Incidents, Arrests and MORE

Incidents:

May 20 the LCSO began an investigation regarding theft of a Ruger handgun, 2 ammunition clips and a box of ammunition from a resident on Liv 259. Investigation has since resulted in the arrest of Jesse Allen Brock, 21 for the alleged theft. Mr. Brock was transferred to the Daviess Dekalb County Regional Jail. Investigation is continuing at this time and possible additional charges/defendant(s) may result.

May 28 the LCSO began an investigation on alleged trespassing.   One person who is separated from their spouse reported the spouse unlawfully entered upon her property and removed a child’s bicycle without permission.

June 05 the LCSO assisted the Chillicothe Police on a search warrant regarding criminal investigation. See CPD for details.

June 05 the LCSO began a sex offender registration violation investigation. A registered sex offender had listed their place of employment for a company outside of Livingston County. During a compliance check it was discovered that person had allegedly never been hired by said company and that their policy is to not hire sex offenders as they do a significant amount of work in schools. The suspect has been interviewed and report being submitted to the prosecuting attorney for consideration.

June 07 we have investigated reports of animal neglect in Mooresville regarding 2 horses being kept in a dog kennel. The horses are fine and were temporarily kept in a very large dog kennel (bigger than horse stalls in a barn) as fencing for a much larger area was being completed.

June 10 Sheriff Cox interviewed several detainees at the Daviess Dekalb County Regional Jail regarding on-going criminal investigations.

June 10 the LCSO received assistance from the Chillicothe Police Department, Missouri State Highway Patrol and Brookfield PD K-9 Unit (Zaki was unavailable) when we executed a search warrant in Chillicothe on a criminal investigation. Certain evidence was seized and is being submitted to the Missouri State Highway Patrol Crime Lab for examination.

June 11 the LCSO began an investigation of alleged forcible rape and assault. The incident allegedly took place a few months ago and investigation continues. Suspect has been identified.

June 11 the LCSO began an investigation of possible parental kidnapping. The suspected father of the young child has been located in Jackson County area and DFS has confirmed the child is okay. Additional investigation taking place and report will be submitted to the prosecuting attorney.

A drug investigation from February which was initiated by the LCSO has been completed. The Missouri State Highway Patrol Crime Lab confirmed the seized evidence was Methamphetamine and the Digital Scale has methamphetamine on it. We are submitting the report to Prosecuting Attorney Adam Warren for consideration of charges on 2 people.

June 13 the LCSO responded to a report of a missing child in the southern part of the county. The young child was located at school. There was apparently miscommunication among family is what initiated the report.

June 13 the LCSO assisted the Chillicothe Police with a report of a man barricaded in a basement of a home. The suspect was wanted on a warrant and the police were able to make an arrest.

June 13 the LCSO assisted the City of Chillicothe as power and traffic lights were out and officers tied up on multiple calls. LCSO also assisted with traffic control and accident investigation.

June 13 the LCSO and MSHP spent significant time in searching for a one vehicle accident where the caller believed she was somewhere on 36 between Chillicothe and St. Joseph but possibly even a few miles off of 36 highway. The vehicle was located in Livingston County at the end of an access road and the person was found and MSHP is handling the incident now.

Added June 07, Jesse Alan McCoy, 22, Chillicothe wanted on Livingston County arrest warrant for alleged class E felony Property Damage 1st degree. Bond set at $15,000 on case #19LV-CR00291 with warrant dated 5-29-2019.

Added June 07, Jared Allen Johnson, 30, Chillicothe wanted on Livingston County arrest warrant for alleged class D felony Forgery. Bond set at $10,000 on case #19LV-CR00299 with warrant dated May 31, 2019. May be living in Breckenridge area.

Added June 07, Hector Manuel Sanchez, 48, Iowa wanted on a Livingston County arrest warrant for alleged class D felony Stealing-$750 or MORE. Bond set at $25,000 cash on case #19LV-CR00301 with warrant dated May 31, 2019. Has multiple friends in Livingston County. Mr. Sanchez was ARRESTED 6-9-19 in Story County, Iowa and will be extradited back to Missouri at first opportunity.

Added June 07, Gabriel Michele Kremer, 29, Mooresville wanted on Livingston County arrest warrant for alleged class E felony Harassment-1st degree and class E felony Assault-3rd degree. Bond set at $25,000 on case #19LV-CR00292 with warrant dated May 30, 2019. May be living in California now.

 

Arrests:

June 02 the LCSO served a Caldwell County arrest warrant on Austin Warren Estes, 26, Utica for alleged Possession of Marijuana. Mr. Estes could not post the $125 bond and was turned over to the Caldwell County sheriff at the Livingston-Caldwell County line.

June 11 the LCSO served a Holt County arrest warrant on Andrea Dawn Matranga, 48, Lees Summit for alleged Failure to Appear on a Seat Belt Citation. Ms. Matranga posted the $10 bond and was released.

 

Citations:

June 01 a Gallatin driver was cited for 72 in a 50 on U.S. 36 in the posted flood work zone.

June 05 a Kingston Driver was cited for alleged Driving While Suspended and Displaying Plates of Another Person.

June 06 a Michigan driver was cited for 90 in a 65 on U.S. 36 at Mooresville.

June 06 an Independence driver was cited for 90 in a 65 on U.S. 36 at Mooresville.

June 08 an Oklahoma driver was cited for 83 in a 65 on U.S. 36 at the Grand River.

June 08 a St. Louis driver was issued a speeding citation for 80 in a 65 on U.S. 36 at Highway CC.

June 09 a Chillicothe driver was issued a citation for No Auto Insurance during a vehicle stop.

June 09 a Chillicothe man was issued a speeding citation for 80 in a 55 on Highway 190 at Highway U.

June 09 a Chillicothe driver was issued a speeding citation for 63 in a 45 on Old Highway 190 at Liv 235.

June 11 a Kansas driver was cited for excessive speed of 80 in a 65 on U.S. 36 at Liv 261.

June 11 a Kansas driver was cited for excessive speed of 87 in a 65 on U.S. 36 near Wheeling.

June 11 a Texas driver was cited for excessive speed of 81 in a 65 on U.S. 36 at Liv 259.

 

Additional Information:

Received report of a scam call where local business was contacted about donating to fund for fire fighters and other emergency responders. When person made further inquiry the caller hung up. Best to do business with charities you know and seek out.

We have multiple criminal investigations taking place and we hope to have information available for release on those in the near future.

Currently we have 32 people in custody at the Daviess Dekalb County Regional Jail.
