Incidents:

 

July 15 the LCSO began an investigation of alleged Violations of Protection Order. Information has been collected, person of interest interviewed and the investigation is continuing.

July 16 the LCSO issued a Littering citation to a Trenton man for littering on U.S. 36 as his unlicensed and uninsured RV motor home was leaking sewage onto the shoulder of the highway. The RV was towed from the scene and dogs were removed to a safe location from the poor living conditions.

July 17 K-9 Zaki and handler Deputy Mueller assisted the Chillicothe Police on a vehicle stop. A free air search by Zaki gave positive indication to drug order present. A search resulted in the seizure of suspected methamphetamine and drug paraphernalia. CPD made 2 arrests. See CPD for additional information.

July 18 the LCSO responded to a reported unresponsive person near the Wheeling Junction which turned into a call of a possible domestic between a male and female. Subsequent investigation did not show any assault but did result in the seizure of a methamphetamine pipe, marijuana, a handgun and ammunition. We arrested Stefinny Wilhite, 41, Wheeling for alleged drug and drug paraphernalia possession and she was processed at the LCSO. We transported a male person involved in the disturbance to Hedrick Medical Center for an evaluation/treatment. Formal charges are pending.

July 18 an unlicensed motorcycle pulled onto U.S. 36 in front of an LCSO officer and traveling east. The LCSO officer was responding to an emergency call and using emergency lights and sirens. The motorcycle driver would not yield to the emergency vehicle and the driver sped up to over 90 mph and then slow down multiple times. The driver was finally stopped as other officers were responding to the prior call. The 53 year old Chillicothe driver was issued citations for Failing to Yield to an Emergency Vehicle and for Careless and Imprudent Driving. The driver was given warning for not having a motorcycle endorsement, no insurance, no license plate, and other traffic violations. The driver claims to not have heard the sirens even though the motorcycle did not have loud exhaust. The driver will appear in Court on August 08, 2018.

July 18 the LCSO assisted a man who claimed to be suicidal in getting to Hedrick Medical Center for treatment. The man was very cooperative.

July 18 the LCSO responded to assist a stranded motorist on U.S. 36 near the Grand River. The elderly gentleman is a resident of an adjoining county and was found to have possible medical issues and confusion. The gentleman was helped with getting to Hedrick Medical Center for exam. Friends and/or family were tracked down with the help of E-911 Dispatch. These people reported having been looking for the driver for part of the day. Notice is being made to the Department of Revenue on concerns if the person should have a driver’s license.

July 19 Zaki and handler Deputy Mueller assisted the Chillicothe Police on an investigation outside a convenience store where syringe and other drug paraphernalia were laying outside the vehicle along with other reported suspicious behavior. Zaki performed a free air search and indicated on the vehicle. CPD is continuing with that investigation.

July 19th the LCSO is covering a 2-day jury trial and courthouse security for Livingston County Circuit Court. Approximately 80 prospective jurors were called in for jury selection the morning of the 19th on the criminal trial. The jurors heard much testimony and after late afternoon deliberation returned a verdict of not guilty. This was a long day for many people.

July 19 the Chillicothe PD requested assistance from Zaki on another vehicle stop. This time Zaki gave positive indication of drug odor being present. The CPD officers located a smaller quantity of marijuana in the vehicle.

 

Most Wanted:

Arrested: July 16 the LCSO was working on an active fugitive investigation of Zachary Ryan Kerns, 29, and requested assistance from the Chillicothe Police in the 400 block of Williams Street. There we entered a residence and a deputy found Mr. Kerns hiding in a closet on the floor with clothing pulled up covering his body. Mr. Kerns was not compliant and was removed from the closet and taken to the Daviess Dekalb County Regional Jail. Mr. Kerns was wanted on a Livingston County arrest warrant since June 12, 2018 for alleged Violation of Bond Conditions on original felony drug possession.

Added: July 18 we added Jonathan Allen Peterie, 33, for felony arrest warrant on alleged Burglary 2nd degree, class D felony.

July 18 we added Nickkol L. Starr, 23, Kansas City, for Livingston County arrest warrant on alleged Probation Violation on original charge for class C felony Drug Violation.

July 18 we added Roger D. Owings, 46, Kansas City on a Livingston County arrest warrant for alleged Probation Violation on original class B felony Drug Violation.

July 19 we added Maria Hoke Childs, 39, Chillicothe, for alleged felony possession of controlled substance.

 

Other Arrests:

July 18 the LCSO arrested Dylan Paul Clark, 21, Chillicothe, on a Livingston County arrest warrant for alleged class E felony Leaving the Scene of an Accident. Mr. Clark posted the $5000 bond and was released pending court appearance.

July 19 the LCSO arrested Steven Edward Brand, 38, Wheeling on a Livingston County arrest warrant for alleged class D felony Unlawful Possession of a Firearm and class E felony Unlawful Use of a Weapon-subsection 4 Exhibiting. Bond set at $5,000 and Mr. Brand was transferred to the Daviess Dekalb County Regional Jail.

 

Citations:

July 15 a speeding citation was issued to a Blue Springs driver for 88 in a 65.

July 15 a speeding citation was issued to an Illinois driver for 85 in a 65.

July 15 a speeding citation was issued to a Michigan driver for 86 in a 65.

July 16 a speeding citation was issued to a Kansas City driver for 80 in a 65.

July 16 a speeding citations was issued to an Illinois driver for 82 in a 65.

July 17 a Carrollton driver was cited for Failing to Register Vehicle Annually.

July 19 a Texas driver was cited for 90 in a 65 at U.S. 36 near Highway D.

July 19 a Kansas driver was cited for 87 in a 65 on U.S. 36 at Liv 413.

July 20 a Colorado driver was cited for 87 in a 65 at U.S. 36 and Highway D.

July 20 a Kansas driver was cited for 86 in a 65 on U.S. 36 at Highway B.

July 20 a Marceline driver was cited for 85 in a 65 on U.S. 36 at Highway B.

 

Additional Information:

Deputy Dustin Woelfle earned the honor of leading the parade for the Chillicothe Car Show. Deputy Woelfle gives outstanding service to our community and does a great job for the LCSO. Therefore, we asked that he and his family lead the parade in his assigned LCSO patrol vehicle.

Currently the LCSO has 40 detainees in the Daviess Dekalb County Regional Jail, 11 of which are female detainees.

The sheriff’s office has remained very busy on these and other criminal and fugitive investigations, various calls for service, assisting stranded motorists, assisting other agencies, and administrative duties.
