Incident Reports:

September 05 LCSO investigated an incident just outside of Chillicothe and found that one juvenile had reportedly shot another juvenile with a pellet style rifle.  Parent(s) were notified and the investigation being submitted to the juvenile authorities.

September 18 about 5:00 p.m. deputy towed a vehicle that was left abandoned partially in one lane of Route V.  Owner was later advised of this and reported the motor had stopped working is why they had left it.

September 21 LCSO completed an incident report on a juvenile matter.  Juvenile is on probation with the juvenile office/court and has allegedly been stealing items from people and locations.  Information being submitted to the juvenile office.

LCSO has recently worked with a senior citizen who is a crime victim to scammers.  The victim was conned into believing they had won a sweepstakes and ended up sending over $2,000 to the creeps.  Calls originated from Jamaica and an address in Florida was also provided that has been shared with authorities.

Several additional investigations taking place and multiple fugitive investigations on-going.

 

Most Wanted Updates:

Arrested September 21, Franklin A. Holcomb, 38, Gallatin surrendered to the Court on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, total arrears in excess of 12 monthly payments.  Mr. Holcomb was released on bond pending next court date.

Added second warrant to Zachary Ryan Kerns, 32, Independence on September 22 for alleged Probation Violation on original class A misdemeanor Non-Support, bond set at $5,000.  Mr. Kerns already has outstanding felony arrest warrant for alleged 4 counts class B felony Possession of Child Pornography.  He is reportedly hiding from law enforcement in the Kansas City area.

Added and Arrested September 22, Joseph Alan Vargas, 22, Chillicothe wanted for alleged class E felony Domestic Assault-3rd degree.  Bond set at $2,500 on case #20LV-CR00564 with warrant dated September 21, 2020.  LCSO found Mr. Vargas not long after posting in the area of Washington and Third Streets.

Added second warrant September 23, for Cheyenne Daniel Hershey, 39, for alleged class E felony Failure to Appear in Court.  Bond denied by the Court.  Ms. Hershey already has a felony warrant for Possession of Controlled Substance.

September 23 arrested Anthony David Munroe, 39, Chillicothe on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class E felony Failure to Appear in Court.  Mr. Munroe was transferred to Daviess Dekalb Regional Jail in lieu of bond.

Added September 24 Scott Alan Shannon, 33, Chillicothe wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class E felony DWI-Persistent Offender.  Bond set at $10,000 on case #20LV-CR00427.

 

Other Arrests:

September 21 about 6:57 p.m. LCSO checked a parked vehicle on LIV 222 with Georgia license plates.  A female was found sleeping in the pickup and arrested Hailey Renee Braden, 20, Homeless on a Grundy County arrest warrant for a traffic offense-no license and transferred Ms. Braden to the custody of the Grundy County Sheriff in lieu of bond.  The vehicle was picked up by a friend of the suspect.

 

Citations:

September 18 at 11:37 p.m. deputy issued speeding citation to a Chillicothe driver for 46 in a 25 on Washington Street at Clay.

September 19 at 8:11 a.m. Kansas driver cited for 82 in a 65 on U.S. 36 at LIV 261.

September 19 at 11:00 a.m. a Hale driver was cited for 54 in a 35 in Dawn.

September 23 at 12:10 p.m. issued a Carrollton driver speeding citation for 85 in a 60 on U.S. 65 at Highway JJ.

September 23 at 12:45 p.m. issued a Bogard driver speeding citation for 79 in a 60 on U.S. 65 and Highway JJ.

 

Additional Information:

September 21 LCSO began bailiff duties for a 2 day jury trial that originally had 140 prospective jurors scheduled to arrive at various times through the first day.  The process resulted in jurors being picked from the first 80 and the remainder were called off.   Many additional steps were in place to aid in social distancing and Covid precautions.  The trial concluded with a not guilty verdict by the jury. 

LCSO has had multiple officers assigned to assist another agency on criminal investigation(s) for a good part of this week.

September 04 LCSO picked up a detainee on a writ from the Chariton County Sheriff to appear in Livingston County Court and then returned the detainee to Chariton County Jail after the hearing.

LCSO has 41 people in custody on September 24.

September 24 LCSO assisted Chillicothe PD with an armed suicidal person in Chillicothe.
