Incidents:

August 17 the LCSO began an investigation of property left under the Coon Creek Bridge on U.S. 36. The various items included drugs & drug paraphernalia and a lot of other property. Investigation suggests a homeless male had been living under the bridge but has not been located.

August 23 the LCSO investigated a reported gunshot injury which took place northwest of Chillicothe. A father and son were shooting in a lawful area with a shotgun. A pellet ricocheted and struck the father causing minor injury.

The LCSO has collected information of a possible forcible sex offense which may have taken place elsewhere in Missouri and possibly out of state. We have been working on sharing the information with the proper agencies.

The LCSO has multiple investigations taking place at this time. We hope to have releasable information to you in the near future.

 

Most Wanted Updates:

August 22: Added Madison Dee Lowrey, 25, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Endangering the Welfare of a Child-1st Degree-1st Offense. Bond denied by the Court. Ms. Lowrey was arrested by CPD on August 23, 2018.

August 22: Added Emily Juanita Waterman, 21, Mooresville, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance. Bond was denied by the Court.

August 24: Added Julius Boyd, 39, Kansas City Kansas wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance, bond set at $10,000 cash.

August 24: Added Gary Scott Gostlin, 23, unknown address, wanted on a Livingston County arrest warrant for alleged class D felony Tampering with a Motor Vehicle, bond set at $25,000 cash.

 

Arrests:

August 18 a deputy stopped a vehicle for a traffic violation and further investigation led to the arrest of Jay M. Shipp, 44, Trenton for alleged Driving While Intoxicated. Mr. Shipp was processed and released with a summons to a responsible person.

August 19 a deputy witnessed a traffic violation in Utica and stopped the vehicle. Subsequent investigation led to the arrest of Amanda N. Bigelow, 40, Chillicothe for alleged Driving While Revoked/Suspended and Possession of Drug Paraphernalia. Ms. Bigelow was released pending Court appearance.

August 21 the sheriff was conducting a fugitive investigation in the northwest part of the county and located/arrested Blake Addison Burton, 27, Chillicothe who was wanted on a State Parole warrant. Mr. Burton is on parole for a felony conviction on Unlawful Use/Possession of a Firearm. Mr. Burton was transferred to the Daviess Dekalb County Regional Jail.

August 21 a deputy stopped and arrested Steven Lee Burns, 32, Utica for alleged Driving While suspended. Mr. Burns was processed at the LCSO and released on a summons.

August 23 the LCSO arrested Marcus Anthony Coleman, 32, California, on Livingston County arrest warrant for commercial vehicle violation. Mr. Coleman posted $250 bond and was released.

 

Citations:

August 17 a deputy issued a Kansas City driver a speeding citation for 90 in a 65 on U.S. 36 at Highway D.

August 20 a St. Joseph driver was cited for 81 in a 65 at U.S. 36 and Highway CC.

August 20 a deputy issued a Chillicothe driver a citation for Failing to Register Motor Vehicle due to expired March 2018 license plates.

August 24 a Kansas driver was cited for 14 over the speed limit.

August 24 an Illinois driver was cited for 85 in a 65 at U.S. 36 and Utica.

August 24 a St. Peters woman was cited for 86 in a 65 at U.S. 36 and Highway CC.

August 24 an Iowa driver was cited for 13 over the speed limit.

 

Additional Information:

Currently we have 37 detainees in custody at the Daviess Dekalb County Regional Jail, 7 of which are female.

The LCSO patrol fleet has had multiple problems the last two weeks and required several repairs.
