Incident Reports:

September 23 LCSO and State Fire Marshall began investigation in rural Livingston County of possible arson to a grain bin.  Investigation continues.

September 24 LCSO investigated a domestic assault call in the 1400 block of Polk Street as the CPD was busy with an armed suicidal man.  Information was collected from those at the scene and report being submitted to the prosecuting attorney for consideration.

September 26 at 6:45 p.m. LCSO responded to a report of Domestic Disturbance on Highway Z.  Information was collected and reporting person requested no formal action. 

September 28 an investigation into a reported child sex offense came to conclusion with the arrest of Xander Mitchell, 18, for alleged Statutory Rape or Attempted-1st degree where victim is less than 14 years of age.  Mr. Mitchell was arrested September 28 and released from jail on September 29 after arraignment in Associate Circuit Court.

 

Most Wanted Updates:

Arrested September 27, Gregory M. Anderson, 51, Chillicothe surrendered to the Daviess Dekalb Regional Jail on Livingston County arrest warrant for alleged Probation Violation on original class D felony Unlawful Possession of a Firearm.

Arrested September 30, Kevin R. Head, 38, by Chillicothe PD on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance and class D felony Unlawful Possession of a Firearm.  Mr. Head has been a fugitive since January 10, 2020 and based on information has been receiving assistance from other people in hiding from law enforcement.  We understand even when arrested was attempting to claim to be another person in attempt to elude arrest.

Added September 30, Aaron Eugene West, 32, Linn MO, wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class E felony DWI-Persistent Offender.  Mr. West was incarcerated on this case August 05 and released on bond August 14 and we are looking for him on this current warrant.

Added September 30, Rebecca Dawn Kephart, 42, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession Controlled Substance.  Ms. Kephart was arrested on August 26 and released on bond on this case August 31, 2020 and is not a fugitive.

 

Other Arrests:

September 24 at 11:21 a.m. a deputy was attempting to stop a westbound vehicle for 103 in a 65 on U.S. 36 at Mooresville.  Vehicle finally stopped in Caldwell County and the officer smelled marijuana coming from the vehicle upon approach.  Arrested was Christopher Jeffery Tyler, 31, Phoenix, AZ for the alleged speeding and no auto insurance.  Only small amount of marijuana and drug paraphernalia were in the vehicle.  No evidence present the driver was intoxicated.  Mr. Tyler posted bond at the LCSO and released on summons.

September 25 at 4:11 p.m. a deputy working traffic safety grant stopped a vehicle on U.S. 65 for no license plates and the driver, Angel Denise Carpenter, 37, Iowa, was subsequently arrested for alleged Driving While Revoked/Suspended and No Auto Insurance.  Ms. Carpenter posted bond of $250 and was released on summons.

September 25 at 7:40 p.m. LCSO arrested Gina Elise Elam, 33, Chillicothe on Livingston County arrest warrant for alleged Probation Violation on original class A misdemeanor Endangering Welfare of a Child-2nd degree.  Ms. Elam was transferred to the Daviess Dekalb Regional Jail in lieu of $2,500 bond.

September 25 at 11:57 p.m. a deputy stopped a vehicle on U.S. 36 at LIV 255 for no license plates.  The driver was identified as Christopher Don Ellintgon, 43, Oak Grove and was subsequently arrested for alleged Driving While Revoked/Suspended and posted bond of $250 and released with summons.

September 28 LCSO responded to location in 1100 block of Grandview and arrested Michael Kamren Lent, 30, Chillicothe on 2 Livingston County arrest warrants with 1 being for alleged Driving While Revoked and Endangering the Welfare of a Child with bond of $25,000.  The 2nd warrant is for alleged class E felony of Failure to Appear in Court with bond of $5,000.  Mr. Lent was transferred to DDRJ in lieu of bond.

September 28 at 7:25 p.m. LCSO made a traffic stop on LIV 256 and learned the passenger was wanted from Clay County, Missouri.  Bradley Dewayne Taylor, 27, Chillicothe was arrested on the warrant for alleged failure to appear in court on possession of controlled substance.  Mr. Taylor was taken to DDRJ in lieu of bond and awaiting extradition by Clay County.

September 28 LCSO extradited Jon Alfred Ralston, 49, from the Caldwell County Detention Center and transported him to DDRJ on Livingston County arrest warrant for alleged Violation of Bond Conditions on original felony Possession of Controlled Substance.

September 28 afternoon LCSO extradited Truitt M. Caudill, 35, Wheeling from the Caldwell County Detention Center on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Stealing-$750 or more.  Mr. Caudill was transferred to DDRJ in lieu of bond.

September 28 LCSO extradited Chyanna L. Cooper, 21, Chillicothe from the Hamilton Police on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class C felony Trafficking Drugs-2nd degree.  Ms. Cooper was transferred to DDRJ in lieu of bond.

September 29 afternoon LCSO arrested Joseph Alan Vargas, 22, Chillicothe in the 1100 block of Grandview on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class E felony Domestic Assault-3rd degree.  Mr. Vargas had been arrested on this warrant by the LCSO on September 22 and was released on bond by the Court on September 23.  This new warrant is dated September 25 for the alleged Failing to Obey a Judge's Order on bond.  Mr. Vargas is returning to DDRJ in lieu of $5,000 cash bond.

 

Citations:

September 24 at 10:01 a.m. a Columbia driver was cited for 83 in a 65 on U.S. 36 at LIV 413.

September 24 at 10:28 a.m. a Michigan driver was cited for 86 in a 65 on U.S. 36 at LIV 405.

September 26 at 2:05 p.m. a Kansas City driver was cited for Failure to Register Motor Vehicle Annually due to expired January 2020 plates.

 

Additional Information:

September 28 LCSO transported one male detainee to the Missouri Department of Corrections in St. Joseph to serve his sentence.

September 29 multiple LCSO officers assisted the Missouri State Highway Patrol on a bad crash west of Mooresville for several hours.

LCSO has been following up on various fugitive investigations and assisting other agencies. 

Over the last week we have assisted several stranded motorists.

September 30 LCSO had 47 people in custody.
