Incidents:

June 24 the LCSO began an investigation of a possible child sex offense reported to have taken place between 2015 and 2016 in the southwest part of Livingston County. This initial report went to the Chillicothe Police and they worked on it with Children’s Division until it was learned the offense may have taken place in rural Livingston County. A person claiming to be a witness to the offense has refused to cooperate with the investigation and the Children’s Division has closed their case.

June 25 the LCSO continued working on a reported animal abuse/neglect case and utilized the services of the Missouri State Vet. A court order was served to permit our office and the vet to examine the animal(s).

June 25 Kyle Lee Case, 30, Chillicothe wanted on Livingston County arrest warrant for alleged class E felony Non-Support, total arrears in excess of 12 monthly payments due under court order.

June 25 Robert L. Winsor Jr. 53, Columbia wanted on Livingston County arrest warrant for alleged class A misdemeanor for Non-Support. Bond set at $2,500 with warrant dated June 24, 2019.

June 28 Harold R. Burnett Sr., 63, Breckenridge is wanted on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance-Methamphetamine. Bond set at $7,500 with warrant dated June 25, 2019.

June 28 Brenda L. Burnett, 59, Breckenridge is wanted on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance-Methamphetamine. Bond set at $7,500 with warrant dated June 25, 2019.

June 28 Slade Rochelle Spencer, 29, is wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class C felony Delivery of Controlled Substance. Bond set at $50,000 with warrant dated June 27, 2019.

June 28 Hunter Lee Forrest Burns, 18, is wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance-Methamphetamine. Bond set at $50,000 with warrant dated June 27, 2019.

 

Arrests:

June 24 the LCSO arrested Rebecca Sue Shutterly, 42, on Livingston County arrest warrant for alleged Violation of Bond Conditions on original charge of Distribution of Controlled Substance. Ms. Shutterly was transferred to the Daviess Dekalb County Regional Jail in lieu of $50,000 bond.

June 25 the LCSO served a Livingston County arrest warrant in Wheeling and arrested Steven Edward Brand, 39 wanted for alleged class A misdemeanor of stealing. Mr. Brand was processed at the LCSO and released on bond.

June 26 we arrested Dallas Austin Arnold, 20, Wheeling on a Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class C felony Delivery of Controlled Substance. Mr. Arnold was transferred to the Daviess Dekalb County Regional Jail in lieu of bond.

 

Citations:

June 24 a driver from India was issued a speeding citation for 80 in a 65 on U.S. 36 near Highway CC. Driver reportedly coming from Chicago to Kansas and having no idea what the speed limit is here.

June 24 a Kansas driver was issued a speeding citation for 82 in a 65 on U.S. 36 near Utica.

June 25 an Indiana driver was cited for speeding at 79 in a 65 on U.S. 36 at Wheeling Junction.

June 26 an Illinois driver was cited for speeding at 18 over the speed limit.

June 26 an Iowa driver was cited for speeding at 16 over the speed limit.

 

Zaki: June 24 Zaki and Deputy Nicholas Leadbetter were summoned to assist the Chillicothe Police on a vehicle stop. Zaki gave positive indication on the odor of drug(s) present. Deputy Leadbetter reported the CPD located suspected methamphetamine, pills and methamphetamine paraphernalia. See CPD for additional information.

 

Additional Information:

We have been very busy this last week with multiple fugitive and other criminal investigations, assisting other agencies, and routine work.

Currently we have 36 people in custody at the Daviess Dekalb County Regional Jail, 11 of which are female detainees.
