Alleged Thief Gets Busted Holding the Cash

Afternoon of January 14, 2019 the Livingston County Sheriff’s Office was dispatched to investigated a theft from a residence in Livingston County. Victim reported a vehicle broken down near the home and a female arrived at the house asking to use the restroom. The victim had a little cash tucked away near this area and the homeowner became suspicious about the woman and once she left the victim learned the money was missing.

LCSO staff found the female suspect who was reportedly uncooperative with the investigation. The female was subsequently arrested and given multiple opportunities to turn over the cash but allegedly continually denied having any money. A female officer conducted a search and the missing money was located hidden upon the suspects person.

Frances Alicia Groom (a.k.a. Frances Stagner), 39, Gallatin was arrested for the alleged stealing and transferred to the Daviess Dekalb County Regional Jail (DDCRJ). On January 15, 2019 the LCSO received an arrest warrant officially charging Ms. Groom with alleged class D felony of Stealing, bond set at $15,000 cash on case #19LV-Cr00042 with bond initially placed at $15,000. Ms. Groom remains incarcerated in DDCRJ in lieu of bond.

The LCSO notified a local bank of the issue and the evidence money was taken out of circulation and replaced as a courtesy for the victim. The victim has since properly and safely secured the cash.
