Incident Reports:

 

May 02 incident reports were completed on 2 Chillicothe men for alleged Failing to Appear in Livingston County Court. The prosecutor may file an additional charge on the suspects.

May 02 an incident report was completed on a Kansas City man for alleged Failing to Appear in Livingston County Court. The prosecutor may file an additional charge on the suspect.

May 03 the LCSO served a court order which turned a child over to one parent as the other parent reportedly lives in another county and left the young child living in Livingston County where a convicted child sex offender resides.

May 04 the LCSO assisted a resident on a reported animal bite. The victim was bitten by a cat which has not since been located. The victim received medical attention and may be receiving treatment for prevention of possible rabies.

May 08 the LCSO investigated a possible Domestic Violence incident in the Ludlow area. The investigation showed no crime was committed.

May 09 the LCSO obtained information a juvenile may have had marijuana and tried to give it to another student and also the juvenile has some personal issues going on. It was determined the parent(s) are aware of the situation and now the juvenile officer, school, and Child Abuse Hotline are on all notified.

A handgun stolen in the Avalon area in September 2013 was recovered in Kansas City, MO recently. The LCSO has since obtained custody of that weapon and returned it to the lawful owner.

The LCSO is currently conducting an investigation into a possible day care being operated in a home where a registered child offender resides.

The LCSO has completed an investigation on an alleged registration violation by a Registered Sex Offender for not reporting as mandated. The incident report is being submitted to the prosecuting attorney for consideration of charges.

May 11 the LCSO assisted the Children’s Division on a possible child abuse/neglect allegation and that was unfounded.

 

Arrests:

May 04 the LCSO assisted a MSHP Trooper with a DWI investigation and arrest of a semi driver on Highway 36. The investigation resulted in the arrest of Yuriy M. Klyhach, 45, Clackaman Oregon for alleged DWI. Mr. Klyhach was transferred to the Daviess Dekalb County Regional Jail.

May 07 the LCSO served a Livingston County arrest warrant on Penny Lea Evans, 35, Chillicothe at a location near Dawn. The arrest warrant was for alleged felony Possession of Controlled Substance (Methamphetamine). Ms. Evans was transferred to the Daviess Dekalb County Regional Jail in lieu of $20,000 bond.

May 08 the LCSO served a Livingston County arrest warrant on Zachary Joseph Merrill, 25, Chillicothe for alleged misdemeanor Assault. Mr. Merrill was transferred to the Daviess Dekalb County Regional Jail in lieu of bond.

May 08 a deputy stopped a speeding vehicle in Chillicothe and subsequently arrested Blake A. Burton, 27, Chillicothe for alleged Driving While Intoxicated and Excessive Speed.

 

MOST Wanted Updates:

K-9 ZAKI helps CPD with arrest of Fugitive. On May 08 the CPD obtained a search warrant for fugitive Thomas William Gamble, 29, Chillicothe who was wanted in both Livingston and Carroll County. K-9 handler Deputy Mueller reported once learning of the presence of Zaki the wanted fugitive promptly surrendered. The CPD arrested Gamble and 2 other persons on their investigation. Zaki helped minimize any potential use of force to take the hiding fugitive into custody without further incident. These people made a wise choice to no try Zaki and his training.       GOOD Job by all.

May 10 the LCSO added William Joseph Floyd, 23, Carrollton to our MOST Wanted Website as Mr. Floyd was wanted on a Livingston County arrest warrant for alleged Probation Violation on original felony Domestic Assault. We received multiple TIPS soon after this publication and the LCSO arrested Mr. Floyd later that evening. Thank YOU.

 

Citations:

May 02 two citations were issued to a Utica driver for displaying plates of another person and knowingly operating a vehicle without auto insurance.

May 03 a speeding citation was issued to a Chicago driver for 81 in a 65 on U.S. 36.

May 03 a speeding citation was issued to a Westland Michigan driver for 83 in a 65 on U.S. 36 at U.S. 65.

May 04 an excessive speed citation was issued to a Trenton driver for 41 in a 25.

May 06 an excessive speed citation was issued to a Fayette MO driver for 79 in a 65 on U.S. 36 at Liv 259.

May 09 an excessive speed citation was issued to a Maysville driver for 82 in a 65 on U.S. 36 at Utica Junction.

May 09 an excessive speed citation was issued to a Lees Summit driver for 80 in a 65 on U.S. 36 at the Wheeling Junction.

May 10 an excessive speed citation was issued to an Independence driver for 83 in a 65 on U.S. 36 near Wheeling.

May 10 an excessive speed citation was issued to a Kansas City driver for 81 in a 65 on U.S. 36 and Highway CC.

May 11 an excessive speed citation was issued to an Illinois driver for 80 in a 65 on U.S. 36 near U.S. 65.

May 11 an excessive speed citation was issued to a Kansas City driver for 77 in a 65 and given other warnings on U.S. 36 at Utica.

May 11 an excessive speed citation was issued to an Illinois driver for 83 in a 65 on U.S. 36 at Utica Jct.

May 11 an excessive speed citation was issued to a Michigan driver for 83 in a 65 on U.S. 36 at Utica Junction.

May 11 an excessive speed citation was issued to an Illinois driver for 77 in a 65 on U.S. 36 at the Chillicothe Air Port.

May 11 an excessive speed citation was issued to an Illinois driver for 87 in a 65 on U.S. 36 at Wheeling Junction.

May 11 an excessive speed citation was issued to an Illinois driver for 84 in a 65 on U.S. 36 at U.S. 65.

 

Additional Information:

The LCSO continues to receive many traffic offense complaints with the vast majority of complaints being for aggressive and careless driving on U.S. 36. We are continuing to work with the Missouri State Highway Patrol and assist when and however we can.

May 11 a member of the LCSO worked traffic enforcement for part of a shift and focused on aggressive and dangerous drivers. Multiple vehicles were stopped and citations were given that were well earned.  We are very fortunate there have not been several very serious traffic crashes on this highway lately.

The LCSO has assisted several agencies this last week with investigations and other areas of enforcement, made notifications to the Child Abuse Hotline multiple times, assisted stranded motorists, and handled a variety of Court.

May 09 Detective Ryan Ford attended the Ludlow Town meeting where area information was exchanged.

The LCSO currently has 29 people in custody at the Daviess Dekalb County Regional Jail, 7 of which are female detainees.

The LCSO spent a substantial amount of time this week in dealing with detainee issues between other jurisdictions, county detainees, courts, and medical needs. We have a great working relationship with the administration at the Daviess Dekalb County Regional Jail.
