Incidents, Arrests and MORE Public Information

Incident Reports:

November 23 at 4:43 p.m. LCSO began an investigation of assault that took place in rural Livingston County.  Male victim reported person conned him into going into the country where multiple men allegedly physically assaulted the victim.  Investigation is continuing.

November 23 at 11:12 p.m. LCSO responded to 911 call of domestic assault in Utica.  Investigation shows multiple people being uncooperative with the investigation.  One person was arrested at the time and has since been released from custody pending additional investigation.  One or more children were in the home at the time of this incident.  Investigation continues.

November 24 LCSO began investigation of registered sex offender reporting violation.  Investigation continues.

November 25 at 9:40 a.m. LCSO responded to report of Domestic Assault in rural Livingston County where a juvenile had allegedly assaulted a parent and then left the residence on foot.  There was concern about the personal safety for the juvenile and Missouri State Highway actually located the juvenile walking several miles from the home.  Juvenile was taken to another location for services and juvenile authorities were requested to be involved.

November 29 LCSO responded to the 16000 block of LIV 232 for a complaint of trespassing.  The person trespassing was caught on game camera and matter remains under investigation.

December 01 littering was reported at the CMU burn site as items were dumped there which are prohibited.  Contact was made with the vehicle owner and the problem has been resolved.

December 01 a second report of littering at the CMU burn site was received.  Contact was made with the vehicles owner and the problem has been resolved.

December 02 in-depth investigation of registered sex offender completed and information being submitted to prosecuting attorney for consideration of failing to register violations.

December 03 LCSO began trespassing investigation in the 16000 block LIV 232. 

December 03 LCSO began investigation of littering at CMU burn site.  Illegal items were dumped at the burn location and contact was made the vehicle owner.  Matter has been resolved and no charges are pending.

December 05 at 2:43 p.m. LCSO stopped a vehicle on U.S. 65 and the driver was found to have a suspended license, was carrying brass knuckles and information led to the request of the Chillicothe PD K-9 that was available for service.  The K-9 alerted to the odor of drug(s) and subsequent search resulted in the seizure of approximately 190 grams of high quality marijuana, drug distribution equipment and evidence for distribution.  Investigation resulted in the arrest of Joseph Alan Vargas, 22, Chillicothe for the alleged drug crime.  Information submitted to prosecuting attorney for consideration of charges.

December 07 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a juvenile student that was allegedly recently being disruptive and refusing to comply with school officials.  The student was required to be detained due to his/her actions and removed from the building.  The student may face issues of trespassing, peace disturbance and resisting arrest.  Juvenile Office was requested and has given directives to the juvenile and family.  School Administration is following their policies and the matter is now with the juvenile office.

December 08 LCSO took report of missing elderly male from Utica.  The man was found safe in Chillicothe.  Information was shared on concerns for the senior citizen.

Officers have continued investigation from burglary in 8000 block LIV 529 from November where 3 firearms and an arc welder were stolen.

December 10 LCSO spent a lengthy amount of time on a fugitive investigation.  Information obtained the felony fugitive was hiding in a home on the eastern side of Chillicothe.  The suspect was not found to be in the home or on the property.  Investigation continues.

December 10 LCSO obtained search warrant for 2 locked safes that were seized during a search warrant the previous day in the 800 block of Calhoun in Chillicothe.  The safes were opened and additional methamphetamine and other drug equipment was discovered.

December 11 LCSO began investigation on stolen concrete deer from the 500 block of Leavell Street in Chula.

December 13 at 1:26 a.m. LCSO responded to a call of disturbance involving firearm in Utica.  Investigation revealed multiple people had been arguing and an adult male allegedly intoxicated reportedly discharged a handgun into the air to get people to leave.  Deputies arrested an adult male and he was transported to the Daviess Dekalb Regional Jail.  Formal charges were initially declined the next day and the subject was released from custody.

