Public Information on Incidents, Arrests, Citations, and MORE

Incidents:

July 19 the LCSO began an investigation in Chula of a residential burglary. While to resident was away unknown person(s) forced entry to the home and removed at least 2 items which were reported to be a twin size mattress and a bag of safety pins. Investigation is continuing.

July 27 the LCSO began an investigation of auto theft from a location near Mooresville. The pickup is a 1993 Chevrolet pickup, purple in color, tinted windows, and has a hood scoop. Investigation continues.

July 28 the LCSO received a report of a stolen/damaged mailbox from an address in the 21,000 block of Liv 236 near Wheeling. The time frame on this incident is similar to the other recent mailbox crimes in that area. Investigation continues.

July 28 the LCSO received another report of a stolen mailbox in the Wheeling area. Victim noticed the John Deere mailbox missing on July 19 which is in the same time frame as others reported. Investigation continues.

July 30 the LCSO investigated a reported assault in rural Livingston County where an adult and intoxicated man allegedly began physically assaulting an adult female. The incident then led to an address in Chillicothe and CPD officers were summoned for a disturbance. The deputy was called to the scene to investigate the rural crime. The LCSO arrested Shaquille Johntavius Owens, 24, Chillicothe, for alleged Assault.

July 31 the LCSO received information from a detective with Kansas City Police as that agency has recovered a stolen firearm from a September 2013 theft in Avalon. Investigations continue.

August 03 the LCSO began an investigation of a child sex offender residing in close proximity to a day care. The suspect had recently been released from prison and was aware of the registration requirements and has since moved. An incident report is being submitted to the prosecuting attorney for consideration of charges.

August 05 the LCSO was summoned to a domestic disturbance call on Highway A. The investigation involved a juvenile being the reported victim. The LCSO arrested Stephanie Brownsberger, 44, Chillicothe for alleged Domestic Assault-3rd degree and she was incarcerated in the Daviess Dekalb County Regional Jail pending formal charges.

August 06 the LCSO began an investigation of burglary and stealing from a vacant residence in Wheeling. Items stolen include Dewalt tools, ceiling fan, sheet rock supplies, and hand tools, 3 gallons of paint, electrical outlets and GFI outlets. Investigation continues.

 

August 07 the LCSO responded to a possible attempted suicide in the southern part of the county. The person involved is okay and seeking additional treatment.

August 07 the LCSO began an investigation of alleged Sex Offender Registration Violation where a registered child sex offender is residing too close to a day care. The suspect was given 3 days to move before a second offense is logged. The incident report will be submitted to the prosecuting attorney for consideration.

August 07 the LCSO investigated a Domestic Disturbance in Utica. No immediate arrests were made due to lacking probable cause at that time.

August 10 the LCSO investigated a 1 vehicle accident in the 5400 block of Liv 537. The accident happened the night of the 9th and the people left the vehicle in a very poor spot that was a potential traffic hazard. Deputies issued the Brookfield driver 2 citations being Failing to Register a Motor Vehicle (plates expired February 17) and Failure to Drive on the Right Half of a Roadway.

 

Arrests:

July 31 the LCSO arrested Alan E. Kitchener, 35, Chillicothe, on a Livingston County arrest warrant for alleged class E felony Sex Offender Present in a Park. Mr. Kitchener surrendered to the LCSO and was transferred to the Daviess Dekalb County Regional Jail in lieu of $5,000 bond.

July 31 the LCSO served a Livingston County arrest warrant on Gary Alvin Johnson, 58, Chillicothe for alleged class D felony Possession of Controlled Substance. Mr. Johnson was transferred to the Daviess Dekalb County Regional Jail in lieu of $5,000 bond.

August 01 the LCSO arrested Casey L. Lester, 35, Norborne for alleged Driving While Suspended and for 2 traffic warrants from Carroll County. Ms. Lester posted bond at the LCSO and was released from custody.

