Incidents:

The LCSO is currently investigating a possible child sex offense. We have received assistance from the Child Advocacy Center and the Children’s division.

The LCSO is currently investigating an alleged child sex offense, drug distribution and promoting prostitution allegation. The Child Advocacy Center has assisted with interviews of the alleged victim in this case even though this person is now an adult. Investigation continues.

December 10 the LCSO received a case of possible sexual misconduct that allegedly took place several months ago in the western part of Livingston County. This investigation has since been completed and there will be no charges due to lack of probable cause.

December the LCSO has conducted several compliance checks on registered sex offenders. During this one person was found to have not been living at the registered address for at least several weeks according to one or more witnesses. Additional investigation has taken place and the suspect has since registered with the LCSO claiming to have moved to another Missouri county. A report is being submitted to the prosecuting attorney for consideration of criminal charge(s).

December 11 the LCSO assisted the Children’s Division on an investigation at a home in Chula. The LCSO subsequently seized controlled substance(s) being prescription medication, marijuana and drug paraphernalia. Benjamin E. Elam, 30, Chula was arrested for the alleged felony possession of controlled substance and later transferred to the Daviess Dekalb County Regional Jail. Formal charges were filed in Livingston County Associate Court and Mr. Elam is now out of jail on bond. An adult female of the home was cited for the alleged marijuana and drug paraphernalia possession. Additional investigation continues.

December 13 the LCSO investigated a trailer left on private property. The trailer had previously been stolen in Carroll County and that office was notified and took possession of the evidence.

December 20 the LCSO towed a white colored Pontiac Grand Prix from the middle of a roadway along Liv 228. The vehicle was not legal to be on the roadway in several ways. The investigation into ownership is continuing.

December 21 the LCSO began an investigation of interfering with child custody. An out of county parent was upset the father of their child would not return the child to the mother. The father claimed he was doing what his attorney requested as the mother did not have heat or water in her home. LCSO checked on the well-being of the child and the child was fine with the father. Investigation continues.

December 22 the LCSO began an investigation of Domestic Disturbance in Utica. Investigation shows a mother was upset with her son over a court matter he is involved in and there was a disturbance. No arrests made and investigation is closed.

December 26 an investigation into a stolen handgun was initiated and has since been closed after the handgun was located.

December 28 the LCSO has completed an investigation into multiple reports on various dates and times of Charloais Cattle being out of their fenced pasture and on or near traffic along Highway U. The owner of the cattle has been notified multiple times about the problem and potential ramifications but the problem continues. We are forwarding this report to the prosecuting attorney for consideration of any charges and/or court action.

The LCSO has received multiple calls of SCAM attempts continuing in our area. Various scams continue to be attempted including the grandchild is in jail or the hospital and needs money immediately.

 

MOST WANTED Updates:

December 15 Illinois authorities arrested Kaya M. Miles, 26 on a Livingston County felony arrest warrant for alleged Violation of Bond Conditions on original felony charge of Forgery.

December 17 the LCSO arrested Travis Lee Donoho, 29, Ludlow, on a Livingston County arrest warrant for alleged Failure to Appear in Court on original felony drug possession.

December 25 the Chillicothe PD arrested Jonathan A. Peterie, 33, on a Livingston County arrest warrant for alleged Burglary-2nd degree. Mr. Peterie has been a fugitive from Livingston County since July 13, 2018.

 

Arrests:

December 20 the LCSO arrested Donald Lee Graybeal, 54, Laredo per direction of the Court as Mr. Graybeal had appeared in Circuit Court and pled in a felony DWI case. Mr. Graybeal was transferred to the Daviess Dekalb County Regional Jail.

 

Citations:

December 13 a Kansas driver was cited for 82 in a 65.

December 16 an Illinois driver was checked traveling 100 in a 65 on U.S. 36 near Mooresville Junction.

December 16 a Chillicothe driver was cited for driving 55 in a 25 in Chula.

December 16 a Lathrop driver was cited for driving 97 in a 60 on U.S. 65 north of Chillicothe.

December 16 a Michigan driver was cited for 84 in a 65 on U.S. 36 near Utica.

December 26 an Illinois driver was cited for 82 in a 65.

December 26 an Indiana driver was cited for 88 in a 65 on U.S. 36 at Wheeling.

December 26 a Kansas driver was cited for 85 in a 65 on U.S. 36 at Wheeling.

December 28 a Buckner driver was cited for 74 in a 60 on U.S. 65 at Liv 416.

 

Additional Information:

Recently the LCSO received Court orders to cause the transfer of Donald Graybeal, 54, Laredo to the Missouri Department of Corrections for                    DWI     8 years ITP program.

 

December 27 the LCSO transported multiple men to the Missouri Department of Corrections.

 

Currently the LCSO has 36 people in custody at the Daviess Dekalb County Regional Jail, 13 of these are female detainees.

 

The LCSO has been involved in many other calls for service, continuing investigations, traffic stops, motorist assists and statutory obligations.
