Incident Reports:

September 30 LCSO began investigation of alleged Violation of Protection Order where suspect was allegedly contacting the petitioner by phone.  Incident report completed and being submitted to prosecuting attorney for consideration.

October 01 LCSO began working a fraud/theft case that originally began at the Chillicothe Police Department.  It was later found this took place outside of the city limits.  Victim fell prey to scam that grandchild had been arrested and needing bond money.  Victim is out nearly $10,000 and the creeps continued asking for an additional $2,000 until a cashier at a local business realized the victim was being scammed out of money.  Investigation continues.

October 04 at 6:01 p.m. LCSO responded to a death investigation on LIV 514.  Investigation shows the elderly man was at home with his spouse and he had possibly fallen and was found deceased.  Chillicothe Department of Emergency Services and Livingston County Coroner Office assisted.

October 05 LCSO took report of theft of license plate from a Mooresville resident.  The back license plate from the victim's vehicle was lost or stolen.  Information entered into nationwide database.

October 09 about 9:52 a.m. LCSO responded to a report of Domestic Violence at a location in Wheeling.  Investigation found that no criminal violation took place and no arrest was made.

October 10 LCSO spent significant time in working run-a-way juvenile case from rural Livingston County.  Chillicothe Police assisted our office and later located the juvenile.

LCSO has completed an investigation regarding two juveniles allegedly producing obscene material and one sending it to the other via internet.  Juvenile office assisted in the investigation and parent(s) are aware of the issue.

LCSO has made significant progress with a suicide investigation from October 13.  We have learned the deceased male was not homeless but had been residing in Chillicothe with another person.  We have learned significant information about the man and has spoken with some of his family in Texas. 

 

Most Wanted Updates:

Arrested October 09 by CPD.  Melinda Dawn Hedrick, 31, has been a fugitive since September 2019 on Livingston County arrest warrants for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance and since November 2019 on class E felony warrant for Failure to Appear in Court.  Ms. Hedrick was taken to DDRJ.

Arrested October 15 Kelsey Mae Reeter, 27, Chillicothe surrendered to CPD on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  LCSO transported Ms. Reeter to DDRJ in lieu of bond.

 

Other Arrests:

September 30 LCSO conducted a traffic stop on U.S. 65 at 10:13 p.m. and subsequently arrested Kori Mae Marie Rector, 25, Bosworth on a Probation/Parole warrant on original controlled substance violation.  Drug paraphernalia was seized from the vehicle.  Ms. Rector was taken to Daviess Dekalb Regional Jail.

October 04 at 11:51 p.m. a deputy checked a speeding vehicle on U.S. 36 near LIV 255.  Vehicle stop resulted in the arrest of Daniel J. Fesler, 32, Brookfield for alleged Driving While Intoxicated and Excessive Speed.  Mr. Fesler was transported to the Chillicothe Police Department and processed then released on summons to a responsible person.

October 05 at 12:43 p.m. LCSO was dispatched to two vehicles possibly chasing each other on U.S. 36.  Deputy located both vehicles traveling at high rate of speed but was unable to get good radar check on either.  Both were stopped and found both drivers were not legal to operate a vehicle.  Arrested was Charles M. Emberton, 25, Indiana and Kyle Andrew Kine, 21, Indiana for Driving Without a Valid Driver's License.  Both men were taken to the LCSO where they were processed and both posted bond and given November 18 court dates.

October 05 at 6:34 p.m. LCSO deputy investigated a traffic offense in the 200 block of Washington and subsequently arrested Todd Michael Buss, 56, Chillicothe for alleged Driving While Suspended/Revoked-1st offense.  Mr. Buss was processed and released on summons to appear November 18, 2020.

October 06 at 8:34 a.m. LCSO arrested Tresa Lyn Wilson, 54, Chillicothe, on 2 Livingston County arrest warrants both for alleged class D felony Possession of Controlled Substance (methamphetamine).  Ms. Wilson was transferred to DDRJ in lieu of bond.

October 06 at 11:32 a.m. LCSO arrested Jonathan Taylor Meservey, 18, Chillicothe on Livingston County arrest warrant for alleged Sex Offender Register Violation.  Mr. Meservey was transferred to DDRJ in lieu of $5,000 bond.

October 06 at 3:35 p.m. LCSO arrested Dakota Lee Hatfield, 28, Chillicothe on Livingston County arrest warrant for alleged class E felony Property Damage-1st degree.  Mr. Hatfield was transferred to Daviess Dekalb Regional Jail in lieu of bond.

October 06 LCSO arrested John Marvin Goodwin, 18, Chillicothe on 3 Livingston County arrest warrants for alleged Failure to Obey a Judge's Order on original class D felony Receiving Stolen Property, class D felony Stealing-All Other Property under 570.030.5(3), and class D felony Possession of Controlled Substance.  Mr. Goodwin was transferred to DDRJ in lieu of bond.

October 09 at 2:16 a.m. a deputy was flagged down by a person in a parked vehicle who began telling him a story about coming here from Kirksville.  Subsequent investigation resulted in the arrest of William Lee Brown, 35, Kirksville on an Illinois warrant for alleged Unlawful Possession of a Stolen Vehicle.  Mr. Brown was later transferred to Daviess Dekalb Regional Jail pending extradition to Illinois.

October 14 LCSO arrested Zachary Paul Martin, 30, on Livingston County arrest warrant for alleged Failure to Obey Judge's Order on Possession Drug Paraphernalia.  Mr. Martin was taken to DDRJ in lieu of bond.

October 14 at 5:43 p.m. LCSO arrested Keenan Kraig Reeves, 18, Chillicothe when he surrendered to the LCSO on a Hamilton PD arrest warrant over expired license plates.  Mr. Reeves posted the $100 bond and was released with a new court date.

 

Citations:

October 01 speeding citation issued to a Colorado driver for 90 in a 65 on U.S. 36 near Utica.

October 04 at 9:08 a.m. speeding citation issued to Macon driver for 80 in a 65 on U.S. 36 at LIV 255.

October 07 at 2:05 a.m. speeding citation issued to a Michigan driver for 85 in a 65 on U.S. 36 at U.S. 65.

October 10 at 2:30 p.m. citation issued to a Gallatin driver for Failure to Register Motor Vehicle.  Stop was on Litton Road.

October 11 at 11:15 a.m. a Chillicothe driver was cited for Failure to Register Motor Vehicle.  Stop was on Washington at Bryan.

October 11 at 12:55 p.m. a Kansas driver was cited for 82 in a 65 on U.S. 36 at Chillicothe.

October 11 at 1:40 p.m. a Bunceton MO driver was cited for 85 in a 65 on U.S. 36 at LIV 269.

October 12 at 10:02 a.m. speeding citation issued to a Shawnee, Kansas driver for 90 in a 65 on U.S. 36 at Highway 65.

 

Additional Information:

Recently LCSO was required to guard a detainee overnight at Cameron Hospital as DDRJ did not have anyone available for this detail. 

LCSO recently received Court orders to transfer detainee Gregory M. Anderson, 51, Chillicothe Probation Violation - Unlawful Possession of Firearm by Felon - CODS.

A person was suspected of having swallowed illegal drug(s) prior to contact with our deputy.  The person was arrested on unrelated matter and cleared for confinement at HMC prior to being sent to DDRJ.

Currently the LCSO has 53 people in custody.
