Incident Reports:

Theft investigation solved from January 25, 2021.  LCSO interviewed suspect at Daviess Dekalb Regional Jail and completed the theft investigation.  Report being submitted to the prosecuting attorney seeking criminal charge.

March 16 LCSO began investigation on report of a stolen vehicle.  Investigation continues.

March 20 at 3:33 p.m. LCSO responded to location on LIV 426 regarding hit and run with property damage to a fence.  During investigation at scene the 16-year-old driver who had left the scene arrived with a parent and made agreement with property owner to repair/replace the damage.   Case closed.

March 21 at 2:33 a.m. LCSO responded to a reported Domestic Disturbance on Highway F south of Dawn.  It was determined the incident was not criminal and only a verbal dispute. During our time there the couple decided to separate for the night and work on their relationship at a later time.

March 22 LCSO began an investigation of reported theft from private property on LIV 256.  Unknown persons removed including roll of aluminum wire, floor jack, 2 horse clocks, 40lb propane tank, copy paper, 20 eagle clocks, steel casters and possibly other items.  Investigation continues.

March 24 LCSO staff responded to a location on U.S. 36 as a female called dispatch reporting that she believed she was overdosing on methamphetamine while driving and had her child in the vehicle with her.  Medical assistance was obtained for this person, the Children's Division Child Abuse Hotline and the matter remains under further investigation.

 

Most Wanted Updates:

Arrested:  March 22, 2021 Olivia Laray Tuttle, 38, Iowa on Livingston County arrest warrant 21LV-CR00062 for alleged class D felony Possession of Controlled Substance.  Ms. Tuttle has been a fugitive since February 2021.

Arrested:  March 23 authorities in Stafford County, Kansas arrested Jennifer Lee Allen, 46, on Livingston County arrest warrant 21LV0CR00061 for alleged class D felony Possession of Controlled Substance.  Ms. Allen has been a fugitive since February 2021.  We will extradite Ms. Allen at first opportunity once she signs her extradition waiver.

Arrested:  March 23 by Clay County authorities, Travis James Skinner, 31, Kansas City, on Livingston County arrest warrant for alleged class D felony Failure to Appear in Court on Possession of Controlled Substance.  Bond set at $5,000 on case #21LV-CR00030 with warrant dated January 27, 2021.

Added: March 23, Eric W. Suddith, 38, Chillicothe wanted on Livingston County arrest warrant for alleged unclassified felony Sodomy or Attempt-1st degree, unclassified felony Statutory Sodomy or Attempt-Deviate Sexual Intercourse-Person less than 12 years of age, class B felony Child Molestation-2nd degree-child less than 12 years of age, unclassified felony Statutory Sodomy or Attempt-Deviate Sexual Intercourse-Person less than 12 years of age, class B felony Child Molestation-2nd degree-person less than 12 years of age, class D felony Abuse/Neglect of a Child, class C misdemeanor Assault-4th degree, unclassified felony Enticement or Attempted Enticement of a Child (actor 21 or old and child 15 or younger), class D felony Abuse or Neglect of a Child, and class C misdemeanor Assault-4th degree.  Bond set at $250,000 cash on case #21LV-CR00119.

Added:  March 23, Clayton A. Fisher, 35, wanted on Livingston County arrest warrant for alleged PROBATION VIOLATION on original class D felony Non-Support, Total Arrears in Excess of 12 Monthly Payment under Court Order.  Bond set at $5,000 cash on case #14LV-CR00203-01 with warrant dated March 22, 2021.

Added:  March 23, Tyler Gene Harper, 28, Branson, wanted on Livingston County arrest warrant for alleged class E felony Failure to Appear in Court on original Non-Support, Total Arrears in excess of 12 Monthly Payments due under Court order.

 

Other Arrests:

March 21 at 11:36 p.m. LCSO issued citation to a Brookfield driver for 93 in a 60 and Driving While Suspended on U.S. 65 at Liv 214.  Arrested was Austin Michael Herm Quinn, 22, Brookfield.  Mr. Quinn was processed and released on summons.

March 23 at 4:59 p.m. LCSO and Chillicothe PD had been working on locating a fugitive.  Officers arrested Dylan Elijah Head, 26, Chillicothe on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance-Methamphetamine.  Mr. Head was transferred to DDRJ in lieu of $20,000 bond.

March 19 at 7:19 a.m. a Kansas City Kansas driver was cited for 79 in a 65 on U.S. 36 and LIV 251.

March 19 at 2:46 p.m. a Kansas City driver was cited for 80 in a 65 on U.S. 36 at Wheeling while driving with 2 small children in the vehicle.

March 19 at 3:47 p.m. a Michigan driver was cited for 84 in a 65 on U.S. 36 near Utica and given warning about passing vehicles on the right while speeding.

March 19 at 4:20 p.m. a Quincy IL driver was cited for 80 in a 65 on U.S. 36 at LIV 251.

March 19 at 4:40 p.m. a Kansas driver was cited for 81 in a 65 on U.S. 36 at LIV 251.

March 19 at 5:02 p.m. a Kansas City driver was cited for license plate violation on November 2020 license on stop at U.S. 36 and Mitchell Road.

March 19 at 6:00 p.m. an Iowa driver was cited for 85 in a 65 and Driving While Suspended on U.S. 36 and LIV 259.

March 19 at 6:55 p.m. a Warrenton driver was cited for 84 in a 65 on U.S. 36 at LIV 259.

March 19 at 7:30 p.m. a Wheeling driver was cited for No Proof of Auto Insurance during a stop on U.S. 36 at LIV 259.

March 19 at 11:56 p.m. a Springfield, IL driver was cited for 79 in a 65 on U.S. 36 at LIV 425.

March 19 a Traffic Safety Enforcement overtime project was conducted with grant money for the deputy to work overtime and focused on aggressive and speeding drivers on U.S. 36.

March 20 at 9:04 a.m. a Florida driver was cited for 83 in a 65 on U.S. 36 at LIV 255.

March 22 at 12:48 a.m. a Georgia driver was cited for 88 in a 65 on U.S. 36 at LIV 255.

March 22 at 5:40 p.m. a California driver was cited for 85 in a 65 on U.S. 36 at LIV 255

March 22 at 9:20 p.m. a Texas driver was cited for 86 in a 65 on U.S. 36 at LIV 261.

March 24 at 7:15 p.m. a Chillicothe driver was cited for failure to register motor vehicle annually due to having expired 2020 license plates.

 

Additional Information:

March 19 at 9:14 a.m. Sheriff Steve Cox had backed up approximately 2 feet from a parking stall on the east side of the Livingston County Courthouse and stopped when the rear of the patrol vehicle was struck by a person driving through the parking lot.  The collision involved very minor damage to both vehicles with no injuries involved.  Chillicothe Police were summoned to investigate the incident.

Currently the LCSO has 43 people in custody.

LCSO recently identified a person that was cited in for re-test of their driving privilege due to concerns of their operations of a motor vehicle.

Over the last few weeks LCSO has worked with multiple people who have reported being suicidal.  Additional services were obtained and/or Crisis Intervention Team notified.

March 24 LCSO worked with NITRO Task Force on a felony investigation.

This week Sgt. Dustin Woelfle transported evidence to/from the Missouri State Highway Patrol Crime Lab in Macon on several criminal cases.
