Incidents, Arrests, Citations, and MORE

Incidents:

October 31 the LCSO began an investigation of a burglary and theft investigation at a property in Utica. Victim reported numerous Dewalt tools, batteries and chargers stolen in addition to a leaf blower, hacksaw, 2’ flat bar, toilet paper, shop towels, gear shift knob, Diesel Salamander heater, and potentially other items. Investigation is continuing.

November 01 the LCSO requested a sex offender move from a specific address due to proximity of a daycare. The offender is contesting the allegation. An incident report will be submitted to the prosecuting attorney for consideration.

November 01 the LCSO completed two separate incident reports of two criminal suspects failing to appear in Livingston County Associate Court. The Prosecuting Attorney will consider filing an additional charge on both people.

November 02 the LCSO began an investigation of Endangering the Welfare of a Child in Wheeling. Reportedly the young child could not be left at the home by the bus driver due to no parent or guardian around to care for the child. The investigation shows alleged multiple times of attempting to contact the parents that date and other instance(s) of no one being available to take the child from the bus. A parent later arrived at the LCSO and took custody of the child. Investigation continues.

November 03 a Marceline resident reported being at the Fountain Grove Conservation Area and unknown person(s) removed a quantity of waterfowl decoys from his pickup that are valued at $350. Investigation continues.

November 04 a deputy stopped a vehicle in Chillicothe for no vehicle registration. The stop showed both occupants were from Iowa and the female driver was suspended. Additional investigation resulted in the seizure of suspected methamphetamine, meth drug paraphernalia, prescription controlled substance and marijuana. The incident resulted in the arrest of Johnathan J. Hoskins, 29, Iowa for alleged felony Possession of Controlled Substance and Fulisha L. Blanshan, 28, Iowa for alleged Driving While Suspended/Revoked and Possession of Controlled Substance. Mr. Hoskins was incarcerated and has been charged in Livingston County Associate Court with alleged felony drug possession. Ms. Blanshan was released from the LCSO on summons. Additional investigation is taking place into the alleged drug crimes.

November 05 the LCSO began an investigation of a reported SCAM where the victim provided some personal information and account and routing numbers off their personal checking account. Fortunately the victim has since notified their bank and has not been out any funds at the time of the report.

November 05 the LCSO began an investigation of Forgery which reportedly happened at a retail business in Chillicothe. The victim reported the problem to the LCSO and alleged her check was improperly obtained from a location in Wheeling. Attempt was made to speak with the reported suspect to obtain his information on the matter. Information has been collected from the retailer and will be submitted to the prosecuting attorney for consideration.

November 07 the LCSO began an investigation of possible trespassing or attempted burglary in the western part of the county. The suspect and vehicle are being sought for questioning. LCSO working with other area agencies on this case.

 

Most Wanted Updates:

Added November 05, Miranda N. Adams, 38, Chillicothe who is wanted on a Livingston County felony arrest warrant for alleged Violation of Bond Conditions on original charge of class D felony Possession of Controlled Substance. Bond was set by the Court at $100,000 cash with the warrant dated November 01, 2018.

 

Arrests:

November 02 the LCSO arrested Joseph Ryan Woody, 28, Wheeling for alleged Driving While Revoked. Mr. Woody was processed at the LCSO and released pending court appearance.

November 02 the LCSO arrested Patrick Devin Cox, 32, Chillicothe on a Caldwell County arrest warrant for alleged Probation Violation on a misdemeanor charge. Mr. Cox was transferred to the custody of Caldwell County Sheriff in lieu of the $2,500 bond.

 

Citations:

November 02 the LCSO issued a Wheeling driver a citation for Driving While Revoked 2nd Offense.

November 02 a deputy issued a Pennsylvania driver a citation for 15 over the speed limit at U.S. 65 and U.S. 36.

November 02 a deputy issued a Chicago IL driver a speeding citation for 94 in a 65.

November 03 a deputy issued a Jamesport driver a speeding citation for 75 in a 55 on Highway 190.

November 03 a deputy issued a Chillicothe driver a speeding citation for 73 in a 55 on Highway 190 at Liv 233.

November 03 a deputy issued a Mountain View driver a speeding citation for 83 in a 65 on U.S. 36 at Mitchell Avenue.

November 04 a deputy issued an Illinois driver a speeding citation for 90 in a 65.

November 04 a deputy issued a St. Louis driver a speeding citation for 84 in a 65.

November 04 a deputy issued a Moberly driver a speeding citation for 85 in a 65.

November 05 a Columbia driver was issued a citation for 14 over the speed limit.

November 06 a Chillicothe driver was issued a citation for expired license plates from September 2018.

November 06 an Illinois driver was issued a citation for 12 over the speed limit.

November 06 an Iowa was issued a citation for 79 in a 65 after passing a deputy.

November 07 a Columbia driver was cited for 79 in a 60 on U.S. 65 at Chula Junction.

 

Additional Information:

LCSO staff has continued with a variety of on-going criminal investigations, assisting other agencies, courthouse security, court bailiff duties, responding to calls for service, assisting motorists, traffic complaint/warning/citations, and administrative duties.

November 5 and 6th the LCSO was tied up with Circuit Court all day and even after hours on final two days of a lengthy divorce trial. The hearing was continued on to additional day(s) in December.

November 07 the LCSO had 13 detainees from the jail at Associate Law Day to appear before Judge James P. Valbracht.
