June 15, 2021 about 12:13 p.m. LCSO and Chillicothe Police went to the 200 block of E. Bridge Street in Chillicothe and arrested Donnie Clay Matheson, 27 and Heather Louise Woods, 26 both of Chillicothe on Livingston County arrest warrant. 

Ms. Woods warrant was for alleged three counts class D felony Abuse or Neglect of a Child under section 568.060.5(1)- No Sexual Contact.  Mr. Woods bond was set at $15,000.

Mr. Matheson's warrant was for alleged 3 counts of class B felony Abuse or Neglect of a Child-Serious Emotional or Physical Injury-No Sexual Contact 568.060 and his bond was set at $15,000.

Both were processed at the Law Enforcement Center and transferred to Davies Dekalb Regional Jail in lieu of bond.  This case was initially investigated by the Chillicothe Police and Missouri Fire Marshal's Office.
