Recent Drug Investigations and Enforcement

A search warrant obtained by Sheriff Cox was served on Friday evening, June 14 by officers from the LCSO, Chillicothe Police and Missouri State Highway Patrol. Investigation resulted in the seizure of alleged methamphetamine and methamphetamine drug paraphernalia. Officers arrested Steven L. Burns, 33, Chillicothe for the alleged drug violations. Mr. Burns was transferred to the Daviess Dekalb County Regional Jail. Mr. Burns has since been charged with alleged felony Possession of Controlled Substance-Methamphetamine and remains incarcerated pending Court appearance. Mr. Burns is also on parole for a sex crime and information has been sent to the parole officer. During this incident a LCSO employee was injured during attempt to force open locked door as the suspect was refusing to open the door. The employee was cut from the breeching tool and required multiple stitches at Hedrick Medical Center. The employee will be fine.

June 14 the LCSO arrested Kelly Noel Hanshaw Saville, 18, Chillicothe on a Livingston County arrest warrant for alleged felony Possession of Controlled Substance. Mr. Saville was transferred to the Daviess Dekalb County Regional Jail.

June 15 Deputy Leadbetter and K-9 Zaki were summoned to assist a Carroll County Sheriff Deputy in Carroll County on a vehicle stop. Zaki gave indication as to the odor of drug(s) being present and the deputy reported finding numerous prescriptions to other people, some unidentified prescriptions (labels removed) and marijuana. June 16 Deputy Leadbetter and K-9 Zaki were summoned by the Missouri State Highway Patrol to assist on a car stop on U.S. 36 near the Grand River. Zaki gave indication as to the odor of drug(s) being present and a subsequent search of the vehicle resulted in the seizure of methamphetamine, ecstasy and methamphetamine paraphernalia. Deputy Leadbetter assisted in the vehicle search. Trooper arrested Cassie K. Leeper, 36, Trenton on the alleged drug violations. The LCSO transferred Ms. Leeper to the Daviess Dekalb County Regional Jail pending formal charges being filed.

June 16 a Springfield, IL man was stopped for excessive speed and during the stop indicators of possible drug possession were raised. K-9 Zaki gave indication as to the presence of drug odor(s). Further investigation resulted in seizure of drug pipes and learning the driver swallowed certain controlled substance when he was worried about being stopped. The driver was found to be okay and later cited for Possession of Drug Paraphernalia during a traffic stop on U.S. 36 at Highway D. Report being submitted to prosecuting attorney for consideration of charge(s).

Early evening June 16 Deputy Leadbetter and K-9 Zaki were summoned to assist the Chillicothe Police on an incident with an alleged violent fugitive. That person was found to also be in possession of Methamphetamine. See CPD for additional details.
