Two Fugitive Investigations and One Additional Arrest Yesterday

January 21 the LCSO and Missouri Probation/Parole officers were conducting a fugitive investigation at a location in Chillicothe and subsequently arrested Nicholas Duckworth, 27, Chillicothe on Missouri Parole Warrant. Officers reported Mr. Duckworth being aggressive and nearly deploying a Taser to complete the arrest. An incident report is being submitted to the prosecuting attorney for consideration. Mr. Duckworth is now at the Daviess Dekalb Regional Jail pending return to Missouri Department of Corrections.


January 21 the LCSO arrested Jared Livengood, 37, Chillicothe on a Livingston County arrest warrant for alleged Violation of Bond Conditions with original charge being felony Burglary, case # 19LV-CR00482-01.

According to LCSO Jail Management records Mr. Livengood was first arrested on this charge August 22, 2019 and released the next day. Mr. Livengood was then arrested on warrant for alleged Violation Bond Conditions on this warrant on November 15, 2019 and released on bond January 07, 2020. Mr. Livengood is now at the DDRJ in lieu of bond.


January 21 the LCSO responded to the 1700 block of Litton Road on call to assist Missouri Probation/Parole Officers on a fugitive investigation. Apparently the Parole Officers attempted contact for one person and a known fugitive fled into an outbuilding. LCSO staff and Chillicothe PD assisted and learned Barry P. Cooper, 43, Chillicothe was hiding in the building and refusing to come out. Mr. Cooper was wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class C felony Delivery of Controlled Substance (Methamphetamine) in violation 579.020 RSMO.  Bond set at $20,000 cash on case #19LV-CR00661 with warrant dated December 17, 2019.

Officers on scene notified Mr. Cooper that K-9 Zaki was coming to the scene and Mr. Cooper soon surrendered. Item(s) commonly associated with methamphetamine use were found in the area Mr. Cooper was hiding and had access to plumbing. Incident report being submitted to prosecuting attorney for consideration.

LCSO Jail records show Mr. Cooper was originally incarcerated on this warrant on November 20, 2019 and released on bond November 26, 2019.
