Incident Reports:

July 31 LCSO began investigation of identity theft and fraud where unknown person obtained a local residents personal information without consent and opened credit account(s) and obtained money from a loan.  Debt collector contact to the victim is how the victim learned of this crime.  Investigation continues.

August 01 at 4:25 a.m. LCSO made a traffic stop which revealed two juveniles and 1 adult in the vehicle.  One juvenile had marijuana and drug paraphernalia.  A report is being submitted to the juvenile office.

August 02 LCSO completed incident report on person who failed to appear in Court on a felony charge.  Additional charge of Failure to Appear in Court is anticipated.

August 03 LCSO began investigation of identity theft and fraud as a local resident reported learning from a debt collector of an outstanding pay day loan in the name of the victim with $2,876.44 being owed.  Victim had never authorized such a loan or use of her information.  Investigation continues.

 

Most Wanted Updates:

Added August 03:

James E. Laughlin, 32, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $25,000 on case #20LV-CR00308-01.  LCSO Jail Management records show Mr. Laughlin was originally arrested on this case May 29and released on bond June 03, 2020.  Then arrested for alleged Failure to Obey a Judge's Order July 13 and released August 18, 2020.  Then arrested for alleged Violation of Bond Conditions on January 07 and released on February 11, 2021.  We are again trying to locate Mr. Laughlin.  UPDATE & CANCEL:  Arrested by LCSO August 05, 2021 and transferred to DDRJ in lieu of bond.

Olivia Laray Tuttle, 38, Clio Iowa, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $50,000 on case #21LV-CR00062-01.  LCSO Jail Management records show Ms. Tuttle was incarcerated on this case March 22 through 25, 2021 and released on bond.  We are now seeking her location for this new warrant.  UPDATE & CANCEL:  Surrendered to Law Enforcement Center August 04, 2021.  Transferred to DDRJ by LCSO.

Tyler Leigh McDowell, 28, Chillicothe, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original 2 counts class C felony Delivery of Controlled Substance.  Bond set at $20,000 on case #21LV-CR00245-01.  UPDATE & CANCEL:  Surrendered to LCSO August 05, 2021. 

Added August 04:

Savannah Kay Conklin, 33, Independence, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Stealing-Motor Vehicle.  Bond set at $20,000 on case #18LV-CR00520-01.

Arrested August 04:

Norman Justin Caselman, 41, Hale, surrendered to the LCSO on August 04 and was processed at the Law Enforcement Center and released on bond.  The warrant is for alleged class E felony Violation of Protection Order-Adult-2nd offense.

Arrested August 05 by LCSO and Chillicothe Police:

Cameron D. Tuttle, 22, Chillicothe, on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Tampering with Motor Vehicle-1st degree.  Bond set at $20,000 on case #20LV-CR00665-01.  Mr. Tuttle reportedly wanted resist arrest and run and play hide and seek with the officers but unfortunately for him Deputy Clements was in the right place at the right time to change the game to Tag.  Additional charge(s) being applied for by CPD. Mr. Tuttle was taken to DDRJ in lieu of bond.  Good work by all officers.

Added August 06:

Loutinia Lee Owens, 49, Kansas City, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Failure to Appear in Court.  Bond set at $20,000 on case #21LV-CR00018-01.

 

Other Arrests:

July 28 LCSO arrested Joshua Steven Knouse, 33, Wheeling, on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on class E felony Domestic Assault-3rd degree.  Mr. Knouse was transferred to Daviess Dekalb Regional Jail in lieu of bond.

July 30 at 1:20 p.m. LCSO deputy stopped a Chicago Illinois driver for 98 in a 65 on U.S. 36 near Mooresville.  Stop resulted in the arrest of Zachary Matthew Willard, 33, for the speeding violation.  Mr. Willard posted bond at the Law Enforcement Center.

