Incident Reports:

July 27 LCSO began a stealing by deceit from a former Livingston County resident who had allegedly taking several thousand dollars to fix a piece of machinery and never followed through with completion.  Suspect has reportedly moved out of state.  Investigation is now on hold as the suspect has made arrangements to work with the victim on this outside of our investigation.

August 06 LCSO began an investigation of a person allegedly impersonating an attorney.  Various documents were filed by this person with the Livingston County Clerk and in other jurisdictions.  Investigation has concluded and report is being submitted to the prosecuting attorney for consideration.

August 14 LCSO responded to location in western part of Livingston County on call of possible suicidal person.  Investigation shows depressed adult with quantity of medication and willing to accept help.  EMS assisted in getting the person to area hospital for evaluation and additional treatment.  Crisis Intervention Teamwork activated on this.

August 15 LCSO responded to a well-being check on LIV 516.  Everything was found to be okay and various people were spoken with.

August 15 LCSO began investigation of theft of a wallet and contents from a Utica resident.  A potential suspect was identified and initially interviewed.  Victim reported to this office a few days later he did not want to prosecute anyone.  Case closed.

August 17 LCSO began an investigation during a disturbance in Mooresville.  Investigation led to the LCSO applying for and receiving a search warrant for a home in the 400 block of Jackson Street in Mooresville, MO on August 18, 2020.  Evidence seized includes ammunition and 2 handguns as the suspect is a convicted felon.  As a result of the investigation officers arrested Matt Jason Gaunt, 37, Mooresville.  Mr. Gaunt was charged with 2 counts alleged class D felony Unlawful Possession of Firearm.  Mr. Gaunt was incarcerated in the Daviess Dekalb Regional Jail and has since been released on bond.

August 17 LCSO conducted a well-being check were a father reported concern about his child and the stepfather.  Check supported the child is well cared for and no evidence of any problem exists.

August 18 LCSO responded to Ludlow area on report of stealing.  Victim reported between August 17-18 unknown person(s) stole at least the following items:  Dewalt Oscillating Tool with battery, tool bits, impact driver 20v drill w battery, 3 batteries, 20v radio, nail gun/framing nailer/ brad nailer with battery/ air compressor with 100' hose, 12" beveled miter saw, wood & metal drill bit set, measuring tape, 2 Stihl chainsaws, 16" and 20" Husqvarna chain saw, 450 piece socket set, miter saw stand, apex crimping tool, 3 Eastwing hammers, generic pressure washer, 4 pipe wrenches, 300" measuring tape, 2 channel locks, 2 Erwin Vice Grips, Bostich 20v drill and 20v Impact drill, slap stapler, 3 utility knives, tool bag, bit set for drill, 20 piece red handle screw drivers, 2 Stanley tape measurers, plyer set, insulated box, Milwaukee 20 piece hole saws, wood paddle 8 piece set, 2 nail punches, 2 flat bars, crowbar, ¼" and ½" concrete bit set.  Investigation continues.

August 22 LCSO assisted the Children's Division on a call in the western part of Livingston County.  The call to the Children's Division was unfounded.  However during this call the deputy learned there were 7 firearms in the home and allegedly in constructive possession of the firearms and that person is a multi-convicted felon and not allowed to possess these weapons.  The weapons were also reportedly in a location where the child(ren) of the home could have easy access to the firearms.  Evidence retained and report being submitted to the prosecuting attorney for consideration.

August 24 LCSO began an investigation of alleged Election Laws Violation.  Investigation has been completed and being submitted to the prosecuting attorney for consideration. 

August 27 at 3:20 a.m. LCSO responded to a location in Wheeling for reported Domestic Violence.  Investigation shows reported intoxicated male had allegedly punched another person and fled on foot prior to officer's arrival.  No one at the residence was injured and no one wish to cooperate with prosecution.

 

Most Wanted Updates:

August 14 Illinois authorities advised they have arrested Solomon A. Pryor, 26, on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Possession of Controlled Substance.  Bond set at $20,000 cash on case #20LV-CR00237 with warrant dated July 1, 2020.  Mr. Pryor was initially arrested and charged on this warrant May 7, 2020 and released on bond May 13, 2020.  Mr. Pryor was again arrested on this warrant for alleged Failure to Obey a Judge's Order on May 18, 2020 and released on bond May 20, 2020.  Extradition will take place at earliest opportunity.

Arrested August 21 upon surrendering and posted bond.  Added August 14 Kyle Charles Jettelson, 28, Chillicothe wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony of Stealing-$750 or MORE.  Bond set at $10,000 cash on case #19LV-CR00632-01.

Added August 14 William Rex Long, 25, Marceline wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Unlawful Possession of a Firearm.  Bond set at $10,000 cash on case #20LV-CR00189-01.

Added August 14 Jon Alfred Ralston, 49, Independence wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $10,000 cash on case #19LV-CR00105-01.

Update:  Arrested August 14 as he surrendered upon learning of this warrant.  Added August 14 Kelly Noel Saville, 19, Chillicothe wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $10,000 cash on case #19LV-CR00168-01.

Added August 14 Amber Leigh Wyse, 34, wanted on Livingston County arrest warrant for alleged class C felony Deliver of Controlled Substance.  Bond set at $15,000 cash on case #20LV-CR00469.

