September 14 the LCSO began an investigation of a registered sex offender failing to comply with the requirements of the law. A report will be submitted to Prosecuting Attorney Adam Warren for consideration of charges.
September 14 the LCSO received a breaking lead in a burglary and theft investigation from August 2017. That information led to the seizure of stolen property and identification of the suspect(s) allegedly involved. A report is being submitted to the prosecuting attorney for consideration of charges and arrest warrants for potentially 3 suspects.
September 15 the LCSO was working a fugitive investigation in Utica and attempted to serve an arrest warrant in the 1000 block of Fellows. The fugitive saw the deputy and knew he was about to be arrested and fled into the home and barricaded the door. Additional enforcement led to the arrest of Samuel Phillip Van Horn, 26, on 2 Livingston County arrest warrants for Failing to Appear in Court and Driving While Suspended/Revoked. Mr. Van Horn was sent to the Daviess Dekalb County Regional Jail in lieu of bond. The LCSO is seeking additional charge(s) on Van Horn for fleeing/resisting arrest.
September 15 the LCSO completed an Obstruction of Justice investigation on a Kansas City man for his failure to appear in Court on several traffic offenses including DWI. A report is being submitted to the prosecuting attorney for consideration of additional charge.
September 16 the LCSO responded to a location in the 1000 block of Fellows in Utica on a domestic disturbance investigation. No arrests were made due to lack of probable cause/cooperation from occupant(s). The people are being referred to counseling due to the frequency and types of disturbances in the home.
September 18 the LCSO completed an Obstruction of Justice investigation on a Utica man for alleged Failing to Appear in Court. A report is being submitted to the Prosecuting Attorney for consideration of additional charge.
September 17 the LCSO arrested Lori Gail Tyson, 39, Kansas City for alleged Driving While Suspended 2nd Offense and Display Plates of Another Person. Mr. Tyson later posted bond and was released on citations.
Daviess County Sheriff assisted the LCSO in serving a Livingston County arrest warrant on Forrest Patrick Kelley, 63 wanted for alleged class D felony Sex Offender Registration Violation. Bond was originally placed at $15,000 cash with warrant dated September 20, 2017.
September 20 the LCSO served probation/parole arrest warrant on David Lee Kirkpatrick, 59, Chillicothe, for alleged violations. Mr. Kirkpatrick is on probation/parole for conviction of Sex Offender Registration Violation. Mr. Kirkpatrick was transferred to the Daviess Dekalb County Regional Jail.
September 20 the LCSO served 3 misdemeanor Livingston County arrest warrants on Virgil Hurling, 49, Chillicothe. Mr. Hurling was unable to post required bond and was transferred to the Daviess Dekalb County Regional Jail pending Court appearance.
September 13 the LCSO issued a Chillicothe man a Careless and Imprudent Driving citation in the 1300 block of Washington Street.
September 16 the LCSO issued a Michigan driver a speeding citation for 86 in a 65 on U.S. 36 at D Highway.
September 20 the LCSO issued an Indiana driver a speeding citation for 84 in a 65 on U.S. 36 at Grand River.
September 20 the LCSO issued a Colorado driver a speeding citation for 87 in a 65 on U.S. 36 at the Grand River.
September 20 the LCSO issued a speeding citation of a Kansas City driver for 82 in a 65 on U.S. 36 at Highway CC.
September 20 the LCSO had 11 detainees from jail appear in Livingston County Associate Circuit Court.
September 22 Livingston County Circuit Court sentenced detainee Jonathan Patrick Patterson to the Missouri Department of Corrections for 7 years on a probation violation on original conviction of class C felony Promoting Sexual Performance By a Child. Mr. Patterson had been a subject of investigation(s) by the LCSO and CPD for alleged probation violation(s).
This week has been very busy with a variety of on-going criminal and fugitive investigations, calls for service, court house security and bailiff duty, and assisting other agencies.
September 21 several members of the LCSO received 4 hours of Firearms Training and Qualifications on handguns, rifles, and shotgun. Additional training is scheduled in the near future for the remainder of the staff.
Currently the LCSO has 38 people in custody at the Daviess Dekalb County Regional Jail, 13 of which are female detainees.
