Investigation of Scam/Fraud which the LCSO has been investigating for several weeks allegedly included a local citizen as being involved. Investigation showed money wire transactions to and/or from here allegedly involving several hundred dollars to $2,350 in money wire transfers involving one or more victim(s) from outside the State of Missouri. A Livingston County arrest warrant was issued August 14 for Elizabeth D. Fechtig, 47, Chillicothe for alleged class C felony Theft/Stealing between $500 and $25,000. Upon learning of the arrest warrant, Ms. Fechtig surrendered to the Chillicothe Police Department and posted bond. Investigation continues and information has been shared with the proper Federal authorities.

July 12 we began an investigation on a burglary to a hunting cabin in rural Livingston County. Suspect(s) worked to gain entry into the building and subsequently stole property from the building. Known stolen items include Kenmore 18,000 BTU air conditioning unity and 12,000 BTU heat window unit, red 15 amp 10” table saw, Igloo dorm size refrigerator, Panasonic microwave, Sony DVD player, 10’ aluminum ladder, extension cord(s), Shop-Vac, Cabela’s size 9 hunting boots, Bushnell binoculars, plastic totes and lids, 15 electrical outlets, electrical gang boxes, light switches, switch plate covers, wire nuts, circuit breakers and accessories, fishing rods and reels, and various fishing tackle and equipment.

August 02 LCSO deputy was assisting with traffic at an accident on U.S. 36 when he noticed a vehicle traveling at very high rate of speed and allegedly failed to get over and slow down when passing the emergency vehicles. The deputy stopped that vehicle when he noticed the odor of burnt marijuana. The deputy conducted additional investigation and subsequently arrested a Chicago Illinois resident for alleged Possession of Marijuana and Possession of Drug Paraphernalia.

August 06 we began an investigation on a reported burglary and theft from a hunting cabin near Wheeling. Suspect(s) removed 2 Winchester pump action shotguns, game cameras, hatchet, compound bow, hunting knives, and Marlin .22 caliber lever action rifle. Investigations continue.

August 08 a residential burglary and theft were reported in the 10000 block Liv 233. Investigation shows forced entry through a doorway and theft of money. Investigation resulted in the arrest of Dawson Stuart Boyd, 17, Chillicothe for the alleged Burglary 2nd Degree, Property Damage, and Stealing. Additional arrest(s) are potentially pending.

August 12 a property damage report was received near the intersection of U.S. 65 and Liv 426. A pickup drove off the roadway into a hayfield cutting ruts and causing damage.

August 16 a deputy on patrol located an occupied vehicle on the side of Liv 256. Upon further checking it was determined the couple had been in a verbal argument. The deputy assisted the female in obtaining a ride to a different location.



August 04 a Livingston County felony arrest warrant was served on Vonda K. Calivere at Chula, MO. The warrant was for alleged PROBATION VIOLATION on class B felony drug violation. Ms. Calivere was transferred to the Daviess Dekalb County Regional Jail in lieu of bond.

August 11 Jeffrey A. Vanhoozer, 35, Trenton surrendered to the LCSO on a felony Livingston County arrest warrant for alleged Burglary.

An investigation by the LCSO on a report of 2 vehicles having been stolen in October 2012 has ended with the arrests of 2 men:

  1. August 14 a deputy served a Livingston County arrest warrant on Dennis G. Pickering, 27, Braymer, after Mr. Pickering surrendered at the LCSO. The warrant was for alleged 2 counts class C felony Tampering with a Motor Vehicle.
  2. August 14 a deputy arrested Dennis Patrick Blankenship, 29, Chillicothe on a Livingston County arrest warrant for alleged 2 counts class C felony Tampering with a Motor Vehicle in 1st Degree. Bond was set at $5,000 cash.

August 14 2 LCSO deputies served a Livingston County arrest warrant on Allen Justin Sayers, 23, Braymer, for alleged 2 counts class C felony Tampering with a Motor Vehicle in 1st Degree. Mr. Sayers was transferred to DDCRJ in lieu of bond.

August 17 a deputy served a Livingston County arrest warrant on Ronald John Greener III, 24, Chula for alleged Failure to Appear in Court and Driving While Suspended. Mr. Greener was transferred to DDCRJ in lieu of bond.

August 18 a deputy served a Chillicothe Municipal arrest warrant on Lester W. Hutcherson III, 51, Chula for alleged ordinance violations of seat belt and traffic signal. Mr. Hutcherson was turned over to the Chillicothe Police to post bond.


Other Information:

August 11 was Criminal Law Day in Livingston County Circuit Court. That morning we had 33 detainees appear before the Honorable Thomas N. Chapman.

August 15 a deputy conducted a vehicle stop on a Kia with November 2014 license. The Trenton driver was subsequently cited for alleged Driving While Suspended, No Auto Insurance and Failure to Register a Vehicle.

Today we have only 30 detainees in custody at the Daviess Dekalb County Regional Jail.

A recent POLL question on the LCSO website (www.livcoso.org) asked viewers if “Should Registered Sex Offenders be prohibited by law from having Social Networking or posting on Internet Dating Sites?” The responses were:

No:   9.1%
