # 13LV-CR00525-01.

As of December 05 the LCSO has 57 people in custody at the Daviess Dekalb County Regional Jail.  If the Livingston County Jail were still open we would have an estimated detainee population of near 70 people in custody with only 1 detention officer on duty per shift at the previous employee staffing allotment.

The LCSO remains very busy with a variety of other on-going criminal investigations.
