Incident Reports:

June 04 LCSO received call from person out of state who reported an adult in Livingston County was suicidal and sending messages intending to do this and photos of firearm(s).  Investigation shows the reported suicidal person was in the company of family, was not suicidal and had nothing showing messages or photos were sent.  The reporting person is an estranged relative and has refused to share the messages of photos.  The information is being turned into the prosecuting attorney as a false report by the caller.

June 14 LCSO began investigation of reported property damage in the 4000 block of Highway A.  Victim reported a door to the home had been kicked in.  Nothing was found missing and matter remains under investigation.

June 16 a report of littering was received from CMU regarding unapproved non-burnable items being dumped at their burn site on LIV 238.  Since investigation began the responsible person has made agreement with CMU to properly clean the area and properly dispose of items.

June 17 about 11:55 p.m. a deputy stopped a vehicle on U.S. 36 and stop resulted in the use of Chillicothe PD K-9 which gave positive alert to drug odor(s).  Investigation resulted in the seizure of methamphetamine drug paraphernalia.  The Chillicothe resident was cited for the drug paraphernalia possession.

June 18 LCSO began an investigation of stealing and property damage to a camper in the 18000 block of LIV 212.  Unknown person(s) removed various items from the location including chainsaw, tool box, tools, various hand tools, law chairs, pots-pans and kitchen items, pole saw, jack, center point sniper elite crossbow with case and accessories and Husquvarna 54" riding mower.  Investigation continues.

June 21 at 11:28 a.m. LCSO began a burglary and stealing investigation on LIV 2313.  Victim reported unknown person(s) entered the home through the back of the house and stole cash and 7 firearms.  Investigation continues.

June 22 LCSO began investigation of fraud.  A rural resident reported receiving a phone call from someone claiming to know him and his personal identifiers.  Soon the victim realized $450 had been removed from his bank account.  Investigation continues.

June 30 investigation began at a towing company who reported unknown person illegally accessed their gated property, removed gate and stole a vehicle which had been towed.  LCSO developed a suspect.  Investigation resulted in the July 05 arrest of Colbi D. Stottlemyre, 31, Chillicothe for the alleged Stealing by Deceit and Trespassing.  Mr. Stottlemyre was processed at the Law Enforcement Center and released pending charges being filed.

LCSO has completed an investigation that began on May 29 of a reported headstone stolen from a local cemetery.  A suspect has been identified and we are seeking criminal charge(s) on that person.

July 01 LCSO completed a Crisis Intervention Team form in attempt to get additional help for a Chillicothe resident.

July 03 landlord reported drug paraphernalia being located in their rental home.  Items were turned over to a deputy for investigation.

July 03 about 9:37 a.m. residents in the 6000 block of LIV 512 reported a prowler had been around their home on the night of July 01.  Area residents were contacted by the deputy.  Investigation continues.

July 04 LCSO responded to rural area of the county as grandparents reported a young juvenile had ran away from home.  The deputy located the pre-teen child who was finally caught after about ¼ mile foot chase.  The juvenile was detained and after reportedly assaulting the grandparents was taken to HMC for an evaluation.  Juvenile Officer was contacted and information shared with the family.  Two deputies spent significant amount of time talking with the juvenile.

July 04 LCSO responded to a rural residence to investigate the death of an elderly male.  Preliminary investigation suggests natural causes as reason for passing.  Our thoughts and prayers remain with the family and friends.

Added June 24:

Shelby Bonea, 25, St. Joseph, wanted on Livingston County arrest warrant for alleged class E felony Assault-3rd degree.  Bond set at $5,000 on case #21LV-CR00309.

Nicholas Allen Duckworth, 29, Chillicothe, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, total arrears in excess of 12 monthly payments due under order of support.  Bond set at $2,500 on case #21LV-CR00230.  Update:  Arrested July 01, 2021.

Patrick Devin Cox, 34, McFall, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Violation of Order of Protection for Adult-2nd offense.  Bond set at $20,000 on case #19LV-CR00163-01.

