These 11 people were added to the Livingston County Sheriff's Office Most Wanted Website on February 09, 2021.  All persons are presumed innocent unless and until proven guilty in a Court of Law.  An arrest warrant is merely an allegation and nothing more.

We appreciate any TIPS on the location of these individuals so that we can get them before the Court, bring closure for any crime victims and even help some get into the counseling/treatment programs they may need.

Jennifer Lee Allen, 46, w/f, Leavenworth KS, wanted on Livingston County arrest warrant 21LV-CR00061 for alleged class D felony Possession of Controlled Substance.

Travis James Skinner, 31, Kansas City, wanted on Livingston County arrest warrant 21LV-CR00030 for alleged class D felony Failure to Appear in Court on Possession of Controlled Substance.

John Brandon Carey, 25, Colorado Springs CO, wanted on Livingston County arrest warrant 18LV-CR00495-01 for alleged Probation Violation on original class E felony Property Damage-1st degree.  Court has denied bond on this warrant.

Seth Michael Cooper, 26, Sedalia, wanted on Livingston County arrest warrant 21LV-CR00047 for alleged Abuse/Neglect of a Child under section 568.060.5(1)-No Sexual Contact. 

Daniel W. McGraw, 34, Chillicothe, wanted on Livingston County arrest warrant 21LV-CR00054 for alleged class D felony Stealing-$750 or MORE.

Hunter C. Loving, 19, Blue Springs, wanted on Livingston County arrest warrant 21LV-CR00017 for alleged class E felony Failure to Appear in Court.  Alleged class E felony Distribution of Marijuana or Synthetic Cannabinoid on case #20LV-CR00239 and on case #20LV-CR00216 class D misdemeanor Unlawful Possession of Drug Paraphernalia.

Stephanie Diane Byrd, 38, St. Louis, wanted on Livingston County arrest warrant 20LV-CR00561 for alleged class E felony Failure to Appear in Court on original charge of Resisting Arrest/Detention/Stop by Fleeing-Creating a Substantial Risk of Serious Injury/Death to Any Person.  Ms. Byrd original led officers in Carroll County on a vehicle pursuit into Livingston County and then led Livingston County officers on chase at well over 100mph into Linn County in September 2020.  Ms. Byrd later posted bond and then was again recently arrested on a Livingston County warrant on this charge for alleged Failure to Appear in Court and posted bond and we are once again seeking Ms. Byrd as she did not appear in Court again.

Roger A. Harper, 41, Arkansas, wanted on Livingston County arrest warrant #21LV-CR00016 for alleged class D felony Stealing-$750 or MORE.  Mr. Harper is suspected to be living in a camper somewhere in the state of Arkansas.

Shannon Leigh Buss, 40, Chillicothe, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class E felony Attempted Forgery on case #20LV-CR0631-01.  LCSO Jail records show Ms. Buss was original arrested on this warrant November 02, 2020 and released on bond November 04, 2020, then allegedly Failed to Obey a Judge's Order on Bond and was arrested again November 14, 2020 and released on bond December 17, 2020.  We are again looking for Ms. Buss on this warrant.

Olivia Laray Tuttle, 38, Iowa, wanted on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance on case #21LV-CR00062.

Dallas Robert Thomas, 32, Chillicothe, wanted on Livingston County arrest warrant for alleged class D felony Stealing $750 or MORE on case #21LV-CR00059.
