Incident Reports:

A burglary and theft investigation first reported January 31, 2021 has been investigated.  Victim reported theft of $500 and debit card from a parked vehicle and forced entry into a building where at least a finish-nailer, wire fed welder and vise were stolen. 

February 04 at 4:29 p.m. investigated a disturbance at a rural residence.  Investigation determined juvenile was having issues and our office has involved juvenile office and other service(s).

February 06 LCSO began investigation of hit/run accident w property damage in the 400 block of Main Street in Ludlow.  Unknown person struck mailboxes with vehicle and appeared to have damaged possibly the vehicle headlight.  The mailboxes were destroyed and the driver left the scene.  Investigation continues.

February 06 at 8:33 a.m. LCSO began investigation of Protection Order Violation.  The suspect allegedly contacted a 3rd party to contact the petitioner potentially in violation of the order.  Investigation continues.

February 08 at 1:02 p.m. LCSO investigated report of animal neglect in Ludlow and discovered an adult dog tied to a vehicle with no shelter while the temperature was 6 with a 1 degree wind chill.  The dog was obviously shivering and cold with a wadded up and wet towel or piece of blanket as only thing to lay on.  A witness reported the dog has been tied several times in the recent very cold weather.  The 30 year old Ludlow resident was issued a citation to appear in Court for alleged Animal Neglect-1st Offense and was given direction on caring for the pet.  Additional follow-up will continue.

February 09 about 1:47 a.m. LCSO responded to a location in Utica for reported suicidal person who had slit their own throat.  Chillicothe Department of Emergency Services responded and helped with the adult.  The person was taken to Hedrick Medical Center for treatment and additional services were obtained.

February 12 a Utica resident reported the theft of a yard ornament from the 500 block of Calhoun Street.  Item was valued at $100 dollars.  Investigation continues.

February 15 LCSO began investigation in 17000 block of Highway JJ of possible stalking and harassment.  Investigation is continuing at this time.

 

Most Wanted Updates:

Arrested in Moniteau County on February 13, 2021, Roger A. Harper, 41, Arkansas, wanted on Livingston County arrest warrant #21LV-CR00016 for alleged class D felony Stealing-$750 or MORE. 

Arrested February 17, Dallas Robert Thomas, 32, Wentzville, on Livingston County arrest warrant for alleged class D felony of Stealing.  Mr. Thomas was released on bond after court appearance.

 

Other Arrests:

February 02 at 5:00 p.m. a deputy saw a vehicle violating traffic laws including speeding at 77 in a 65 on U.S. 36 and LIV 251.  The vehicle was stopped and the driver was believed to be intoxicated from smoking marijuana.  Further investigation resulted in the arrest of Robert Lee Bergen, 48, Springfield Illinois for alleged Driving While Intoxicated-Drugs, Driving While Revoked/suspended and excessive speed.  Mr. Bergen was processed and later released pending court appearance.

February 04 LCSO arrested Michael Lee Hart, 39, Chillicothe on Livingston County arrest warrant for alleged DWI-Persistent Offender, bond set at $500.  Mr. Hart transferred to Daviess Dekalb Regional Jail in lieu of bond.

February 04 at 1:30 p.m. LCSO arrested Dylan Elijah Head, 26, Chillicothe on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance-Methamphetamine.  Mr. Head was transferred to DDRJ in lieu of bond.

February 05 at 12:35 a.m. a deputy stopped a vehicle for careless driving on U.S. 36 at Highway D.  Stop resulted in learning the driver was allegedly smoking marijuana and arrested Elizabeth Gonzalez, 30, Kansas for Driving While Revoked/Suspended.  Additional investigation continues.  Ms. Gonzalez was later released on summons.

February 13 at 7:13 a.m. a deputy located and arrested William Dean Gardner Jr. 57, Wheeling on LIV 401 at U.S. 36.  Mr. Gardner was arrested on Caldwell County arrest warrant for alleged DWI, C&I Driving, Failure to Register Motor Vehicle, No Auto Insurance, and No Seat Belt.  Mr. Gardner was turned over to the Missouri State Highway Patrol for extradition to Caldwell County in lieu of bond.

February 13 at 2:43 p.m. LCSO stopped a vehicle for traffic offenses and found the driver to have a suspended driver's license.  Further investigation led to the seizure of methamphetamine smoking pipe/equipment.  Arrested was Kurt Mitchell Bohonsky, 32, Chillicothe for the alleged Driving While Suspended and Methamphetamine violation.  Mr. Bohonsky is currently on Probation/Parole for Distribution/Delivery/Manufacture Controlled Substance.  Evidence is being submitted to MSHP Crime Lab and report sent to Livingston County Prosecuting Attorney Adam Warren and Probation/Parole Office.

February 18 Deputy Sheriff/School Resource Officer Mike Lewis investigated incident at Chillicothe High School property where an adult had allegedly trespassed onto school property and violated a child protection order that is in place.  The suspect allegedly made an unfriendly gesture and yelled something at the young person.  Deputy Lewis and CPD officers located and arrested Ryan Joseph Panholzer, 19, Chillicothe for the alleged violation(s).  Mr. Panholzer was transferred by LCSO to the Daviess Dekalb Regional Jail pending filing of formal charges.

 

Zaki:

February 16 Zaki and Deputy Leadbetter were called out to assist the Chillicothe Police on a traffic stop.  Zaki alerted multiple times to the odor or drug(s) being present.  Probable cause search resulted in the seizure of evidence that reportedly field tested positive for methamphetamine.  See CPD for additional details.

 

Citations:

February 03 at 1:34 p.m. a Minnesota driver was cited by the LCSO for excessive speed of 90 in a 65 on U.S. 36 at LIV 261.

February 05 at 1200 deputy issued a Rolla driver a speeding citation for 89 in a 65 on U.S. 36 near Wheeling.

February 12 a Marshall driver was cited for 43 in a 25 on Washington Street in Chillicothe.

February 12 at 11:51 a.m. an Illinois driver was cited by the LCSO for excessive speed of 88 in a 65 on U.S. 36 at Mooresville.

February 13 at 12:50 p.m. a vehicle stop in Chillicothe resulted in the Bethany driver being issued a citation for alleged Driving While Revoked/Suspended-2nd offense. 

February 17 at 9:31 p.m. a vehicle was stopped on U.S. 65 south of town and the Chillicothe driver cited for Operating a Motor Vehicle without a Valid License-2nd offense.  Chillicothe PD K-9 Enoch alerted to odor of drug(s) but nothing illegal was located.

 

Additional Information:

LCSO staff has frequently assisted motorists and pedestrians' in this bitter cold weather.

LCSO staff has been busy with motor vehicle crashes, slide-offs and assisting MSHP and other agencies on investigations and incidents.

Currently LCSO has 32 people in custody.