Miranda N. Adams, 41, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $5,000 on case #18LV-CR00420-01.  Update:  Arrested in Clay County July 02, 2021.

Nathaniel B. Novotny, 34, address unknown, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original 6 counts class D felony of Forgery.  Bond set at $20,000 cash on case #19LV-CR00697-01.

Nicholas A. Shipley, 36, Sedalia, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $2,500 on case #21LV-CR00255. Update:  Arrested July 02, 2021 in Sedalia.

Anthony David Munroe, 40, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Failure to Appear in Court on Felony.  Bond set at $10,000 on case #20LV-CR00107-01.

Stephanie Jane Johnson, 35, Chillicothe, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Stealing Motor Vehicle.  Bond set at $10,000 on case #20LV-CR00513.

Jackson Lee Grace, 25, Bosworth, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original 2 counts class A misdemeanor Non-Support.  Bond set at $1,500 cash on case #21LV-CR00236.

 

Other Arrests:

June 15 at 11:15 a.m. LCSO arrested Bobby Dean Head, 61, Chillicothe, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Mr. Head was transferred to DDRJ in lieu of bond.

June 15 at 1:45 p.m. LCSO arrested Lauren Rochelle Baker, 32, Cameron, on Livingston County arrest warrant for alleged Probation Violation on original class D felony of Forgery.  Ms. Baker was transferred to DDRJ.

June 15 at 2:55 p.m. LCSO arrested Nora Pearl Evans, 51, Wheeling, on Livingston County arrest warrant for alleged Probation Violation on original charge class D felony Possession of Controlled Substance-Methamphetamine.  Ms. Evans was transferred to Daviess Dekalb Regional Jail in lieu of bond.

June 23 about 9:36 a.m. LCSO arrested Christopher Allen Clinton, 33, Chillicothe, on Livingston County arrest warrant for alleged Probation Violation on original class B misdemeanor of Peace Disturbance-1st degree.  Mr. Clinton was processed and released on bond with a new court date.

June 23 LCSO about 10:00 a.m. LCSO arrested Kyle Robert Hull, 30, Kansas City, on Caldwell County arrest warrant for alleged Driving While Revoked/Suspended-1st offense.  Mr. Hull was transferred to the custody of the Caldwell County Sheriff in lieu of bond.

June 24 at 9:12 a.m. LCSO arrested Mark Wesley Stephenson, 70, Chillicothe, on Livingston County arrest warrant for alleged Failure to Appear in Court on original charge of class A misdemeanor Stealing.  Mr. Stephenson was transferred to DDRJ in lieu of $1,000 bond.

June 28 at 4:51 p.m. LCSO arrested Ryan Dean Foster, 61, Hale on a Livingston County arrest warrant for alleged class D felony DWI-Serious Physical Injury.  Mr. Foster was released on bond from the Law Enforcement Center.

June 30 at 9:00 a.m. LCSO arrested Hillary Elizabeth Rogers, 37, Chula, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Ms. Rogers was released on bond.

June 30 at 9:05 a.m. LCSO arrested Jessica Lynn Leverett, 32, Chillicothe on a Chillicothe Municipal arrest warrant for alleged Failure to Appear in Court on original ordinance violation of Stealing.  Ms. Leverett posted bond and was given a new court date to appear.

June 30 at 9:15 a.m. LCSO arrested Joshua Steven Knouse, 33, Wheeling on a Wyandotte County Kansas arrest warrant for alleged Failure to Comply with Probation on charges of 2 counts Making False Information, Theft -value $1,500-$25,000, Theft-Value less than $1,500 and Conspiracy Theft of Property/Services Value $1,500-$25,000.  Mr. Knouse was transferred to DDRJ awaiting pickup by the State of Kansas.

June 30 at 11:20 p.m. on U.S. 36 near Liv 255 a deputy stopped a U-Haul vehicle on U.S. 36 for multiple violations and nearly striking a guard rail.  The stop resulted in the arrest of David Contreras, 24, Aurora Illinois for alleged DWI under Alcohol and Drugs and Failure to Drive on the Right Half of the Roadway.  Mr. Contreras was processed at the Law Enforcement Center and report being submitted to the prosecuting attorney.

