Incidents:

July 02 K-9 Zaki and Deputy Mueller assisted the Missouri State Highway Patrol on a traffic stop. The trooper had reasonable suspicion the driver may be hiding something. Zaki gave positive indication of drugs present and a small amount of alleged marijuana was found in the vehicle.

July 03 the LCSO began an investigation of reported harassment. That investigation has ended on July 07 as being unfounded.

July 05 a stolen John Deere Gator from northern Livingston County was recovered in Grundy County. Additional investigation continues.

July 05 the LCSO began an investigation involving the theft of a motor vehicle from the 7,000 block of Liv 515. Victim reported his 2018 Suzuki RM-Z250L8 dirt bike, yellow with black trim was taken from his property on July 05. Investigation continues.

July 05 the LCSO began an investigation of Manufacturing Controlled Substance (growing Marijuana) at a location in northwest Livingston County. Young marijuana plants were found which had been planted and cultivated. Investigation continues.

July 05 the LCSO assisted the Sullivan County Sheriff’s Office with a possible child sex offense and child abuse investigation with certain interviews in Livingston County.

July 06 the LCSO began an investigation of a stolen Ruger .45 caliber handgun from a parked vehicle in the 600 block of Webster Street. Information shared with area agencies and investigation continues.

July 09 the LCSO served a Court order to evict people who had one time rented the home and had been given 30 day eviction plus additional significant time pending a court hearing and then finally a court order ordering the sheriff to set them aside the property. Upon arrival an adult female slammed the door in the face of the deputy and locked the door. At least one of the people in the home was extremely belligerent and insulting to the sheriff deputies. The home was turned over to the lawful owner as ordered by the Court. The family reported having another location to stay but had refused to leave this specific place for unknown reason. Due to the situation and information collected, a call has been made to the child abuse/neglect hotline as mandated. Additional investigation taking place.

July 09 the LCSO began an investigation of burglary and theft from a home in the 200 block of Mansur in Chula. Unknown person(s) removed a SCCY CPD 9mm handgun from the residence while the occupants were not home. Investigation continues.

July 10 the LCSO towed an abandoned out of state vehicle from the shoulder of U.S. 36 near Mooresville.

July 10 the LCSO has completed an investigation of reported theft from a residence on Liv 237. The resident reported 2 known people had removed items from the home upon leaving. Items included some jewelry, clothing, driver’s license, and other small items. These people have not been located and are most likely in the Kansas City area. A report will be submitted to the prosecutor.

July 13 the LCSO has completed an investigation of a convicted child sex offender from Kansas who had been in Chillicothe/Livingston County and was allegedly not in compliance with registration requirements. A report is being submitted to the prosecuting attorney for consideration. This person is reportedly no longer in Livingston County. The LCSO has been working with Reno County Kansas Sheriff and another agency in central Missouri.

 

Most Wanted Updates:

July 05 we added Emily J. Waterman, 20, wanted for alleged Violation of Bond Conditions on original felony allegation of felony drug possession. Ms. Waterman subsequently did the responsible thing and surrendered to the Chillicothe Police that same day upon learning of the active warrant.

July 06 Kansas City Police arrested Sommer Ann Brewster, 21, Kansas City on a Livingston County arrest warrant for alleged Probation Violation on original class E felony drug violation.

July 06 we added Jordan Daniel Wells, 19, wanted for alleged Violation of Bond Conditions on original felony allegation of Leaving Scene of an Accident, class E felony.

July 09 Chillicothe PD arrested James Bryan Harris, 64, Utica on a Livingston County arrest warrant for alleged Probation Violation on original charge of felony possession controlled substance.

 

Arrests:

July 06 the LCSO stopped a vehicle on U.S. 36 for alleged Driving while Revoked/Suspended. The driver Travis Lee Donoho, 28, Utica was arrested for the alleged driving violation and taken to the LCSO where he was processed and released with a summons.

July 11 the LCSO arrested Evelyn Sarahi Menchaca-Garcia, 20, Kirksville, on a Livingston County arrest warrant for alleged Exceeding Posted Speed limit. Ms. Garcia saw Judge Valbracht and was released upon paying fine/costs.

July 11 the LCSO arrested Shane Robert Reiff Carter, 21, Gladstone on 2 Caldwell County arrest warrants for alleged traffic offense violations.

July 13 the LCSO served a Chillicothe Municipal arrest warrant on Dustin Ugene Holtzclaw, 34, Farmersville, for alleged Leaving the Scene of an Accident and Careless and Imprudent Driving, bond totaled $1,000 cash.

 

Citations:

July 08 a Hale man was cited for 88 in a 55 on a motorcycle on Highway H. The driver was required to post bond and appears in Associate Court on August 08.

July 09 a speeding citation was issued to an Illinois driver for 78 in a 65 and given warning for littering once the driver extinguished the cigarette.

July 09 a speeding citation was issued to a Braymer driver for 82 in a 65.

July 09 a Chillicothe resident was stopped and cited for Failing to Transfer plates and Operating a Vehicle Owned by Another Knowing the Vehicle has No Auto Insurance-2nd offense. The vehicle was towed from the scene.

July 09 a Utica man was stopped at Broadway and Marble in Utica and issued a citation for No Valid Driver’s License.

July 13 a speeding citation was issued to an Illinois driver for 83 in a 65 passing Mooresville Junction on U.S. 36.

July 13 a speeding citation was issued to a Hannibal driver for 78 in a 65 on U.S. 36 at Liv 261.

July 13 a speeding citation was issued to a Hannibal driver for 88 in a 65 for violation on U.S. 36 near Wheeling Junction.

July 13 a speeding citation was issued to an Indiana driver for 82 in a 65 on U.S. 36 at the Airport.

July 13 a speeding citation was issued to an Illinois driver for 86 in a 65 on U.S. 36 at Mooresville Junction.

 

Additional Information:

The LCSO has been extremely busy working on criminal investigations, sharing information and assisting with other agencies, handling court and courthouse security, and working on administrative and statutory duties.

July 10 the LCSO had 25 detainees appear in Livingston County Circuit Court. During Court one person was sentenced to prison and became very disruptive in the court room which required our office to move that person to another floor of the courthouse, due to continued disruption the individual was removed to the sheriff’s office pending transportation to DDCRJ and then Missouri Department of Corrections.

July 11 the LCSO had 13 detainees appear in Livingston County Associate Circuit Court for hearings.

The LCSO has been diligently working on several fugitive investigations and shared significant information for other agencies.

Currently the LCSO is holding 47 people in the Daviess Dekalb County Regional Jail, 11 of these detainees are female.

The LCSO has assisted several stranded motorists and pedestrians this past week.
