Incident Reports:

October 29 the LCSO began an investigation of alleged domestic violence and harassment at a rural address. The female had left the location and information is still being collected at this time.

November 02 the LCSO began a burglary and theft investigation at a building in Dawn. Investigation showed forced entry into the building and theft of at least Two Tasco Scopes, Sound Blast Speakers, and 3 CCTV Cameras. Investigation continues

November 03 the LCSO and MSHP responded to location in the southern part of Livingston County on a report of a Domestic Assault where the intoxicated male allegedly threatened to shoot law enforcement if they arrived. The officers found the male had left on an ATV prior to their arrival and investigation is continuing.

November 04 a rural Livingston County resident reported finding a nice shotgun on the highway and the actual owner called in within a couple of hours to report he had lost it after hunting near the Poosey Conservation Area on Sunday. Property being returned to the rightful owner and thankful for honest people.

November 04 the LCSO completed a property damage investigation by interviewing and then processing a female allegedly involved in the crime and issued her a citation to appear in Court December 04. The male suspect refused to appear for interview and we will be seeking an arrest warrant for that person.

November 05 the LCSO spent significant amount of time in searching rural Livingston County and assisting Linn County Sheriff in attempt to locate and help a reported adult intending suicide. Subject was located after several hours and was safe in Linn County. Intervention process initiated.

 

Most Wanted Updates:

Added:

November 04 we added Amber Cashatt-Harris, 32, Breckenridge wanted on warrant in change of venue to Livingston County for alleged Bond Condition Violation on original Delivery of Controlled Substance.

Arrested:

November 04 Robert L. Winsor Jr., 54 by the MSHP in Cole County, MO on Livingston County arrest warrant for alleged Failure to Appear in Court on original class A misdemeanor Non-Support. Mr. Winsor has been a fugitive since June 24, 2019. We will extradite Mr. Winsor at first opportunity.

November 04 Theodore R. Dreager, 25, was arrested by Saline County authorities on Livingston County arrest warrant for alleged Failure to Appear on original charge of Failing to Register as a Sex Offender. Mr. Dreager was taken to the Chariton County Jail on a pending active charge from Carroll County. We will writ extradite Mr. Dreager when Carroll County releases their hold.

 

Arrests:

October 31 a deputy stopped an out-of-state driver for 85 in a 65 near Mooresville junction and ended up arresting Brett Michael Cooley, 30, Wilkesbarre, PA for the alleged speeding and driving while suspended/revoked. Mr. Cooley was processed at the LCSO and released on summons to appear in Court December 04.

November 02 we arrested Julie Lynn Massey, 39, Chillicothe on a Livingston County arrest warrant for alleged 3 class D felony counts of Possession of Controlled Substance. Ms. Massey was transferred to the Daviess Dekalb Regional Jail in lieu of $7,500 bond.

November 06 the LCSO extradited Christina Dawn Osbon, 34, from the Linn County Sheriff on Livingston County arrest warrant 19LV-CR00461 for alleged class A misdemeanor Operating Motor Vehicle on Highway without a Valid License-2nd offense.   And 10LV-CR00463 for alleged class A misdemeanor Stealing and class B misdemeanor Trespassing-1st degree. Ms. Osbon was transferred to the Daviess Dekalb Regional Jail in lieu of bond.

 

Citations:

November 01 at 1:35 p.m. the sheriff checked a vehicle on U.S. 36 near Wheeling at 101 in a 65. The California driver was cited for the speed and required to appear in Court in December.

November 02 a Jefferson City driver was cited for Failure to Register Motor Vehicle Annually with DOR on U.S. 65.

November 03 a deputy worked traffic safety grant project:

November 03 at 1:30 p.m. a Fayette MO driver was cited for 82 in a 65 on U.S. 36 near Utica.

November 03 at 1:48 p.m. a Florida driver was cited for 84 in a 65 on U.S. 36 near Utica.

November 03 at 2:10 p.m. a Kansas City KS driver was cited for 82 in a 65 on U.S. 36 at Mooresville Junction.

November 03 at 3:45 p.m. an Illinois driver was cited for 82 in a 65 on U.S. 36 near Mooresville Junction.

November 03 at 4:25 p.m. a Kansas driver was cited for 90 in a 65 on U.S. 36 near Utica.

 

Zaki:

Earlier this week Zaki and Deputy Leadbetter assisted the Trenton Police and Trenton Public Schools with a visit from Zaki for drug detection search. Great interaction took place.

 

Additional Information:

November 04 Radar Certification was performed by a 3rd party on all LCSO radar units and passed.

November 04 the LCSO extradited Mr. Robert Winsor from the Cole County Sheriff's custody and Rachel L. Nowland from the Moniteau County Sheriff's custody, both on Livingston County arrest warrants and delivered them to the DDRJ in lieu of bond.

November 05 the LCSO had 16 detainees appear in Livingston County Circuit Court before Honorable Ryan Horsman.

November 06 the LCSO had 11 detainees appear in Livingston County Associate Circuit Court before Honorable Michael Leamer.

LCSO dealt with additional people being harassed by SCAMMERS. Fortunately none of our citizens reported actually being a victim. If you have been taken for money and/or your identity please report that to your local law enforcement agency. Keep your money and identity safe.

November 07 the LCSO had 36 people in custody (down from 41 earlier in the week) at the Daviess Dekalb Regional Jail.
