Incident Reports:

September 17 about 10:10 a.m. LCSO responded to a location in Utica on a report of domestic assault where a man was beating a woman with a 2x4.  Further investigation revealed the reported victim could not recall where she was struck and had no visible markings.  Evidence seized included a wooden hand rail, drug paraphernalia and other items.  Deputies arrested Sean Peter Benavidez, 49, Utica for alleged Domestic Assault-4th degree and Possession of Drug Paraphernalia.  Mr. Benavidez was processed at the Law Enforcement Center and released on summons.  Additional services offered to the reported victim who also left the state.

September 17 School Resource Officer/Deputy Sheriff Mike Lewis filed a report on an issue at Chillicothe Middle School.  One student reportedly was exposing their backside in an area of the school while another reportedly videoed this and posted or attempted to post on social media.  School Officials, parents and juvenile officer are aware of the incident and the school has taken administrative steps.

September 18 about 4:30 p.m. Deputy Jordan Williams was dispatched to U.S. 36 near LIV 255 regarding a vehicle on the side of the roadway with child(ren) in the car.  Investigation resulted in the arrest of Amanda Renae Gene Denny, 27, Liberty for alleged DWI and Endangering the Welfare of a Child.  Ms. Denny was transferred to DDRJ and has been charged in Associate Court with alleged felony Endangering the Welfare of a Child and as of September 30 remains in custody in lieu of bond.  MSHP, CDES, Children's Division, Juvenile Office and responsible citizens assisted Deputy Williams and also the children.

September 22 LCSO responded to a report of an unattended death on LIV 422.  Preliminary investigation suggests the elderly male passed from natural causes.  CDES and Coroner's office assisted.

September 23 at 2:50 p.m. LCSO responded to the Dawn Apartments regarding a report of peace disturbance.  It was determined the tenants of an adjoining apartment were having another argument and yelling which woke the complainant.  Reported being submitted to the prosecuting attorney for consideration.

September 23 School Resource Officer/Deputy Sheriff Mike Lewis filed a report on theft from a teacher at CHS.  A student is suspected of having stolen an electronic balance.  Investigation continues.

September 26, 2021 mid-afternoon LCSO responded to a report of a vehicle broken down on LIV 208 about ¾ mile from U.S. 65.  Deputy arrived and found two adult men with the vehicle and obtained their personal information to check through the law enforcement computer system.  Upon doing so one of the men fled on foot and hid from the deputy.  A second deputy was summoned and further investigation revealed the presence of drug equipment, a catalytic converter in the back of the car, an empty holster for a handgun and evidence of littering.  Additional assistance was obtained and the Linn County Sheriff K-9 responded but the tracking attempt was unsuccessful.  The male who fled is on probation/parole and both are from the Saline and Pettis County areas.  The report is being submitted to the prosecuting attorney for consideration of charge(s).  Investigation continues.

September 27 School Resource Officer/ Deputy Sheriff Mike Lewis filed report on run-a-way juvenile and information the child is safe and information shared with juvenile office.

September 27 at 5:05 a.m. the LCSO began trying to help an adult who was having a mental health crisis and this continued on until after 7:00 p.m.  Two deputies were able to get the subject to go in for medical examination and our office spent significant time with the person and late in the day was able to obtain a 96-hour order to transport the subject to a different facility for evaluation and help.  The person would become very combative and 3 deputies ended up transporting the person to ensure the individual would stop attempting to harm his/herself.  A Crisis Intervention Team report was also completed and submitted to help with continuing services.

September 27 at 5:30 p.m. LCSO began an investigation of someone trespassing in the 700 block of N. State Street in Wheeling and cutting the leashes off a dog(s).  A description of the male suspect was obtained and investigation continues.

September 29 LCSO received complaint from Chillicothe Municipal Utilities of improper dumping (littering) at their burn site on LIV 238.  LCSO contacted the vehicle owner and those responsible for the dumping are communicating with CMU on cleaning up and properly disposing of the improper items.

 

Most Wanted Updates:

Arrested 09-16-2021 Savannah K. Conklin, 33, Independence on Livingston County arrest warrant for alleged PROBATION VIOLATION on original class D felony Stealing-Motor Vehicle.  Bond set at $20,000 on case #18LV-CR00520-01.

Arrested 09-18-2021 Tye Joseph Evans, 33, Wheeling arrested by Chillicothe PD on Livingston County arrest warrants for alleged Failure to Appear in Court on class D felony Possession of Controlled Substance-Methamphetamine and Failure to Appear in Court on class E felony Property Damage-1st degree.

Arrested 09-28-2021 Scott A. Shannon, 34, Chillicothe, surrendered on Livingston County arrest warrant for alleged Probation Violation on original class E felony DWI-Persistent Offender.  Mr. Shannon was transferred to DDRJ in lieu of bond.

Arrested 10-01-2021 Sasha M. Campos, 41, Hale, arrested by Carroll County S/O on Livingston County arrest warrants for alleged Bond Violation on original class D felony Possession of Controlled Substance-Methamphetamine.  Bond set at $10,000 cash on case #21LV-CR00096. And an additional warrant added August 13, 2021 for alleged class E felony Failure to Appear in Court.  Bond set at $5,000 on case #21LV-CR00404.  Ms. Campos will be extradited October 01 and transferred to DDRJ in lieu of bond.

 

Other Arrests:

September 16 LCSO arrested Rhonda J. Hargrave, 46, Chillicothe, on Livingston County arrest warrant for alleged class E felony DWI-Persistent Offender.  Bond was set at $500 and Ms. Hargrave was transferred to DDRJ.

