Incidents, Arrests and MORE Public Information

Incident Reports:

August 20 an investigation into a reported stolen vehicle that was supposed to be on U.S. 36 was found to be a false report.  LCSO investigation has been completed and report being submitted to the prosecuting attorney for consideration.

August 27 LCSO investigated a report of trash dumping near LIV 206 and LIV 247.  Someone chose to litter by dumping a couch, and household items in a ravine.  Investigation continues.

August 28 the LCSO and MSHP responded to a domestic assault call about 9:52 p.m. and investigation resulted in the arrest of Joshua E. Swan, 33, Chillicothe for the alleged domestic assault.  Mr. Swan was charged with class E felony Domestic Assault in 3rd degree in Livingston County Court and was released from jail on bond August 31.

August 31 LCSO has been investigating multiple trash dumping locations in the northwest part of the county.  Persons have dumped piles of shingles and assorted items in multiple areas.  Investigation shows a building in Chillicothe received a new roof and the contractor subcontracted someone to handle this.  Those people have been identified and have not yet talked with law enforcement.  However the contractor was very upset about what has happened he has assisted in cleaning up areas of concern. 

September 01 LCSO assisted the Humane Society of Missouri Animal Cruelty Task Force on an investigation of possible possession of a stolen horse and animal neglect.  Investigation showed false information on the stolen horse and the person was found to be in possession of 11 horses, 8 dogs and various poultry and rabbits.  Some of the horses were in need of attention and a vet visit had already been scheduled for this week.  Another person who owned 3 of the brood mares came and took possession of his animals due to the concern on condition.  One horse was found to be owned by another person and a report is being submitted to the prosecuting attorney for consideration of animal neglect/abuse violation due to an existing injury.  Humane Society and LCSO will continue to monitor the situation and communicate with the owner and vet.

LCSO has been investigating additional theft offenses, trash dumpings, child custody issues, child sex offenses, responded to numerous traffic complaints, assisted MSHP with motor vehicle accidents, assisted the CPD with serious calls, and handled many other calls for service.  This week is best described as being extremely busy!

 

Most Wanted Updates:

Arrested September 02, Jon Alfred Ralston, 49, Independence was arrested by Independence Police this date on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Extradition will take place at first opportunity.

Added September 03, Tyler Roy Summers, 25, Villa Ridge, MO wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class E felony Harassment-1st degree.  Bond set at $7,500 on case #20LV-CR00231.

Added September 03, Franklin A. Holcomb, 38, Gallatin, wanted on Livingston County arrest warrant for alleged Failure to Appear on original class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments.  Bond set at $5,000 on case #19LV-CR00514.

 

Other Arrests:

August 27 at 4:28 p.m. a deputy checked a westbound vehicle on U.S. 36 at LIV 261 at 93 in a 65.  The deputy turned around attempting to stop the vehicle which had accelerated to nearly 120 and continued westbound after seeing our deputy.  Several LCSO officers got into position to assist and the vehicle was stopped on U.S. 36 near Highway 65.  Arrested was Deneice Velasquez, 17, Los Angeles California for the speeding/traffic offenses.  The male occupant in the vehicle had a valid driver's license and posted bond for Ms. Velasquez who was then released pending Court appearance.

August 29 a deputy made a vehicle stop and subsequent investigation resulted in the arrest of Chelsea Ann Roller, 29, Chillicothe for alleged No Valid Driver's License and Possession of Drug Paraphernalia.  Ms. Roller was processed at the LCSO and released on summons.

August 29 LCSO arrested Kyle Jacob Mace, 21, Chillicothe on Livingston County arrest warrant for alleged Violation of Bond Conditions on original charge of Trespassing-1st degree.  Mr. Mace was taken to Daviess Dekalb Regional Jail in lieu of bond.

September 4 MSHP arrested Chase J. Fantazia, 29, on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class E felony Unlawful Use of a Weapon and class D felony Unlawful Possession of a Firearm.  Mr. Fantazia will be extradited at earliest opportunity and taken to DDRJ.

 

Additional Information:

September 01 LCSO had a court order to evict tenant(s) from an address in Chillicothe.  The occupant continued to want to play games with the LCSO and land lord.  Person was contacted by phone and notified of the situation and locks have been changed.  Any violation on their part will result in potential arrest.

Currently the LCSO has 47 detainees in custody.

***LCSO staff will be out in force this Labor Day weekend looking for speeding, aggressive and drunk or drugged drivers.  We have additional staff that will be on assigned specific details to help ensure our citizens and people traveling through our county remain safe.***