July 01 at 9:26 a.m. LCSO arrested Tyler Leigh McDowell, 28, Chillicothe on Livingston County arrest warrant for alleged two counts class C felony Deliver of Controlled Substance.

July 01 at 10:00 a.m. LCSO arrested Joshua Michael King, 37, Odessa on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Mr. King was transferred to Daviess Dekalb Regional Jail in lieu of bond.

July 01 LCSO arrested Bobby Joe Campbell, 54, Chillicothe on a Linn County arrest warrant for alleged Failure to Appear in Court on No Valid Driver's License allegation.  Mr. Campbell was turned over to Linn County Sheriff.

July 07 at 5:55 p.m. a deputy stopped a vehicle south of Chillicothe on U.S. 65 near Highway Z on a report the vehicle was all over the roadway, pulling a livestock trailer and tossing beer cans out the window.  Stop resulted in the arrest of Alvaro Martinez Castro, 28, Des Moines Iowa for alleged Driving While Intoxicated, Careless and Imprudent Driving, and Driving Without a Valid Driver's License.  Mr. Castro chose to physically resist the arrest by the deputy but was eventually handcuffed and processed at the Law Enforcement Center.

June 14 at 7:01 p.m. an Indiana driver was cited for 86 in a 65 on U.S. 36 near Mooresville.

June 14 at 7:25 p.m. a St. Joseph driver was cited for 81 in a 65 on U.S. 36 at LIV 255.

June 16 at 10:03 a.m. a Braymer driver was cited for 93 in a 65 on U.S. 36 west of Utica.

June 20 a Chillicothe driver was cited for 51 in a 35 on Washington Street and Ryan Lane. 

June 21 a Chillicothe resident was cited for no auto insurance.

June 26 at 8:21 a.m. an Iowa driver was cited for 80 in a 60 on U.S. 65 at LIV 214.

June 27 at 8:21 a.m. a Michigan driver was cited for 90 in a 65 on U.S. 36 near Utica.

June 27 at 8:35 a.m. an Overland Park driver was cited for 82 in a 65 on U.S. 36 near U.S. 65.

June 27 at 9:12 a.m. a Jameson driver was cited for Failure to Register with Dept. of Revenue.

June 29 a Michigan driver was cited for 87 in a 65 on U.S. 36 at LIV 255.

July 01 at 12:29 p.m. a deputy issued a Chillicothe driver a citation for failing to stop for red light at Washington and Third Streets and for Operating Motor Vehicle without a Valid License.

July 02 at 6:40 p.m. a Chicago driver was cited for 77 in a 65 and Driving While Suspended on U.S. 36.

July 03 at 11:20 a.m. a Jamesport driver was cited for 86 in a 55 on Highway 190 near the Thompson River Bridge.

July 05 at 6:12 a.m. a Chillicothe driver was cited for 75 in a 55 on Highway 190 at route Y.

July 06 at 12:45 a.m. an Illinois driver was cited for 83 in a 65 on U.S. 36.

Our goal is to see accident numbers and injuries decline in Livingston County while increasing education for drivers to practice daily.   We prefer everyone get home safe.

 

Additional Information:

LCSO deputy was very busy fingerprinting more than 20 people on recent law days for the Court.  This was catch up work due to past issues with Covid-19 protocol.

Recently the LCSO staff was assigned to guard a detainee who had been admitted to a hospital due to illness. 

LCSO extradited detainees from Pettis County, Lafayette County and Clay County to DDRJ.

LCSO has been short-handed due to 1 officer being on sick leave for 6 working days and 1 officer being assigned light-duty.

Weekend of July 04 LCSO used grant overtime for deputies to work traffic enforcement for speeding, aggressive drivers and drugged/drunk drivers.  Several citations were issued with even more warnings.

July 08 LCSO has 30 people in custody.
