Incidents, Arrests, and MORE

Incidents:

December 05 drug investigation along with Missouri State Probation and Parole Officer involving a person on parole. The suspect was served an eviction notice at the Probation and Parole Office in Chillicothe and the investigation led to the suspect’s home where a search took place. Alleged evidence was seized that is related to drug use. The individual was asking for assistance with a methamphetamine addiction. LCSO and Probation/Parole are seeking help for the individual. The seized items are being submitted to the MSHP Crime Lab for analysis and potential criminal charge(s).

December 06 the LCSO assisted the Missouri State Fire Marshall’s Office and other agencies with continued arson investigation related to the fire at the rail road bridge over the Grand River. Some persons were questioned and others taken into custody. Investigation continues.

December 08 incident where the driver of a BMW refused to stop for Chillicothe PD and then our deputies after nearly striking a person, a car and then a bus in Chillicothe remains under investigation by the Missouri State Highway Patrol. The lone occupant of that vehicle caused a serious traffic crash in Caldwell County that required the highway be shut down or use greatly minimized. As reported the suspect received a gunshot wound to the chest area but no shots were fired by law enforcement. The suspect was found in possession of a loaded and cocked .45 caliber handgun. It is unknown by this office if the suspect was plotting a shoot-out with law enforcement, suicide by cop, accidentally discharged the weapon in the crash or intentionally caused self-harm. Investigation continues and potential charges may also take place in Livingston County.  Deputy Mueller and Deputy Woelfle followed policy and did a very good job in their attempts to remove a dangerous person from the roadway, aiding persons in an accident, disarming a suspect and providing assistance to other agencies.  Our thoughts and prayers continue with those in the accident.

December 10 the LCSO completed an investigation of property damage to what was believed to be private property at a location in Utica. Several people were contacted and the LCSO learned this incident took place on property owned by the Village of Utica and the city did not want to pursue charge(s).

December 10 the LCSO investigated a domestic violence call in Ludlow. Further investigation did not result in arrest due to lack of probable cause. Couple separated for the night.

December 11 the LCSO investigated a report of domestic violence in Wheeling. The investigation is now closed based on the evidence and information.

 

Most Wanted Updates:

December 10 the Platte County Sheriff arrested George Joseph Cunningham, 27, St. Joseph on a Livingston County arrest warrant for alleged class E felony Non-Support. Mr. Cunningham will be extradited at the earliest opportunity.

December 11 we added Travis L. Donoho, 29, Utica who is wanted on a Livingston County arrest warrant for alleged class D felony Failure to Appear in Livingston County Court on original class D felony Possession of Controlled Substance. The Court placed the bond at $15,000 cash.

Arrests:

December 10 the LCSO arrested Jolene Kat Rounkles, 17, Trenton, on a Livingston County arrest warrant for alleged Failure to Obey Judge’s Order on Bond Conditions on original charge of Burglary 2nd degree. Ms. Rounkles was turned over to the Daviess Dekalb County Regional Jail in lieu of $5,000 bond.

December 10 the LCSO arrested Timothy Stanley Anderson, 64m Chillicothe on a State of Missouri Probation/Parole Warrant. Mr. Anderson was taken to the LCSO for processing and was interviewed by a Probation and Parole Officer then released from custody by the state.

 

Citations:

December 08 a deputy issued a Ludlow driver a speeding citation for 84 in a 60 on U.S. 65 south of Chillicothe.

December 08 a deputy issued a Kansas City driver a speeding citation for 88 in a 65 on U.S. 36 near Wheeling.

December 10 an Illinois driver received a speeding citation for 80 in a 65 on U.S. 36 near Wheeling.

December 12 a deputy issued a Chillicothe driver 2 citations being Failure to Maintain Financial Responsibility and Failure to Register Motor Vehicle Annually (expired 2017).

December 12 a deputy issued an Illinois driver a speeding citation for 83 in a 65 on U.S. 36 at Mooresville.

December 12 a deputy issued an Indiana driver a speeding citation for 81 in a 65 on U.S. 36 near Mooresville.

 

Additional Information:

December 10 the LCSO transported criminal evidence to/from the Missouri State Highway Patrol Crime Lab in Macon.

December 11 the LCSO had 22 detainees appear before Circuit Judge Ryan Horsman for Circuit Law Day.

December 12 the LCSO had several employees attend firearms training and qualifications.

December 3, 5, 11, and 12 Sheriff Cox attended the town meetings at Chula, Ludlow, Utica and Wheeling where area information was exchanged.

The LCSO has been conducting interviews for the position of deputy sheriff and have 1 new deputy starting Monday, December 17. We are still seeking applications for a deputy to fill Chris Mueller’s position for January 2019.

Currently the LCSO has 38 detainees in the Daviess Dekalb County Regional Jail, 12 of which are female detainees.
