Incident Reports:

Evening of December 12 a deputy stopped a vehicle north of Chillicothe and as the deputy approached the vehicle the driver sped away. An attempt was made to stop the vehicle however the pursuit was soon terminated due to the dangerous speed the suspect driver was going without concern for others. The LCSO and Chillicothe PD are continuing with the investigation and the situation may soon result in an arrest.

The LCSO has many on-going criminal investigations of various crimes including drug distribution, stealing, burglary, animal abuse and child offense(s). We also have many active fugitive investigations taking place.

December 15 the LCSO assisted the Missouri State Highway Patrol, Chillicothe Department of Emergency Services, Coroner's Office and citizens regarding a fatality and serious injury traffic crash on Highway U in northwest Livingston County.

An investigation from last week where a vehicle was stopped by a deputy and then fled as the deputy was approaching the car has continued. Investigation has resulted in the identity of the alleged driver. That person was reportedly wanted on one or more warrant(s) and may have had drug(s) in the car. Information being submitted to the prosecuting attorney for consideration of charge(s). The suspect has since been arrested in another county on the outstanding arrest warrant(s) and during that arrest the agency reportedly

Recently the LCSO assisted the Missouri State Highway Patrol with an incident where a male subject was allegedly refusing to comply with law order and enter a secured scene. The male had to be restrained during the incident and a state trooper was reportedly injured during the process. No arrest was made at the time of the incident. MSHP is continuing with the investigation.

December 17 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office of a student at CHS allegedly found to be in possession of marijuana. School officials and parents were informed of the issue and handling the situation. Report filed with prosecuting attorney.

December 18 a deputy assisted the Chillicothe Police on a fugitive investigation. Officers had taken Christopher Michael Rader, 40, into custody on active Carroll County arrest warrant for alleged misdemeanor violation. The officers discovered suspected methamphetamine and methamphetamine drug paraphernalia after the arrest.

December 19 LCSO began investigation of property damage to a cemetery in rural Livingston County. Continuing with case investigation at this time.

LCSO has completed an investigation of alleged domestic assault and property damage where an adult female allegedly was fighting with a sibling and then reportedly damaged a window attempting to gain entry to a home. Subjects separated and interviewed. Report being submitted to prosecuting attorney for consideration.

 

Most Wanted Updates:

December 11 we arrested Lauren R. Baker, 31, Braymer on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Forgery. Ms. Baker was transferred to the Daviess Dekalb Regional Jail in lieu of bond.

December 12 we added Danny R. Souders, 57, Jamesport wanted on Livingston County arrest warrant for alleged Failure to Appear on original class D felony Possession of Controlled Substance-Methamphetamine. Bond was set at $5,000 cash on case #19LV-CR00648 with warrant dated December 12, 2019.

December 18 we added Nathaniel B. Novotny, 33, Chillicothe wanted on Livingston County arrest warrant for alleged 6 counts class D felony of Forgery, violation of 570.090 RSMO. Bond set at $10,000 with warrant dated December 12, 2019. UPDATE, arrested afternoon 12-19-19 by LCSO and CPD. Transferred to DDRJ in lieu of bond.

December 18 we added Barry Preston Cooper, 43, Chillicothe wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class C felony Delivery of Controlled Substance (Methamphetamine) on case #19LV-CR00661 with warrant dated December 17, 2019.

December 19 assisted the Chillicothe Police on TIP and arrested Nathaniel Brady Novotny, 33, on Livingston County arrest warrant for alleged 6 counts class D felony of Forgery. Mr. Novotny was transferred to DDRJ in lieu of bond.

December 20 the LCSO arrested Joel T. Kellison, 43, Chillicothe on Livingston County arrest warrant for alleged Probation Violation on original class E felony Domestic Violence-3rd degree. Mr. Kellison was found in the 1000 block of Graves Street and has been a fugitive since November 13, 2019. Kellison was transferred to DDRJ in lieu of bond.