LCSO has completed an investigation of juvenile/juvenile sex offense that allegedly took place in rural Livingston County.  The family, Division of Family Services, Juvenile Office and Mental Health are all involved in helping this family at this time.

 

Most Wanted Updates:

Added December 08 and arrested by LCSO December 09, Kevin Lee Case, 50, Chillicothe is wanted on Livingston County arrest warrant #20LV-CR00682 for alleged 2 counts class D felony Domestic Assault-2nd degree.

Arrested December 13 by Jackson County authorities, Thomas Leon Midgyette, 61, wanted on Livingston County arrest warrant for alleged PROBATION VIOLATION on original class D felony Failing to Register as a Sex Offender.  Bond set at $20,000 cash on case #16LV-CR00184-01 with warrant dated April 15, 2019.

 

Other Arrests:

November 14 at 9:51 p.m. deputy stopped a westbound vehicle on U.S. 36 for weaving and failure to maintain lane.  Deputy reported strong odor of marijuana and had the male driver exit the vehicle.  Subsequent investigation led to probable cause to arrest and the driver Stetson W. Marinaro, 23, Monroe MO was arrested for alleged Driving While Intoxicated-Drugs.   Mr. Marinaro was processed and released on summons to appear in court January 06.

November 15 at 12:28 a.m. LCSO dispatched to possible poaching and person on ATV.  LCSO made contact with one driver and subsequent investigation lead to the arrest of Joshua A. Ziegler, 25, Grandview for alleged Driving While Intoxicated.  Mr. Ziegler was processed and released to a responsible person.

December 03 LCSO served a Livingston County arrest warrant on Jacob Michael McGary, 23, Chillicothe for alleged Failure to Obey a Judge's Order on original class A misdemeanor DWI-Prior Offender.  Mr. McGary was transported to the Daviess Dekalb Regional Jail in lieu of bond.

December 07 at 8:37 p.m. LCSO arrested Joseph Alan Vargas, 22, Chillicothe on Livingston County arrest warrant for alleged class C felony Delivery of Controlled Substance.  Mr. Vargas was incarcerated at Daviess Dekalb Regional Jail in lieu of $10,000 bond.

December 08 at 11:08 a.m. LCSO arrested Michael Kamren Lent, 30, Chillicothe on Livingston County arrest warrant for alleged class E felony Driving While Revoked/Suspended and class D felony Endangering the Welfare of a Child.  Mr. Lent was transferred to DDRJ.

December 08 at 3:47 p.m. LCSO arrested Felicia Pauline Martin, 26, Springfield on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Ms. Martin was taken to DDRJ.

December 08 LCSO arrested Colton Duncan, 34, Chillicothe on warrant for alleged class D felony Possession Controlled Substance and class E felony Driving While Revoked/Suspended.  Mr. Duncan appeared before Judge and was sent to DDRJ.

December 09 took Justin Thomas Lycan, 40, into custody per Court order to serve jail sentence of 30 days on original property damage case.  Mr. Lycan was transported to DDRJ.

 

Citations:

December 06 about 1:00 a.m. LCSO made a vehicle stop and subsequently issued the driver a citation for alleged Driving While Revoked/Suspended.  Additional investigation continues.

 

Additional Information:

During a recent traffic stop a loaded firearm was seized during a traffic stop for multiple reasons.  A report is being submitted to the prosecuting attorney articulating that information.

LCSO has remained busy assisting other agencies, working criminal and fugitive investigations, training and administrative duties, along with court and court security.

Recent "Poll Question" on the LCSO website www.livcoso.org asked "A western state reportedly voted to legalize possession of certain hard drugs like heroin, methamphetamine and cocaine.  Do you support such a law in Missouri?"  Answers were 2.8% saying "Yes to Any Amount", 6.5% "I want more information", 7.5% responded "Yes with limits on amounts" and 83.2% replied "No to any amount".  Thank you for sharing your opinions.
