Incidents:

January 16 a Sex Offender Registration Violation report was initiated. A registered sex offender had not reported an employment change and was contacted about the violation. A report will be submitted to the prosecuting attorney for consideration.

January 17 a Sex Offender Registration Violation report was initiated. A registered offender was stopped driving a vehicle that he has not reported on his registration. Further investigation continues and a report will be submitted to the prosecuting attorney.

January 18 the LCSO began an investigation of computer crimes, theft and possible identity theft as a rural resident report falling for a convincing scam artist and allowed remote access to their home computer. Concerns are a virus was planted in the computer and valuable personal and financial information was obtained and even accessed. The victim is out $1,500 dollars and is working with their bank and creditors to protect themselves. The computer is being examined by the cyber-crime lab to aid in the investigation.

January 22 a residential burglary investigation began at a home in the Chula area. A locked door to the residence was kicked in and a Visio HD 48” television was stolen. Investigation continues.

January 23 the LCSO completed an investigation of Statutory Rape and Sodomy-2nd degree involving an adult male and a juvenile female. The alleged incidents took place in Livingston County and another county during 2018. Child Advocacy Center has assisted the LCSO with the investigation. Report being submitted to the prosecuting attorney for consideration of charges. Reports are also being submitted to the Harrison County Sheriff’s Office.

The afternoon and evening of January 24 the LCSO and Missouri State Highway Patrol were swamped with many slid-offs and other accidents after ice developed on many areas of the highways.

January 24 the LCSO has completed a trespassing and stealing investigation from on or about November 18, 2018. The reported stolen item was recently located and the investigation shows there is no theft crime due to circumstances. However, the reporting person is seeking trespassing charge against the suspect(s) and the report is being submitted to the prosecuting attorney for consideration.

January 25 the LCSO is actively continuing with an investigation of alleged animal abuse/neglect involving livestock. The investigation has shown the farmer has been feeding grain and the livestock has access to water. Information collected will be shared with the District State Vet and the investigation will continue.

 

Most Wanted Updates:

January 17 Andrew Scot Robinson, 22, surrendered to the Chillicothe Police on a Livingston County arrest warrant for alleged felony stealing.

January 24 added Joseph Wesley Story, 32, Chillicothe wanted on a Livingston County arrest warrant for alleged Probation Violation on original class E felony Domestic Assault-3rd Degree.

January 24 added Sylvia Gurene Nichelson, 27, Carrollton wanted on a Livingston County arrest warrant for alleged Probation Violation on 2 original class D felony Possession of Controlled Substance Violations.

January 25 added Kristopher Dale Grashorn, 29, Chillicothe wanted on Livingston County arrest warrant for alleged class D felony Sex Offender Registration Violation.

January 25 added Ronald Virgil Scott Silkwood, 21, Hamilton wanted on Livingston County arrest warrant for alleged Robbery-2nd degree.

 

Arrests:

January 23 the LCSO arrested Jesse Lee Reeter, 23, Chillicothe when he surrendered to the LCSO. Mr. Reeter was given bond on the 4 traffic arrest warrants for alleged DWI, Failure to Register Motor Vehicle, exceeding Posted Speed Limit and Fail to Signal. Mr. Reeter is scheduled to appear in court on February 13, 2019.

January 25 the LCSO completed a fugitive investigation and arrested Jeffery Davenport, 35, Chillicothe on a Missouri Parole Warrant and Cynthia R. Periman, 30, Utica on a Caldwell County arrest warrant for a traffic offense.

 

Prisoner Transports:

January 24 the LCSO transported the following detainees to the Missouri Department of Corrections:

Trevor Denton, 28, Mooresville         Assault in 3rd Degree - 2 years.

 

Franklin T. Sanders, 38, Chillicothe    Possession Controlled Substance - 4 years.

 

Andrew C. McCollum, 19, Chillicothe Possession Controlled Substance - 5 years.

 

Trenell Beard, 46, Chillicothe             Parole Warrant.

 

January 25:

 

Jeffery Davenport, 35, Chillicothe      Parole Warrant.

 

Cynthia R. Periman, 30, Utica was transported to Caldwell County and turned over to law enforcement on a Caldwell County warrant.

 

Additional Information:

January 22 the LCSO had 7 detainees from the jail appear before Circuit Judge Horsman.

January 22 we updated 3 Tier III Registered Sex Offender registrations and photographs.

January 23 no detainees were transported to Associate Law day due to the road conditions.

January 24 the LCSO had summoned 74 prospective jurors to appear at the Livingston County Courthouse for jury selection of a 2-day jury trial and all but 3 prospective jurors arrived. The jury trial was then cancelled as a plea bargain agreement was reached and the defendant pled guilty to an amended charge.

Currently the LCSO has 24 people in custody at the Daviess Dekalb County Regional Jail.

The LCSO is working on a variety of fugitive and criminal investigations, assisted other agencies and been involved in multiple meetings this week in addition to the public information listed here.
