Incident Reports:

September 25 the LCSO investigated an abandoned vehicle in area of LIV 433 and LIV 426 and determined it was not abandoned and two people were down in a ditch

September 26 the LCSO began an investigation of stealing where a person stole a set of license plates from a vehicle west of Chillicothe. A suspect was identified and information shared with respective jurisdiction in another county. Investigation continues.

September 26 LCSO Deputy Sheriff/Chillicothe School Resource Officer Mike Lewis filed a report with this office regarding a juvenile at CHS allegedly making a peace disturbance-threat while on school property. The issue was immediately addressed with the juvenile, parent(s) and juvenile office. School administration following administrative procedures and juvenile office is handling the incident.

September 28 the LCSO assisted a rural resident with a suicidal child. The juvenile office was notified and assistance obtained for the child/family.

September 29 the LCSO investigated a Domestic Disturbance in Utica where it was determined there was no crime committed. The upset person agreed to leave the area for a period of time.

September 29 the LCSO investigated a Domestic Assault in the Ludlow area. Further investigation revealed no crime took place and the parties agreed to separate for the day.

October 04 the LCSO responded to a residential fire in the 9000 block of LIV 228. Upon arrival a deputy was nearly attacked by a dog. The residential fire resulted in a fatality and total loss of the home. The Missouri State Fire Marshall's Office, Chillicothe Department of Emergency Services, Chula Fire and Livingston County Coroner assisted with the scene and investigation. Our thoughts and prayers remain with the family.

October 06 the LCSO began investigation of property damage to a home in Utica. Victim reported allowing a couple of people to stay in the home while owner was away. Upon returning found some of the home interior and furniture painted in graffiti. Suspect(s) reportedly told the owner they were using drugs and did this. Investigation continues.

A lengthy investigation of suspected child abuse/neglect from July was completed and report being submitted to the prosecuting attorney for consideration of charges against an adult female. Additional charge will be considered on adult female for potential tampering with a victim and hindering prosecution. The LCSO was assisted by the Children's Division and Child Advocacy Center. The children remain in a safe place.

October 07 the LCSO began an investigation of burglary and property damage to a home in the 16000 block of LIV 232. Unknown tool was used to pry on a screen/window to open the window. Investigation continues.

 

Most Wanted Updates:

September 30 Cass County Sheriff arrested Neysa M. West, 49, Kansas City on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance-Methamphetamine. Ms. West had been a fugitive since August 05, 2019 and has been extradited to DDRJ by LCSO for Associate Court appearance.

October 02 we added Charles Robert Smith, 34, Chillicothe wanted on Livingston County felony arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Possession of Controlled Substance. Bond set at $10,000 on case #19LV-CR00491 with warrant dated October 01, 2019.

October 06 Charity Dawn Massey, 41, was arrested by Chillicothe PD on Livingston County warrant for alleged Failure to Appear in Court on felony Possession of Controlled Substance Violation. Ms. Massey had been a fugitive since august 21, 2019.

Added Richard Dale Behnke, 61, Chillicothe, wanted on Livingston County arrest warrant for alleged class E felony Harassment-1st degree.  Bond initially set at $2,500 on case #19LV-CR00480.

 

Arrests:

September 30 the LCSO arrested Travis Dawane Moritz, 46, Chillicothe on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class B misdemeanor Peace Disturbance-1st degree. Mr. Moritz was processed and posted bond pending next court appearance.

September 30 the LCSO stopped a speeder on U.S. 36 and arrested Jermaine Hannah, 46, Chicago, Illinois for alleged 90 in a 65 and Driving While Revoked/suspended. Mr. Hannah was arrested, processed and released with pending court date.

October 02 Amber Dawn Montgomery, 33, Chillicothe surrendered to the LCSO on Livingston County arrest warrant for alleged class D felony Abuse-Neglect of a Child under section 568.060.5(1)-No Sexual Contact 568.060 and class D felony Endangering the Welfare of a Child Creating Substantial Risk-1st degree-1st offense-No Sexual Conduct 568.045 RSMO. Ms. Montgomery was processed and released on bond.

October 02 Eric W. Suddith, 37, Chillicothe surrendered to the LCSO on Livingston County arrest warrant for alleged unclassified felony Enticement or Attempted Enticement of a Child, class D felony Abuse or Neglect of a Child-No Sexual Contact, class E felony Harassment-1st degree and class C misdemeanor Assault-4th degree. Mr. Suddith was processed and released on bond pending next court appearance.

October 07 the LCSO responded to a location in Wheeling along Highway B where a reported firearm was discharged around 3:12 p.m. Investigation resulted in learning a male left the home and hiding behind a shed in the back yard. That person was identified as Joseph A. Vargas, 21, and was arrested on a Missouri Parole warrant as Mr. Vargas is on parole until November 07, 2019 for Possession Controlled Substance. Mr. Vargas was taken to the DDRJ pending return to prison.

October 08 the LCSO took Miguel A. Torres, 42 into custody pending Court appearance on alleged Making False Report, Damage to Jail/Jail Property and Possession or Delivery of Weapon into a County or Private Jail. Mr. Torres was transferred to DDRJ in lieu of $85,000 bond.

 

Citations:

September 29 the LCSO issued an Illinois driver a speeding citation for 87 in a 65.

September 29 the LCSO issued a speeding citation to an Illinois driver for 90 in a 65.

October 08 the LCSO issued a speeding citation to a Kearney driver for 86 in a 65.

October 08 the LCSO issued a speeding citation to a Cameron driver for 82 in a 65.

October 08 the LCSO issued a speeding citation to a St. Louis driver for 82 in a 65.

October 09 the LCSO issued a Wright City driver a speeding citation for 85 in a 65 at Wheeling Junction.

 

Zaki:

October 01 Zaki and Deputy Leadbetter assisted the Carroll County Sheriff's Office and Hale School with K-9 sniff. Deputy reported great interaction with school and neighboring sheriff's office.

October 03 Zaki and Deputy Leadbetter assisted the Daviess County Sheriff's Office and K-9 unit and officials at Jamesport School for a drug sniff. Deputy reported great interaction with all and good experience. Daviess County K-9 will be assisting Zaki and Deputy Leadbetter at some point.

October 03 Zaki and Deputy Leadbetter were summoned to assist the Chillicothe Police at a traffic stop. Zaki alerted to the odor of drug(s) being present and CPD officer reported finding two used spoons (commonly used in getting drugs drawn into syringes) and marijuana. October 06 Zaki and Deputy Leadbetter were summoned to assist the Chillicothe Police with an investigation. Zaki alerted to the presence of drug odor(s) at a vehicle and the deputy noticed one of the people holding an unusual item. The report shows a CPD officer found alleged drug paraphernalia-syringes and pills with that person/property. See CPD for additional information.

 

Additional Information:

October 04 the LCSO sent two employees to Adair County to retrieve a detainee on furlough to a facility in that county and return the person to DDRJ per Court order.

October 08 the LCSO was required to pick up a detainee from the Adair County Sheriff and bring to Livingston County Court for mandatory appearance and return the person on the same day.

October 08 the LCSO had 12 detainees appear in Court before Circuit Judge Ryan Horsman.

Currently the LCSO has 34 detainees in custody at the Daviess Dekalb County Regional Jail.