December 20 the LCSO arrested Jeremy W. McDermott, 38, Carroll County, on Livingston County arrest warrant for alleged Failure to Appear in Court on 3 counts class A misdemeanor Non-Support. Mr. McDermott has been a fugitive since July 16, 2018 and residing in Carroll County. Mr. McDermott surrendered to the LCSO this date and was transferred to DDRJ in lieu of bond.

 

Other Arrests:

December 08 the LCSO arrested Desmond Dorian Huff, 27, Chillicothe on a Missouri State Parole Warrant. Mr. Huff was transferred to DDRJ.

December 14 at 7:21 p.m. near LIV 233 and LIV 236 the LCSO arrested Cherron Lynn Butterfield, 46, Kidder on a Dekalb County arrest warrant for alleged Failure to Appear in Court on original misdemeanor of Stealing. Ms. Butterfield was transferred to DDRJ in lieu of $1,000 bond.

December 15 a deputy made vehicle stop after witnessing vehicle in Chillicothe allegedly run two stop lights. The driver, Jake Eugene Frazier, 26, Jamesport was arrested for alleged driving While Revoked/Suspended and other traffic violation. He was processed and released.

December 18 we arrested Troy Lloyd Murray, 38, on Livingston County arrest warrant for alleged Violation of Bond Condition on original class E felony Property Damage-1st Degree. Mr. Murray was transferred to the Daviess Dekalb Regional Jail in lieu of bond.

 

Citations:

December 11 a Cameron driver was issued a speeding citation for 86 in a 65 on U.S. 36 at LIV 261.

December 12 a Raymore Mo driver was issued a speeding citation for 78 in a 65 on U.S. 36 near Utica.

December 14 a Chillicothe man was issued a speeding citation for 77 in a 60 on U.S. 65 near Chula Junction.

December 14 an Adamstown, MO driver was cited for 82 in a 65 on U.S. 36 at Chillicothe.

 

Zaki:

December 12 the Chillicothe Police requested the assistance of Zaki at a traffic stop in south Chillicothe. Zaki alerted to the vehicle and subsequent search resulted in the seizure of suspected methamphetamine and stolen handgun. See CPD for details.

December 13 a deputy made a vehicle stop on U.S. 36 for dangerous driving and Zaki was summoned to the scene. The male occupants had obviously been lying to the deputy and Zaki alerted to the odor of drug(s) in the vehicle. LCSO staff located a quantity of marijuana and 6 firearms (only 1 was claimed to be in the vehicle). The vehicle was headed to the State of Colorado. Information being submitted to the prosecutor.

December 13 the Chillicothe Police requested Zaki assist on a vehicle stop. Zaki alerted to the order of drug(s) and subsequent search reportedly resulted in the seizure of methamphetamine and/or methamphetamine drug paraphernalia. See CPD for details.

 

Additional Information:

LCSO has shared many TIPS we have received on fugitives with the respective agencies in other counties.

A very high escape risk detainee was recently escorted by additional LCSO staff from the facility he is being held to Livingston County Associate Court for a mandatory appearance. Additional security was present in the hearing and also assisted in escorting the suspect back to the jail facility without incident.

December 12 the LCSO towed an abandoned vehicle (yellow Monte Carlo) which had been previously tagged from U.S. 36 west of Mooresville.

December 17 senior staff had a 2 plus hour meeting on 2020 budget needs.

December 17 we have 6 detainees from the Daviess Dekalb Regional Jail appear in Circuit Court.

The LCSO recently assisted many motorists and the Missouri State Highway Patrol with various slide-off accidents due to slick roadways. We appreciate all the towing companies in our area for their assistance as well.

FYI the LCSO can only make custodial arrests in Livingston County, Missouri unless we are in hot pursuit or requested to by another agency within their jurisdiction to assist.

December 20 the LCSO was down to 36 detainees in custody at the Daviess Dekalb Regional Jail.

Sheriff Cox has been preparing 2020 budget information for the Livingston County Commission.

December 20 the LCSO completed a majority of our 2019 Secret Santa. More information on that later but you may have seen many of us out doing nice things for some really nice people.
