Public Information on Recent Incidents, Arrests, Zaki and MORE

Incidents:

A drug investigation from February 2019 has been completed. The evidence seized was submitted to the Missouri State Highway Patrol Crime Lab and the recently obtained lab report shows the evidence contains Methamphetamine. Report submitted to the prosecuting attorney for consideration of charge(s).

An investigation involving the recovery of a Samsung Security Video Recording system has been completed. We have been unable to determine the owner and a search of the hard drive was completed.

July 14 the LCSO began an investigation into alleged Interference with Child Custody case. The suspect allegedly violated the family court order on visitation times in the summer. Case file being submitted to the prosecuting attorney for consideration.

July 21 we assisted a person with needs and made a Crisis Intervention Team referral for the individual.

July 21 an investigation of a reported assault began in Ludlow. One person was treated for injury and we arrested Brittany K. Lee, 29, Ludlow for alleged assault. Ms. Lee has since been charged in Associate Court with alleged class E felony Domestic Assault 3rd degree. Ms. Lee has since been released on bond.

July 21 the LCSO responded to a location in Utica area for an unattended death investigation. The adult male had passed away in the home and preliminary investigation suggests the cause of death was from natural causes. The LCSO was assisted by the County Coroner’s Office and Chillicothe Department of Emergency Services. Our thoughts and prayers remain with the family and friends.

July 22 the LCSO began an investigation of alleged child abuse. Investigation has advanced with assistance from the Child Advocacy Center and case file is being completed for the prosecuting attorney to consider.

July 23 an investigation began on possible attempted burglary in the Avalon area. The suspect vehicle is seen pulling onto private property near building(s) without headlamps on about 3:30 a.m. Property owner approached the suspect who claimed he was simply going to check the oil in his motor and left the scene. LCSO asked for assistance from the public on identifying the pickup and we received multiple tips but unfortunately none of those leads yielded positive results. On July 25 Deputy Leadbetter and Zaki assisted authorities in Grundy County arrest a fugitive. Information was collected during that investigation which led our office to interview a person in Mercer County on July 29. That man was under arrest on a different matter and admitted that was his vehicle and him on the property in question. The suspect denied planning a burglary and was issued citations to appear in Livingston County Court for alleged driving without headlights, Driving While Suspended and Trespassing 1st degree. The suspected passenger was identified and that person has not been located and is currently a fugitive from law enforcement in another county. Investigation continues with potential additional charge(s).

July 24 the LCSO obtained information during an investigation in Wheeling while assisting the Carroll County Sheriff’s Office that possible methamphetamine and/or methamphetamine drug paraphernalia were inside a residence. Additional investigation resulted in the seizure of narcotics equipment and a report is being submitted to the prosecuting attorney for consideration.

July 25 the LCSO began an investigation of property damage and trespassing at a location in Chula. Suspect(s) allegedly trespassed onto private property and broke a window on a vehicle. Juveniles have been identified as persons of interest and investigation continues.

July 25 a deputy conducted a traffic stop on a vehicle in Chillicothe and noticed unusual movement from the driver. A Chillicothe Police Officer assisted our deputy on the stop after this. The driver was found to be on probation/parole for both Possession and Distribution of a Controlled Substance. A subsequent search of the vehicle yielded two syringes and a bottle of alcoholic beverage. Information was shared with the Probation/Parole office and the driver was issued warning for the equipment violation. A report on the paraphernalia possession is being completed.

July 26 the LCSO assisted the Missouri State Highway Patrol and Chillicothe Department of Emergency Services on a one vehicle serious injury accident. A passenger in the vehicle was taken from the scene by air ambulance. The incident took place on Highway N in northwest Livingston County.

July 27 the LCSO completed a drug investigation and seized alleged drug paraphernalia used for methamphetamine use. The suspect was issued a citation for the violation and is scheduled to appear in court on August 21.

July 27 the LCSO completed referral for an individual to receive assistance from the Crisis Intervention Team for various needs.

 

Most Wanted Updates:

Arrested: July 23 Kyle Lee Case, 30, Chillicothe was arrested by authorities in Buchanan County on Livingston County arrest warrant for alleged class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments.  Mr. Case had been a fugitive since June 24, 2019.

Arrested: July 23 Jared Allen Johnson, 30, arrested by authorities in Buchanan County on Livingston County arrest warrant for alleged class D felony Forgery. Mr. Johnson had been a fugitive since May 31, 2019.

