Incident Reports:

November 05 LCSO began investigation of possible theft of logs on private property.  Information collected and both parties have since came to an understanding and investigation has ceased.

November 07 at 1:26 p.m. LCSO responded to report of domestic violence in Dawn.  Investigation showed no criminal act only verbal disagreement.  Information shared with all involved.

November 08 about 8:58 p.m. LCSO responded to report of Domestic Violence, possible burglary, property damage, and other crimes on LIV 408.  Suspect was gone upon arrival and determined the victim(s) did not want to cooperate with prosecution.  Report indicates the suspect vehicle led officers on a pursuit in another county and later terminated.  Information being submitted to prosecuting attorney for consideration.  Information shared with the two reported victims.

November 08 about 9:00 p.m. LCSO responded to a report of Domestic Disturbance in Wheeling where it was determined no actual crime took place.  One person claimed to be ill and alcohol may have contributed to the issue.  Information shared with all involved.

November 09 at 4:51 p.m. LCSO began an investigation of trespassing and property damage near LIV 320 where unknown person(s) forced entry into a hunting cabin.  Nothing was initially found missing from the property.  Investigation continues.

November 13 about 8:39 p.m. LCSO responded to a location in Utica for a disturbance investigation and it was determined parties has already been separated and no crime took place.

November 16 LCSO investigated a report from a Dawn resident of problems in the home with a parent.  Case information reported to Child Abuse Hotline as required and investigation continues.

November 17 LCSO opened a criminal investigation of suspected making a false report, false affidavit, false statement, and perjury.  Suspect has been interviewed and additional evidence and information is being collected. Most concerning is the suspect's lies in previous investigation(s) may have resulted in the arrest and criminal charge(s) of an innocent person.

November 19 at 10:36 p.m. LCSO responded to a domestic disturbance in Utica and learned an intoxicated female was allegedly being unruly, screaming and breaking things in the home.  The intoxicated woman left with a sober person and no arrests made.

November 20 at 10:29 a.m. LCSO responded to a report of domestic assault in progress in the 2000 block of Highway DD near Ludlow.  Subsequent investigation led officers to believe that a male relative of the adult female caller had used his vehicle to ram the vehicle occupied by the other person.  Investigation resulted in the arrest of Quentin Blake Bassett, 26, Ludlow for alleged Domestic Assault-3rd degree and Property Damage-1st degree.  Mr. Bassett was processed and transferred to Daviess Dekalb Regional Jail.  Mr. Bassett for formerly charged in Livingston County Associate Court and has been released on bond November 23.

November 20 at 10:36 p.m. LCSO responded to report of Domestic Disturbance in 300 block of Brick Road in Utica.  Parties had separated and no arrest was made that evening.  Investigation continues.

 

Most Wanted Updates:

Arrested November 08 by Kansas City Police, Loutinia Lee Owens, 48, Kansas City on Livingston County arrest warrant dated August 27, 2019 for alleged Failure to Obey a Judge's Order on class D felony Terroristic Threats-1st degree.  Ms. Owens has been extradited and taken to Daviess Dekalb Regional Jail in lieu of bond.

Arrested November 19 by South Dakota authorities, Dale Ernest Denoyer, 54, South Dakota on Livingston County arrest warrant for alleged Failure to Appear in Court on class C felony Passing Bad Checks-$500 or more.  Mr. Denoyer has been released on bond and given new date to appear in Livingston County Court.  This stems from a LCSO fugitive investigation where our office identified possible location of fugitive.  Mr. Denoyer has been wanted since July 2019.

Added November 23 James E. Laughlin, 31, Chillicothe wanted on Livingston County arrest warrant #20LV-CR00308-01 for alleged Violation of Bond Conditions on original class C felony Delivery of Controlled Substance.  Bond set at $10,000 cash.

Added November 23 Kalup Woodson, 29, St. Louis wanted on Livingston County arrest warrant #20LV-CR00366 for alleged Failure to Obey a Judge's Order on original class D felony Assault-3rd degree-Special Victim.  Bond set at $15,000 cash.

Added November 23 Dawn Alvine Cornell, 41, Chillicothe wanted on Livingston County arrest warrant #20LV-CR00271-01 for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  Bond set at $20,000 cash.  This is the 4th issuance of this warrant as Ms. Cornell has been arrested and released on bond then allegedly continues to violate bond conditions or fail to obey a Judge's order.