Added August 27 Scott Keith Perschbacher, 54, Chillicothe, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Burglary-2nd degree.  Bond set at $10,000 cash on case #20LV-CR00440.  LCSO Jail records show Mr. Perschbacher was arrested on this original warrant August 03, 2020 and released on bond August 04, 2020.  Suspect reportedly did not appear in Court and we are now searching for him.

Added August 27 William Deonte' Cooper, 40, Bevier, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  Bond set at $20,000 cash on case #20LV-CR00119-01 with warrant dated August 21, 2020.  LCSO Jail records show Mr. Cooper was initially arrested on this case February 25, 2020 and released on bond the next day.  Mr. Cooper arrested again for alleged violation of bond conditions on February 27, 2020 and released on bond again March 05, 2020.  Mr. Cooper was arrested again for alleged violation of bond conditions on April 28, 2020 and released on bond July 07, 2020.  We are again searching for Mr. Cooper on this warrant.

 

Other Arrests:

August 11 at 5:01 p.m. LCSO stopped a vehicle in Chillicothe and subsequent investigation lead to the seizure of Methamphetamine and other drug related evidence.   Investigation resulted in the arrest of Dillon Lee Potter, 24, Chillicothe for the alleged felony drug violation.  Mr. Potter was processed at the LCSO and released pending lab report from Missouri State Highway Patrol Crime Lab.  Also in the vehicle was an adult male who was released from Missouri Department of Corrections three days prior, no probable cause existed to arrest that person at the time of stop.

August 14 LCSO arrested Jonathan Taylor Meservey, 18, Chillicothe for alleged Sex Offender Registration Violation.  Mr. Meservey was reportedly required to register with this office as a sex offender upon being released from jail quite some time prior to this date and did not.  Mr. Meservey was transferred to DDRJ and a felony warrant was issued.

August 15 at 3:02 p.m. LCSO stopped a speeding vehicle for 85 in a 65 on U.S. 36 at Utica.  The Utah driver Dylin K. Chestang, 28, was subsequently arrested for the alleged speeding and Driving While Revoked/Suspended.  Mr. Chestang was taken to the LCSO where he was processed, issued citations and posted bond. 

August 17 LCSO arrested Danny Ray Souders, 58, Jamesport, on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  Mr. Souders was transferred to DDRJ in lieu of bond.

August 19 LCSO arrested Norman Justin Caselman, 40, Hale at the request of the Court as the Judge revoked Mr. Caselman's bond on 2 cases.  Mr. Caselman posted the newly set bond and was released pending next court appearance.

August 20 deputy stopped motorcycle in Chillicothe for no license plate and found the driver to allegedly have no valid driver's license and arrested Anthony Eugene Yeomans, 26, Chillicothe for that violation only 2nd offense.  Mr. Yeomans was processed and released on summons pending Court appearance.

August 20 LCSO stopped a vehicle at 4:48 a.m. and subsequently arrested Curtis D. Burton, 30, Brookfield on Linn County arrest warrant and he was taken to the DDRJ pending extradition by Linn County.

August 21 LCSO arrested Kelvin Maggiefield, 53, Trenton on a Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on class E felony Driving While Revoked/Suspended.  Mr. Magggiefield was transported to DDRJ in lieu of bond.

August 23 at 12:56 a.m. LCSO stopped a speeding vehicle on U.S. 36 near LIV 255.  Investigation led to the arrest of Michael C. Sanders, 31, Marshall, for alleged Driving While Intoxicated and Excessive Speed.  Mr. Sanders was released with a September court date.

August 24 Nicholas Andre Sturm, 32, Chillicothe surrendered to the LCSO on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class C felony Trafficking Drugs-2nd degree-Methamphetamine.  Mr. Sturm was transferred to the Daviess Dekalb Regional Jail in lieu of bond.

August 24 at 5:32 a.m. a deputy stopped a speeding vehicle on U.S. 36 and the Raymore Missouri driver was headed to Marceline.  Further investigation resulted in the arrest of Melissa D. Colbert, 32 for alleged Excessive Speed and Driving While Revoked.  Ms. Colbert was processed at the LCSO and released on summons after posting bond.

 

Citations:

August 21 a deputy worked 2 hour traffic enforcement grant activity, 3 citations were issue, 5 warnings given.  Citations are for 83 in a 65, 77 in a 65 and a citation for no auto insurance.

August 22 at 9:30 a.m. an Illinois driver was cited for excessive speed of 86 in a 65 on U.S 36 at LIV 247.

August 22 at 12:34 p.m. Chillicothe driver was cited for Operating a Motor Vehicle without a Valid Driver's License on LIV 231.

August 23 at 2:50 p.m. a deputy issued a Kansas Driver a speeding citation for 86 in a 65 on U.S. 36 at LIV 242.

August 24 at 4:12 p.m. a deputy issued a California driver a speeding citation for 81 in a 65 on U.S. 36 at LIV 259.

August 25 LCSO received 2 complaints on a vehicle driving high rate of speed east bound on 36.  Deputy located the vehicle and checked it at 92 in a 65.  Driver was cited for the speed and no auto insurance.  Driver also had a young child in the vehicle and was advised of potential citation for child endangerment violation due to his driving.

 

Additional Information:

Staff has responded to many calls regarding traffic violations recently.  With schools back in session it is even more important for drivers to be cautious. 

We have remained very busy with on-going criminal investigations, fugitive investigations, working with other agencies and other statutory obligations.

As of August 27 the LCSO has 45 people in custody.
