Incident Reports:

A lengthy investigation from July/August 2020 of potential fraud has been completed and being submitted to both the Livingston County Prosecuting Attorney and Missouri Attorney General for consideration.  The case involves one or more companies in other areas of Missouri allegedly selling junk home(s) to people online who have never seen the property.  Photos are shown which are do not depict the current condition of the home and money is paid by the buyer prior to viewing the home in person.  Once the person see the home they realize it is not livable.  This has involved at least 2 different out of state buyers for the same residence in rural Livingston County.  This issue appears to be taking advantage of the vulnerable and/or poor who have no ability to fight this in court.

An investigation of reported sexual misconduct began on August 13, 2020 and is now complete and being submitted to the prosecuting attorney for consideration.  A female victim reported unwanted touching and attempted touching by an adult male suspect.  Interviews have taken place and the LCSO was assisted by the Child Advocacy Center.  Alcoholic beverage was also reportedly offered to the minor.

August 27 incident on possible animal neglect/abuse at a location in Utica has been completed.  Report being submitted to the prosecuting attorney for consideration.

September 03 at 5:54 p.m. LCSO responded to a rural residence on LIV 216.  Male suspect had reportedly been told not to be on the property and was found inside the home.  Victim reports the male suspect stole key(s) to the victim's vehicle during this process.  Suspect gone on arrival and denied wrong doing by phone.  Report being submitted to prosecuting attorney for consideration.

September 03 Deputy Woelfle and Sheriff Cox responded to a call on U.S. 36 of a specific vehicle being driven by a man that appeared to be smoking from a meth pipe.  Deputy Woelfle checked the suspect vehicle at 77 and the car was stopped east of the Grand River on U.S. 36.  Investigation resulted in the arrest of Brett Keith, 35, Chillicothe for the alleged felony Possession of Controlled Substance-Methamphetamine.  Mr. Keith was processed at the LCSO and released to a responsible person pending lab results and/or formal charges.

September 06 a property damage report was taken from the 19000 block of LIV 312 where unknown person(s) placed fireworks in a mailbox and destroyed the property.  Suspect(s) may have been in a red colored UTV (that seats 4 or 6).  Investigation continues.

September 09 LCSO began investigation of reported harassment where suspect reportedly posted to social media certain very private information about another person.  We have attempted contact with the suspect and the report will be submitted to the prosecuting attorney for consideration.

An investigation of alleged animal abuse or neglect has advanced to submission of information to the prosecuting attorney to consider charges on two adults.  This stems from a September 01 investigation with assistance from the Humane Society.

 

Other Arrests:

September 04 LCSO assisted the MSHP with the arrest of Christopher Jermain Rivers, 29, Illinois.  Mr. Rivers posted bond on a Saline County arrest warrant for alleged Failure to Appear in Court on Driving While Revoked.

September 04 LCSO arrested Larry D. Coffman43, Chillicothe on an arrest warrant from Dekalb County for alleged bad check violation and for the same allegation on a Buchanan County warrant.  Bond of $500 per warrant was posted and Mr. Coffman was given court dates to appear.

 

Citations:

September 04 at 10:00 a.m. an Illinois driver was cited for 81 in a 65 on U.S. 36 near the Airport.

September 04 at 4:15 p.m. an Overland Park driver was cited for 77 in a 65 on U.S. 36 at LIV 425.

September 04 at 5:00 p.m. a New York driver was cited for Failing to Proceed with Caution/yield Right of Way when approaching an emergency vehicle.   The driver of this vehicle nearly struck a deputy sheriff who was on another traffic stop.

September 04 at 5:23 p.m. a Princeton MO driver was cited for 84 in a 65 on U.S. 36 at LIV 253.

September 06 at 2:40 p.m. an Overland Park driver was cited for Failing to Register Motor Vehicle with expired March 2020 plates.

September 06 at 4:30 p.m. a California driver was cited for 82 in a 65 on U.S. 36 at U.S. 65.

September 06 at 4:50 p.m. a Nebraska driver was cited for 80 in a 65 on U.S. 36 at Highway C.

September 06 at 5:05 p.m. a Norborne driver was cited for 84 in a 65 on U.S. 36 near Utica.

September 06 at 5:33 p.m. a Kansas City driver was cited for 90 in a 65 on U.S. 36 at LIV 401.

September 07 at 2:48 p.m. a Nebraska driver was cited for 90 in a 65 on U.S. 36 at Highway D.

September 07 at 11:00 p.m. a Kansas City driver was cited for 88 in a 65 on U.S. 36 at LIV 403.

September 08 at 12:13 p.m. a Texas driver was cited for 89 in a 65 on U.S. 36 near Utica.

 

Additional Information:

September 10 LCSO had 44 people in custody.
