Incident Reports:

April 09 the LCSO began an investigation where the person claimed to be the victim of a conspiracy to commit murder and of attempted murder. The allegations have been investigated and we are submitting a report to the prosecuting attorney for consideration of charges on making a false report. Illegal drug use is considered to be one of the several problems in this case. Evidence supports no one having been in any danger.

April 11 the LCSO began an investigation at the request of a rural township regarding unimproved roads having been damaged from someone cutting ruts in the muddy roadway. Matter investigated to the point the township was satisfied.

April 11 the LCSO helped resolve a dog trespassing complaint on Liv 228.

April 15 the LCSO investigated an unattended death of an elderly male near Ludlow. The preliminary investigation suggests the person passed due to natural causes. Our office was assisted by the Livingston County Coroner. Our thoughts and prayers have been with the family and friends.

April 15 the LCSO investigated a report of cattle out and on another person’s property. We assisted with the complaint and attempted to explain the animal trespassing law but the complainant apparently just wanted to curse and yell at our officer.

April 15 the LCSO began an investigation of alleged tampering with a motor vehicle and theft. Reportedly someone cut a power steering line on a vehicle and stole case from the inside of the vehicle. Investigation continues.

April 16 an investigation began on a registered sex offender having allegedly moved and not reporting to the LCSO as required. The incident report was submitted to the prosecuting attorney for consideration of additional charge(s).

April 22 the LCSO assisted the Chillicothe Police in responding to calls for service at their request due to several of their staff tied up on an investigation. The LCSO assisted a CPD officer with multiple calls on a juvenile that was allegedly committing vehicle burglaries. The juvenile was located and less than cooperative by resisting our deputy, but was returned to the home where a parent was made aware of the problems. A short while later our deputy and a CPD officer returned to the location as the juvenile was creating a disturbance in the home and again attempted to resist the officers again. Juvenile officer was contacted for instructions and the juvenile was left with the parent pending juvenile officer action.

 

Arrests:

April 16 a deputy arrested Thomas Michael Haughton, 45, for alleged Driving While Revoked/Suspended and Failing to Drive on Right Half of Roadway. Mr. Haughton was processed at the LCSO and released on citations.

April 18 the LCSO arrested Deborah Lemen, 58, Texas on a Dekalb County arrest warrant for 2 counts of alleged class E felony Passing Bad Checks. Ms. Lemen was unable to post bond and turned over to the Daviess Dekalb County Regional Jail.

April 20 the LCSO served a Livingston County arrest warrant on Nathan Tylor Hoover, 31, Breckenridge for alleged Driving While Suspended/Revoked-Failure to Appear in Court. Mr. Hoover had surrendered to the LCSO and posted the $250 cash bond.

 

MOST WANTED Fugitives:

April 07 arrested Deborah Lemen, 58, Texas on Livingston County arrest warrant dated October 2017 for alleged felony Passing Bad Check. Ms. Lemen was transferred to the DDCRJ.

April 23 added Stevie W. Gregory, 40, Kentucky. Gregory is wanted for alleged class C felony Stealing Leased or Rented Property.

April 23 added Charles Robert Smith, 32, Chillicothe. Smith is wanted for alleged class D felony Possession of Controlled Substance.

April 24 added Tristan Marie Greer, 22, Laredo. Greer is wanted for alleged class B felony Robbery 2nd degree.

April 25 added Mose Lee Martin, 45, St. Louis. Martin is wanted for alleged Failing to Appear in Court on 3 counts class A misdemeanor Non-Support.

 

Citations:

April 13 an excessive speed citation was issued to a Gallatin driver for 80 in a 65 on U.S.36 at Liv 425.

April 13 an excessive speed citation was issued to an Illinois driver for 82 in a 65 on U.S. 36 at Liv 425.

April 14 an excessive speed citation was issued to a Kansas driver for 83 in a 65 on U.S. 36 at Liv 405.

April 15 an excessive speed citation was issued to an Illinois driver for 84 in a 65 on U.S. 36 at the Grand River.

April 19 an excessive speed citation was issued to a Chillicothe driver for 90 in a 65 on U.S. 36 at Liv 255.

April 19 an excessive speed citation was issued to a CHS student on Liv 228 for 56 in a 35.

April 20 an excessive speed citation was issued to a CHS student on Liv 228 for 50 in a 35.

April 20 an excessive speed citation was issued to an Illinois driver for 89 in a 65 on U.S. 36 at Grand River.

April 24 an excessive speed citation was issued to a Kansas driver for 90 in a 65 on U.S. 36 at Liv 269.

 

Additional Information:

April 18 the LCSO responded to the north county line on U.S. 65 as Mercer County Sheriff and Grundy County Sheriff’s Office were involved in pursuit of a vehicle. LCSO staff remained in position to assist until Grundy County Sheriff advised they had 2 people in custody. (See Grundy County Sheriff’s Press Release.)

April 19 the LCSO staff was busy assisting the MSHP and CDES on a 1 vehicle injury accident on Liv 228.

The LCSO has been busy with a large variety of work the past 2 weeks. We have conducted bailiff duty and provided courthouse security in great lengths on April 16, 17, and 18. The 16th was an all-day jury trial, 17th a large variety of court with different judges, and the 18th was Circuit Court Criminal Law day where we had 17 detainees appear before Judge Thomas N. Chapman.

Currently the LCSO has 30 people in custody at the Daviess Dekalb County Regional Jail, 9 of which are female detainees.
