Incident Reports:

February 19 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office of a juvenile removed from a local public school due to alleged possession of marijuana.  The parent(s) were contacted as was the juvenile officer.  School authorities are handing administrative duties and the case is being reported to juvenile office.

February 21 LCSO continued a sex offense investigation from August 2020.  Additional leads had surfaced and have been followed up on.

February 22 LCSO investigated a report of property damage to a mail box in Dawn.  Unknown person(s) struck the mailbox and destroyed it.  Investigation continues.

February 23 LCSO received information on a registered sex offender that resides in another county allegedly not complying with all registration requirements.  The proper sheriff's office was contacted and given all information.

February 24 LCSO began investigation of Hindering Prosecution in that one or more people allegedly provided material aid (vehicle and information of law enforcement looking for the suspect) to a felon fugitive knowing the person was wanted by authorities.  Investigation continues. 

February 24 LCSO responded to Avalon on a report of elder abuse.  Investigation shows elderly female and another woman had been arguing and gotten into an altercation.  An ambulance was summoned for the elderly woman who refused treatment and refused to cooperate with deputies.  No further investigation.

February 24 at 11:41 a.m. a deputy attempted to stop a vehicle for traffic offense in Chillicothe and the driver had a revoked/suspended driver's license.  The driver initially attempted to use the vehicle to flee from the deputy.  Once stopped the driver was reportedly belligerent and uncooperative and the deputy noticed the driver allegedly throw out a baggie containing methamphetamine.  The investigation shows the suspect appears to have torn open the baggie with his mouth and may have ingested methamphetamine prior to tossing the bag out and in attempt to tamper with evidence.   LCSO is seeking charges for the alleged methamphetamine possession and tampering with physical evidence.  The suspect is in currently in custody on other warrant at this time.

February 25 LCSO received information of a local registered sex offender allegedly having not complied with a written request from the Missouri State Highway Patrol Sex Offender Unit.  Additional investigation is taking place and report will be submitted to our prosecuting attorney for consideration.

 

Most Wanted Updates:

Arrested by Greene County authorities on February 19, 2021, Daniel W. McGraw, 34, wanted on Livingston County arrest warrant for alleged class D felony Stealing-$750 or MORE.  We have extradited Mr. McGraw and he was taken to Daviess Dekalb Regional Jail in lieu of bond.

Arrested by CPD February 20, 2021 Scott A. Shannon, 34, Chillicothe, on Livingston County arrest warrant for alleged class D felony DWI-Persistent Offender and two misdemeanor traffic offense warrants.  Mr. Shannon was transferred to Daviess Dekalb Regional Jail in lieu of bond. 

Arrested by LCSO on February 24, Seth Michael Cooper, 26, Sedalia, on Livingston County arrest warrant for alleged class D felony Abuse/Neglect of a Child.  Mr. Cooper posted bond and was issued a court date to appear.

Added February 25, Brandon Lloyd Calvin, 21, Chillicothe wanted on Livingston County arrest warrant for alleged class E felony Domestic Assault-3rd degree for Failure to Appear in Court.  Mr. Calvin was originally arrested December 31, 2020 and released on bond on this warrant January 06, 2021.  Mr. Calvin has allegedly failed to appear in Court since that time.

Added February 25, Camerron Allen Carmack, 23, Norborne, wanted on Livingston County arrest warrant for alleged Probation Violation on class C felony Delivery of Controlled Substance.

Added February 25, William Rex Long, 25, Trenton, wanted on Livingston County arrest warrant for alleged Probation Violation on class C felony Unlawful Possession of a Firearm.

 

Other Arrests:

February 23 at 1:38 a.m. a deputy witnessed a vehicle driving poorly on U.S. 36 and was concerned the driver may be intoxicated or falling asleep.  Contact was made and determined the driver was not intoxicated.  The deputy subsequently arrested James Richard Stephenson, 52, Faucett, MO for alleged Driving While Revoked.  Mr. Stephenson was processed and released pending Court appearance. 

February 24 LCSO arrested Brandon Scott Simpson, 33, Chillicothe on a Missouri Parole Warrant.  Mr. Simpson was transferred by LCSO to the Missouri Department of Corrections on said parole warrant.

February 25 at 9:59 a.m. LCSO arrested Michael Lee Hart, 39, Chillicothe on a Livingston County arrest warrant for alleged class E felony DWI-Persistent Offender.  Mr. Hart was transferred to Daviess Dekalb Regional Jail in lieu of bond.

February 25 LCSO and Missouri State Highway Patrol Troopers worked together on locating and arrested a person in the rural Chula area.  Arrested was Benjamin T. Milazzo, 43, on Grundy County arrest warrants for alleged Non-Support and multiple traffic offense warrants.  Mr. Milazzo was also arrested on 2 felony no bond warrants from Andrew County on drug offenses and one traffic related offense warrant.  Mr. Milazzo was transferred to the custody of the Grundy County Sheriff.

 

Zaki:

February 19 about 2:43 p.m. two LCSO deputies and K-9 Zaki assisted the Chillicothe Police on execution of an arrest warrant on Polk Street.  The suspect, Joshua Moore, 36, Chillicothe, was arrested on a Livingston County arrest warrant for alleged 2 class A felony counts of Sexual Exploitation of a Minor Child.  Mr. Moore was later transferred to Daviess Dekalb Regional Jail in lieu of bond.

 

Citations:

February 22 at 3:58 p.m. an Indiana driver was cited for 89 in a 65 on U.S. 36 at Highway C.

February 23 at 1:31 p.m. a Florida driver was cited for 92 in a 65 on U.S. 36 at LIV 255.

February 25 at 4:55 p.m. a Harrisburg driver was cited for 81 in a 65 on U.S. 36 at LIV 259.

February 25 at 5:40 p.m. a Kansas driver was cited for 87 in a 65 on U.S. 36 at Route C.

 

Additional Information:

Multiple times this week the LCSO was dispatched to wrong way drivers on U.S. 36.  One of the calls was a person headed our direction from location in Caldwell County at over 100 miles per hour traveling east in the west bound lanes.  None of the vehicles were found in Livingston County.

This week LCSO responded to call on U.S. 36 of a stolen vehicle from Cameron traveling this direction.  The matter was resolved before it arrived in Livingston County.

LCSO obtained information on location of a federal fugitive wanted for major methamphetamine violation(s).  A search of a home in Livingston County and investigation shows we missed the fugitive only by minutes.  Information shared with area agencies and NITRO Task Force.  Fugitive later apprehended in Caldwell County.

LCSO has been working on various fugitive investigations this week in attempt to serve multiple arrest warrants and information shared with several agencies on these cases.

LCSO had critical incident debriefing earlier this week regarding lethal use of force.

LCSO had a full department meeting this week where all staff were in attendance.  Various topics of discussion, assignments, training and investigations were discussed.

LCSO recently received permission from the Livingston County Commission to order a 2021 Dodge Charger AWD Police Pursuit Vehicle from Woody's after bids were received and inspected.

LCSO has received our patrol vehicle back from the Missouri State Highway Patrol after their examination from the officer involved shooting on the 19th.  The vehicle remains out of service due to damage and not being operable at this time.  We are obtaining estimates for repairs at this time.

February 26 Sheriff Cox had the honor of being guest speaker at Rotary Club on the topic of Second Amendment Preservation Act (Senate Bill 39 and House Bill 85). 

Currently the LCSO has 38 people in custody.

LCSO recently received Court orders to send Landie Irene England, 27, Chillicothe to the Missouri Department of Corrections to serve a sentence of 7 years on Probation Violation for Possession Controlled Substance (Methamphetamine).
