Incident Reports:

November 05 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office on a student being harassed. Matter is in the juvenile office, parents and school administration hands at this time.

November 07 the LCSO has completed a sex offender registration violation investigation where a registered offender allegedly did not comply with the Halloween law and also was found to be living at an address he has not reported. Report being submitted to the prosecuting attorney for consideration.

November 08 a citizen reported finding a small safe on or near U.S. 36 in Livingston County. Zaki did a sniff around the safe and gave positive indication to the odor or drug(s). Further investigation showed the seizure of controlled substance(s) and drug paraphernalia commonly used with methamphetamine. Investigation continues.

November 12 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a theft investigation at Chillicothe High School.   Allegedly a juvenile had stolen an extra pair of jeans from another student during school hours. The jeans have been recovered from the possession of a juvenile seen on camera with them. Parent(s), School Administration and Juvenile Office are aware of the incident and handling it accordingly.

LCSO has completed an investigation of alleged sex offender registration violation where a newly registered offender reported living in violation of proximity law to school and/or day care. Subject has since allegedly changed addresses and not reported to the LCSO. Report being submitted to the prosecuting attorney for consideration.

This week the LCSO has spent significant time on working a theft case of firearms and other equipment from a parked vehicle. Investigation continues at this time.

 

Most Wanted Updates:

November 13 added second warrant for Matthew J. Lohman, 33 for alleged class E felony Failure to Appear. Mr. Lohman was already a fugitive on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on alleged felony Harassment-1st degree violation.

November 13 added class D felony arrest warrant for alleged Forgery for Lauren Baker, w/f, Braymer, MO. Bond initially placed at $7,500 cash on case #19LV-CR00649 with warrant dated November 08, 2019.

November 13 added Joel Tracy Kellison, 43, Chillicothe wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Domestic Assault-3rd degree. Bond set at $50,000 on case #19LV-CR00122-01 with warrant dated November 13, 2019.

November 13 added second warrant for Travis Dale Anderson, 37, Chillicothe for alleged class E felony Failure to Appear in Court. Bond set at $2,500 on case #19LV-CR00642 with warrant dated November 12, 2019. Mr. Anderson already has outstanding Livingston County arrest warrant for alleged felony Possession of Controlled Substance and Endangering the Welfare of a Child.

November 13 added second arrest warrant for Melinda Dawn Hedrick, 30, Braymer for alleged class E felony Failure to Appear. Bond set at $5,000 cash on case #19LV-CR00645 with warrant dated November 12, 2019. Ms. Hedrick has been a fugitive since September 2019 on a Livingston County arrest warrant for alleged Violation of Bond Condition on original class D felony Possession of Controlled Substance. Bond on that case was set at $50,000 cash.

 

Arrests:

November 10 the LCSO was monitoring activity in Wheeling about 4:30 p.m. and checked a vehicle at 22 over the posted speed limit. Stop resulted in the arrest of Katherine E. Barnhart, 39, Wheeling for the alleged speeding and Driving While Revoked/Suspended-1st offense. Ms. Barnhart was processed and released on summons to appear in Court December 18.

November 12 the LCSO arrested Matthew A. Ritchie, 38, Chillicothe on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Possession of Controlled Substance. Bond was set at $10,000 cash on case #19LV-CR00572. Mr. Ritchie was transferred to the Daviess Dekalb Regional Jail in lieu of bond.

November 13 the LCSO arrested Kelsey Mae Reeter, 26, Chillicothe on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance. Ms. Reeter was processed at the LCSO and released on bond pending Court appearance.

 

Citations:

November 08 a speeding citation was issued to a Nebraska driver for 15 over the speed limit.

November 09 an Indiana driver was cited for 89 in a 65 on U.S. 36 near Mooresville.

November 10 a Mexico MO driver was cited for 83 in a 65 on U.S. 36.

 

Zaki:

Additional Information:

LCSO has been very busy working on various on-going criminal and fugitive investigations.

November 12 we assisted the Missouri State Highway Patrol and Chillicothe Department of Emergency Services with a vehicle crash near Utica.

We have assisted several stranded motorists in the area recently. Plan ahead in cold weather and pack additional items in your vehicle to help keep warm in event you too have mechanical problems.

November 13 we had 7 detainees appear in Livingston County Associate Court before the Honorable Michael Leamer.

Morning of November 14 we had 35 people in custody at the Daviess Dekalb Regional Jail.