 

Arrests:

July 12 we arrested James Edward Cassity, 51, Chillicothe on a Livingston County arrest warrant for alleged class D felony Abuse or Neglect of a Child. Mr. Cassity has since been released on bond.

July 12 we assisted the Missouri State Highway Patrol on a vehicle stop and arrest. Zachery William Fay, 21, Marceline was arrested on a Chariton County arrest warrant for alleged Failure to Appear on Misdemeanor. Mr. Fay was transferred to the custody of the Chariton County Sheriff’s Office.

July 24 we arrested Dustin Lee Ritchie, 35, in Wheeling on a Livingston County arrest warrant for alleged Failure to Obey Judge’s Order on original class E felony Resisting Arrest. Mr. Ritchie was transferred to the Daviess Dekalb Regional Jail in lieu of $15,000 bond.

July 25 the LCSO arrested David Lee Kirkpatrick, 61, Chillicothe on a Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony allegation of Sex Offender Registration Violation. Mr. Kirkpatrick was transferred to DDRJ in lieu of $15,000 bond.

July 27 the LCSO arrested Goldie Elizabeth Tietjens, 29, Brunswick on a Chariton County warrant for alleged Resisting Arrest-Felony. Ms. Tietjens was turned over to a Chariton County Deputy near Sumner.

July 30 we arrested Jessica Lynn Ishmael, 37, Dawn on a Livingston County arrest warrant for alleged Probation Violation on original class A misdemeanor DWI-Person less than 17 years of age in vehicle. Ms. Ishmael posted $1,000 bond and was released pending court appearance.

July 30 we arrested Marie Alean Osborn-Carle, 57, on a Livingston County arrest warrant for alleged class D felony DWI with Serious Physical Injury. Mr. Osborn-Carle was transferred to the Daviess Dekalb Regional Jail in lieu of $15,000 bond.

July 31 Ashley Dawn Brown, 30, Ludlow surrendered to the LCSO on a Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance. Ms. Brown was arrested and taken to Livingston County Associate Court to appear before Judge Leamer.

 

Citations:

July 19 a South Dakota driver was cited for 22 over the posted speed limit.

July 19 a Braymer driver was cited for 22 over the posted speed limit.

July 23 a Mooresville driver was stopped in Chillicothe and issued a citation for alleged Driving While Suspended.

July 28 a speeding citation was issued to a Carrollton resident for 19 over the speed limit.

July 31 a vehicle was stopped for a traffic violation and the Chillicothe driver was issued citation for Failure to Maintain Financial Responsibility and No Seat Belt.

 

Zaki:

July 14 Deputy Leadbetter and K-9 Zaki were summoned to assist the Chillicothe Police on a vehicle stop in the southern part of Livingston County. Zaki gave positive indication on the presence of drug odor(s) and a search of the vehicle yielded suspected package of narcotics. The evidence was retained by the Chillicothe Police for additional investigation. See CPD for additional information.

July 25 Deputy Leadbetter and K-9 Zaki were summoned to assist the Missouri State Highway Patrol and Mercer County Sheriff’s Office in locating and apprehending a fugitive who had fled on foot from an officer into a wooded area. The person was wanted for alleged Drug Distribution and felony Assault by striking the victim in the face with a metal pipe. Zaki did an excellent job of tracking the suspect into a creek area with a large log jam where the suspect was hiding several feet inside this area. The suspect was informed unless he immediately showed his hands that Zaki was going to retrieve him from the hole he was in. The suspect surrendered. Zaki and Deputy Leadbetter were honored to assist in leading the Chillicothe Car Show Parade recently. Deputy Leadbetter and Zaki mingled in the crowd and talked to many people after the parade was over. We continue to thank our gracious community and contributors for their support of the K-9 program!

 

Additional Information:

The LCSO has received numerous TIPS lately, several of which involved information actively taking place in other counties. Local information was checked on and out of town information was shared with the respective agencies. Several of these TIPS resulted in positive action taking place.

The LCSO has assigned several staff to assist multiple days/nights with securing the alleged crime scene areas on a major investigation at request of both the Clinton and Caldwell County Sheriff. We have offered additional resources if needed.

July 31 the LCSO extradited a detainee from the Adair County Sheriff to appear in Livingston County Court. Once the case was heard the detainee was returned to the Adair County Jail.

Currently the LCSO has 20 people in custody at the Daviess Dekalb Regional Jail, 6 of which are female detainees.

Our staff and office have been extremely busy with criminal and fugitive investigations, calls for service, civil service, Court, detainee issues and other statutory obligations.