September 16 at 10:29 a.m. LCSO arrested Heather Louise Woods, 26, Chillicothe, on Livingston County arrest warrant for alleged 3 counts class D felony Abuse or Neglect of a Child.  Bond was set at $5,000 and Ms. Woods was transferred to DDRJ.

September 16 at 11:10 a.m. LCSO arrested Savannah Kay Conklin, 33, Independence, on Livingston County arrest warrant for alleged Probation Violation on original class D felony Stealing a Motor Vehicle.  Bond was set at $20,000 and Ms. Conklin was transferred to DDRJ.  The alleged probation violation cited on this arrest warrant is #6 admitting use of methamphetamine and #11 special conditions by failing to enter and successfully complete controlled substance abuse treatment.

September 16 at 11:21 a.m. LCSO arrested Robert Wayne Renshaw Jr., 50, Aurora on Livingston County arrest warrant for alleged class E felony Assault, class E felony Harassment-1st degree and class E felony Resisting Arrest.  Mr. Renshaw was transferred to DDRJ in lieu of $5,000 cash bond.

September 16 at 4:09 p.m. LCSO arrested Jessica Hernandez, 34, St. Joseph, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Bond was set at $5,000 and she was transferred to DDRJ.

September 17 at 4:10 p.m. LCSO arrested Haley Louise Graves, 20, Chillicothe, on Livingston County arrest warrant for alleged Probation Violation on original class D felony of Burglary-2nd degree.  The alleged violation of probation cited on the warrant is for #1 Laws violation in being cited for disorderly conduct at a public library in Chillicothe on 09-13-2021.  Ms. Graves was transferred to DDRJ in lieu of $20,000 bond.

October 01 at 12:15 a.m. a traffic stop resulted in the arrest of Michael Jerome King, 48, on a Caldwell County arrest warrant for alleged Traffic Offense.  Mr. King posted the $500 bond and was released with a new court date.

 

Citations:

Recently LCSO assigned traffic enforcement overtime project to work on safety violations on U.S. 36, U.S. 65 and Highway 190.  The grant pays for the overtime rate of the deputy to work traffic enforcement on the major highways in our county.  Most of the following citations were from that enforcement and warnings are not shown:

September 17 at 9:51 a.m. an Olathe driver was cited for 88 in a 65 on U.S. 65 and LIV 405.

September 17 at 11:00 a.m. a Kansas driver was cited for Failure to Register Motor Vehicle Annually with expired December 2020 license.

September 19 at 7:05 a.m. an Indiana driver was cited for 88 in a 65 on U.S. 36 near Utica.

September 20 a Chillicothe driver was cited for Failure to Register Motor Vehicle Annually.

September 22 a Chillicothe driver was cited for Failing to Wear Seatbelt on U.S. 36 at U.S. 65.

September 24 a Chillicothe driver was cited for Failure to Wear Seatbelt.

September 24 at 9:13 a.m. a Braymer man was cited for Operating a Motorcycle without a Valid License.

September 24 at 1:50 p.m. a Kansas driver was cited for 80 in a 65 on U.S. 36 near Mooresville.

September 26:

11:05 a.m. a St. Joseph driver was cited for 81 in a 65 on U.S. 36 at LIV 403.

11:21 a.m. a Kansas City driver was cited for 85 in a 65 on U.S. 36 at LIV 408.

11:50 a.m. a Cameron driver was cited for Failing to Wear a Seat Belt on U.S. 36 and LIV 413.

12:35 p.m. a Lees Summit driver was cited for 88 in a 65 on U.S. 36 at Mooresville Junction.

1:21 p.m. an Overland Park driver was cited for 81 in a 65 on U.S. 36 at Mooresville Junction.

2:05 p.m. an Overland Park driver was cited for 86 in a 65 on U.S. 36 at Mooresville Junction.

2:30 p.m. a Kirksville driver was cited for 90 in a 65 on U.S. 36 near Mooresville Junction.

LCSO had received a complaint of a Dawn resident using license plates of another person.  On September 28 at 9:32 a.m. the Dawn resident was stopped for speeding and was cited for Failure to Register Motor Vehicle with DOR and for Displaying License Plates of Another Person.

September 28 at 11:09 a.m. a Hale driver was cited for Failing to Register Motor Vehicle with DOR.

September 29 at 10:10 a.m. a Foley driver was issued a citation for 85 in a 65 on U.S. 36 near Wheeling.

September 30 at 4:46 p.m. a Chillicothe man was cited for Careless and Imprudent Driving for excessive speed on U.S. 36 of 78 in a 65 on a "donut" spare tire.

October 01 at 3:29 p.m. a Kansas driver was cited for 90 in a 65 on U.S. 36 in western Livingston County.

October 01 at 3:52 p.m. a St. Joseph driver was cited for 82 in a 65 on U.S. 36 at Mitchell Road.

October 01 at 4:02 p.m. an Illinois driver was cited for 78 in a 65 on U.S. 36 at Route CC.

October 01 at 4:11 p.m. an Indiana driver was cited for 79 in a 65 on U.S. 36 at LIV 255.

October 01 at 9:40 p.m. a Kirksville driver was cited for 81 in a 65 on U.S. 36 at Wheeling Junction.

LCSO has been very active in assisting other agencies with traffic crashes, investigations, and criminal/fugitive information.

LCSO currently has 46 people in custody.