August 02 the LCSO served 2 Livingston County arrest warrants on RJ Allan Cox, 28, Chillicothe for alleged class D felony Stealing and class E felony Leaving the Scene of an Accident with Property Damage. Suspect appeared before Associate Judge James P. Valbracht and was turned over to the Chillicothe Police for additional investigation prior to being transferred to the Daviess Dekalb County Regional Jail in lieu of bond.

August 07 the LCSO served a Livingston County arrest warrant on Raven Cheyene Pittman, 23, Chillicothe for alleged Failure to Obey a Judge’s Order on Bond Conditions on original 2 counts felony Possession of Controlled Substance. Ms. Pittman was transferred to the Daviess Dekalb County Regional Jail in lieu of $10,000 bond.

August 08 the LCSO served 2 Livingston County arrest warrants on RJ Allan Cox, 28, Chillicothe for alleged Leaving the Scene of an Accident and class D felony stealing. Mr. Cox was transferred to the custody of the Chillicothe Police pending bond.

August 09 the LCSO served a Livingston County arrest warrant on Paul Lee Estes, 43, Utica for alleged Failure to Obey a Judge’s Order on Pay or Appear on original traffic violation. Mr. Estes posted the cash bond and was released from custody.

August 09 the LCSO served a Livingston County arrest warrant on Christian Shane Stretch, 36, Chillicothe for alleged Failure to Appear in Court on a Misdemeanor. Mr. Stretch posted $500 cash bond and was released from custody.

August 09 the LCSO served a Lafayette County arrest warrant on Michael Allen Minnick, 31, Wheeling for alleged Failure to Appear in Court on a Burglary charge. Mr. Minnick was transferred to the Daviess Dekalb County Regional Jail in lieu of bond and pending extradition to Lafayette County.

August 09 the LCSO served a Livingston County arrest warrant on Robert Scott Bennett, 39, Chillicothe for alleged Failure to Obey a Judge’s Order on Pay or Appear on original traffic violation. Mr. Bennett posted the $118.50 bond and was released from custody.

 

Citations:

August 01 a deputy issued a Norborne driver a speeding citation for 84 in a 65 on U.S. 36 and Liv 251.

August 04 a deputy stopped to help a person who was stopped in the passing lane of U.S. 36 at a hillcrest and when the driver saw the deputy the vehicle took off. The deputy made contact with the driver and learned the female Illinois driver had stopped on the highway in attempt to get her cell phone charged or working. The deputy subsequently arrested Shannon Renae Dennis Manroe, 39, Illinois for alleged Driving While Suspended/Revoked.

August 04 a deputy issued an excessive speed citation to an Indiana driver for 85 in a 65 on U.S. 36 at the Grand River.

August 04 a deputy issued an excessive speed citation to a Kansas driver for 90 in a 65 on U.S. 36 at Liv 419.

August 08 a deputy issued a Braymer driver a speeding citation for 81 in a 65 on U.S. 36 at Highway D.

 

Additional Information:

August 02, the LCSO was conducting Courthouse security and Bailiff Duty for both Associate and Circuit Courts. That morning an adult female became very disruptive at the Associate Court and was removed from the building due to the loud profanity and disturbing the peace. In a separate incident an adult male was escorted out the doors of the Courthouse as he was apparently attempting to cause an incident with a female in the building. The same man was being disruptive to the courthouse and when he refused to listen to directives by the sheriff’s office employee he was removed from the building. (TIP, a Judge can hold someone in contempt of court for up to 6 months in jail without a hearing! The Courthouse is a place of respect and order.)

The LCSO received notice our requests for grant money for DWI Saturation Enforcement overtime was cut from the $5,590 requested to only $2,000 and the requested $6,418.95 in Hazardous Moving Violations enforcement overtime was not funded.

Currently the LCSO has 32 people in custody at the Daviess Dekalb County Regional Jail, 10 of which are female detainees.

The Livingston County Sheriff’s Office has remained very busy with these and other criminal investigations, assisting and sharing information with other agencies, Court security and bailiff duty, and other statutory obligations.