Added November 23 Jeremiah Calen Dewayne Brittain, 22, Gallatin wanted on Daviess County arrest warrant (change of venue to Livingston County) for alleged Violation of Bond Conditions on original class E felony Domestic Assault-3rd degree.  Bond set at $20,000 cash on case #19DV-CR00212-02.

Added November 23 Misty Dawn Norman, 36, Oklahoma wanted for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $5,000 cash on case #20LV-CR00607.

 

Other Arrests:

October 30 at 10:39 p.m.  deputy stopped a vehicle on U.S. 36 near Grand River for traffic violation and subsequently arrested Mitchell James Lewis, 23, Kansas City for Driving While Suspended/Revoked.  Mr. Lewis was processed and released on summons.

November 07 at 11:19 a.m. deputy stopped vehicle as the driver was not licensed.  Subsequent investigation resulted in the arrest of Nicholas Allen Duckworth, 28, Braymer for alleged No Valid Operator's License.  Mr. Duckworth was processed and released on a summons.

November 07 at 2:00 p.m. LCSO arrested Lacey Leanne Stith, 34, Dawn on 2 warrants one being from Livingston County for alleged Failure to Appear in Court on Failing to Register a Motor Vehicle.   A second warrant was from Caldwell County for alleged Seat Belt violation.  Mr. Stith posted a total of $175 bond and was released with new appearance dates.

November 13 about 8:39 p.m. LCSO arrested Dennis Dale Oliver Creason, 43, Utica on a Ray County arrest warrant for minor traffic offense-failure to appear.  Mr. Creason posted $200 bond and was given a new court date.

November 16 at 11:08 a.m. a deputy stopped a vehicle on Third Street in Chillicothe due to very expired license plates and subsequently arrested Ash Douglas Chappell, 17, Chula on Livingston County arrest warrant for alleged Failure to Appear in Court on original Failing to Register a Motor Vehicle.  Mr. Chappell was taken to the LCSO where he posted bond and was issued a citation for Failure to Register Motor Vehicle and the expired March 2020 license plates were seized as they did not belong to the vehicle or person that owned the vehicle.

November 16 about 2:05 p.m. a deputy stopped a vehicle in Chillicothe and the driver Nicholas Allen Duckworth, 28, Braymer for alleged No Valid Driver's License.  Mr. Duckworth was processed at the LCSO and released with a summons to appear.

November 19 at 1:30 p.m. LCSO served Livingston County arrest warrant on Hunter James Sanders, 19, Hermitage, MO after he arrived at the LCSO and posted bond on a seat belt warrant-failure to appear in court.  Mr. Sanders had mixed up what date he was to be in court and took the proper action in correcting the problem.

 

Citations:

November 05 at 8:40 a.m. a New Jersey driver was cited for 83 in a 65 on U.S. 36 near Utica.

November 05 a Brookfield driver was cited for Failure to Register Motor Vehicle on stop on U.S. 36.

November 08 at 8:00 a.m. an Illinois driver was cited for 88 in a 65 on U.S. 36 near Mooresville Junction.

November 08 at 8:15 a.m. an Illinois driver was cited for 84 in a 65 on U.S. 36 near Utica.

November 12 a deputy issued a Trenton driver speeding citation for 42 in a 25.

November 12 deputy issued a Kansas driver speeding citation for 86 in a 65 on U.S. 36 at Mooresville.

 

Additional Information:

LCSO staff have cooperated with the Missouri State Highway Patrol on the investigation from November 05 in Mooresville where an adult female had taken her life instead of allowing deputies to arrest her on a felony warrant.  Fortunately our deputy was not shot during this incident. 

November 10 submitted request for reimbursement for extradition expenses from the State of Missouri for a detainee in San Antonio Texas in the amount of $1,841.70 and $1,220.10 for extradition from Chicago Illinois.

November 10 requested payment from State of Missouri on mileage for prisoner transport to the Missouri Department of Corrections in the amount of $131.24.

LCSO has continued being shorthanded this month due to Covid-19 protocols.

LCSO has assisted several agencies over the last two weeks on motor vehicle crashes, stranded motorists, made hotline call(s) to DFS, shared drug and fugitive information with various agencies and continued working on open criminal investigations.

November 23 at 2:50 p.m. LCSO had 34 people in custody.