August 01 at 2:05 a.m. a deputy observed a vehicle on U.S. 36 weaving and driving in both lanes.  Stop resulted in the arrest of Amanda Lee Burns, 39, Brookfield for alleged Driving While Revoked.  Ms. Burns was processed at the Law Enforcement Center and released on citation.

August 05 LCSO arrested Dillon Lee Potter, 25, Chillicothe, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Mr. Potter was transferred to DDRJ in lieu of bond.

 

Citations:  

LCSO has had a few deputies work Traffic Enforcement on an overtime safety grant.  During this enforcement officers are looking for aggressive and dangerous drivers in addition to drunk and drugged drivers.  The following information only includes the citations issued and does not list all the warnings issued:

July 30 at 12:50 p.m. an Arizona driver was cited for 81 in a 65 on U.S. 36 near Mooresville.

July 30 at 1:20 p.m. a Chicago driver was cited for 98 in a 65 on U.S. 36 near Mooresville.

July 30 at 2:45 p.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 near Mooresville.

July 30 at 3:00 p.m. a Michigan driver was cited for 90 in a 65 on U.S. 36 at Mooresville.

July 30 at 3:29 p.m. an Overland Park driver was cited for 81 in a 65 on U.S. 36 at LIV 425.

July 30 at 4:45 p.m. a Bethany driver was cited for 81 in a 65 on U.S. 36 at LIV 249.

August 01 at 11:25 a.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 near Mooresville.

August 01 at 12:45 p.m. a Chillicothe driver was cited for 91 in a 65 on U.S. 36 near Mooresville.

August 01 at 1:40 p.m. a Troy MO driver was cited for 83 in a 65 on U.S. 36 near Mooresville.

August 01 at 2:14 p.m. an Illinois driver was cited for 85 in a 65 on U.S. 36 at Highway D.

August 01 at 2:30 p.m. an Illinois driver was cited for 86 in a 65 on U.S. 36 at LIV 413.

August 01 at 2:55 p.m. an Indiana driver was cited for 86 in a 65 on U.S. 36 near Mooresville.

August 01 at 3:25 p.m. an Atchison Kansas driver was cited for 89 in a 65 on U.S. 36 near U.S. 65.

August 01 at 6:20 p.m. an Illinois driver was cited for 90 in a 65 on U.S. 36 at Mooresville.

August 02 at 4:10 p.m. a Kentucky driver was cited for 76 in a 65 on U.S. 36 near Wheeling.

August 02 at 5:50 p.m. a San Diego, CA driver was cited for 90 in a 65 on U.S. 36 and LIV 251.

August 02 at 6:20 p.m. a Topeka, KS driver was cited for 81 in a 65 on U.S. 36 near Wheeling.

August 04 at 4:13 a.m. a Jamesport driver was cited for 75 in a 55 on Highway 190 at Route Y.

August 05 at 3:53 p.m. on U.S. 36 about 1 mile west of Utica an Ohio driver was checked at 77 in a 65 and a Texas car that was checked at 82 and the Texas car nearly caused a crash with the Ohio vehicle and a semi.  Both drivers were stopped and issued speeding citations.

August 05 at 7:20 p.m. a Macon driver was cited for 84 in a 65 on U.S. 36 west of Wheeling.

August 06 at 4:45 a.m. a Jamesport driver was cited for 74 in a 55 on Highway 190 near Route Y.

August 06 at 5:05 a.m. a Jamesport driver was cited for 70 in a 55 on Highway 190 near Route Y.

 

Additional Information:

August 04 Sgt. Woelfle attended the Ludlow Town meeting where area information was exchanged.

August 04 LCSO searched the Ludlow area for a male reportedly acting very unusual, walking around and hitting street signs and making strange noises.  The person was unable to be located.

August 05 LCSO made complaint to the Missouri Attorney General Office regarding a California business allegedly running a scam in selling labor law posters for a minimal amount and then trying to get the businesses to pay a much larger amount for hundreds of dollars.

Currently LCSO has 40 people in custody.

LCSO staff has remained busy on a variety of investigations and attempting to locate fugitives.
