Incident Reports:

November 08 LCSO completed an incident report for an Avalon resident on a lost or stolen license plate.

November 10 LCSO began investigation in the 22000 block of LIV 330 where a house had a bullet hole in one side.  Investigation shows one of the home occupants thought the hole had been there as long as a month.  Trajectory suggests the shot came from the roadway.  It is uncertain if this was an accident or an intentional act.  Matter remains under investigation.

LCSO has cleared up a parking issue in Utica as a male had somehow parked a mobile home blocking a seldom used public roadway.  The owner of the home has been able to move this to private property and has to go through the Village of Utica to obtain necessary permits.

November 12 about 10:15 p.m. a deputy heard gun shots west of Chillicothe and responded to the area.  A stationary pickup was found near LIV 233 and LIV 256 with its brake lights on.  Investigative stop revealed the driver was a juvenile and there was a strong odor or marijuana and intoxicants emitting from the pickup.  Further investigation showed a deputy witnessed one of the adult occupants attempt to conceal some of the marijuana by throwing it out of the vehicle.  No weapons were found in the vehicle.  Investigation resulted in the arrests of Jacob Michael McGary, 24 and Keyten Wray Holtzclaw, 21 for alleged Tampering with Evidence and Possession of Marijuana.  Both were processed at the Law Enforcement Center and released on summon(s).

November 13 about 5:59 p.m. LCSO responded to a report of a vehicle found on private property that had been burnt in the area of LIV 233 and LIV 232.  Investigation shows the Chillicothe Police had spoken with a person about this as they learned about it after the fact.  The alleged driver was being taken for medical care and it was determined this was the vehicle involved.  The matter was turned over to the Missouri State Highway Patrol for traffic crash investigation.

November 13 at 7:00 p.m. LCSO and MSHP responded to an address in the 200 block of N. Grant in Wheeling on a report of domestic violence.  Investigation did not support an arrest and parties agreed to separate for the night.

LCSO was conducting a felony investigation and during such obtained images of a local juvenile allegedly sending explicit photos and information on other issues.  Juvenile authorities and parent(s) are now involved.

November 13 LCSO began investigation of local resident begin scammed from a person in another country claiming to be with Amazon and inquiring about unusual charges to their account.  In all the creeper swindled $3,500 from our citizen.  There is NO chance of money being returned or anyone being prosecuted.

November 17 LCSO began investigation into possible elder abuse in the rural Ludlow/Dawn area.  Division of Aging has been notified of the issues learned.  Other family has been informed of concern.  There is no probable cause for an arrest at this time and we will continue checking on the matter.

Added November 08:

Daniel Jay Sturgeon, 60, Chillicothe, wanted on Livingston County arrest warrant for alleged class E felony of Harassment-1st degree.  Bond set at $15,000 on case #21LV-CR00552.

UPDATE:  Arrested by LCSO November 09:

Nicholas Allen Duckworth, 29, Braymer, wanted on 2 Livingston County arrest warrants both for alleged Violation of Bond Conditions.  Warrant #1 being 21LV-CR00190-01 for alleged class D felony Possession of Controlled Substance.  Warrant #2 being 21LV-CR00433-01 for alleged class E felony Resisting Arrest/Detention/Stop.  Bond on both warrants shows $20,000 each.

Tony L. Cashatt, 56, Chillicothe, by LCSO on Livingston County arrest warrant for alleged Probation Violation on class D felony Possession of Controlled Substance.

Arrested November 09:

Chamen R. Bell, 36, Arrested by Blue Springs Police as Mr. Bell was wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class B felony Burglary-1st degree and class E felony of Harassment-1st degree.  Bond set at $20,000 cash on case #21LV-CR00220-01.  LCSO extradited from Blue Springs.

Arrested November 12:

Lisa Marie Brisbin, 48, Indiana, wanted on Livingston County arrest warrant for alleged 3 counts class D felony Passing Bad Checks NSF/No Account in Indiana.  Ms. Brisbin was located due to LCSO deputy successfully completing fugitive investigation and obtaining cooperation from Indiana authorities.  Ms. Brisbin has been on our Most Wanted website since January 15, 2012.  Extradition is being scheduled.

Arrested week of November 14:

Jeffery S. Honeyball, 34, Independence, arrested in Jackson County, MO on Livingston County arrest warrant for alleged Stealing-$25,000 or more.  Other jurisdiction(s) have hold(s) on Mr. Honeyball before he will see court in Livingston County.  SC

Shawn D. Weers, 44, arrested in Kansas on Livingston County arrest warrant for alleged Probation Violation on original class E felony Driving While Revoked/Suspended.  Bond set at $20,000 on case #20LV-CR00362-01.  Probation Violation allegation(s) being #3 Residency, having moved without prior approval and has not provided home plan.  Condition #8 Reporting Directives, has not allegedly reported as directed four times.  Other jurisdiction(s) have hold(s) on Mr. Weers so it may be quite some time before he is returned to Livingston County.

Joshua Steven Knouse, 33, Wheeling arrested 11-19 in Randolph County.  Mr. Knouse Alleged Failure to Obey a Judge's Order on original class E felony Domestic Assault-3rd degree.  No bond allowed by the court on case #21LV-CR00272.  Warrant shows alleged fail to obey judge's order being, to-wit: Defendant violated conditions of bond by using methamphetamine on these charge(s).  Court added a second warrant on November 02, 2021 for alleged class E felony Failure to Appear in Court on a Felony charge.  Bond set at $2,500 on case #21LV-CR00549.

Added November 17:

Traci Noelle Yates, 47, Kansas City, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Terrorist Threat-1st degree with bond set at $20,000.  LCSO Jail records show Ms. Yates was in our custody January 06-December 18, 2021 and sent to DOC on a program which she returned on probation.

Cheri Dawn Admire, 50, Chillicothe, wanted on Livingston County arrest warrant for alleged class D felony Financial Exploitation of Elder/Disabled Person.  Bond set at $10,000 cash on case #21LV-CR00560.

Added November 18:

Jahquise Tyronne Webb, 24, Grandview, wanted on Livingston County arrest warrant for alleged multiple felony violations of class D felony Burglary-2nd degree, class D felony Stealing a Firearm, class E felony Property Damage-1st degree, and 3 counts class C felony Stealing $25,000 or more.  Bond denied by the court on case #21LV-CR00562.

Bruce Allen Bosley, 43, Chillicothe, wanted on Livingston County arrest warrant for alleged class D felony Abuse or Neglect of a Child under section 568.060.5(1)-No Sexual Contact.  Bond set at $3,500 on case #21LV-CR00563.

Added November 19:

Nicole Marie Irving, 37, Chillicothe, wanted on Livingston County arrest warrant for alleged class D felony of Endangering the Welfare of a Child Involving Drugs-1st Degree-1st Offense.  Bond set at $2,500 cash on case #21LV-CR00580.

 

Other Arrests:

November 07 at 1:14 p.m. a deputy stopped a vehicle on U.S. 36 for expired August 2020 license plates.  The driver did not have auto insurance and was driving on an expired May 2020 driver's license.  Arrested was Bryan Preston Melendez, 23, Independence, for the alleged No Valid License, Failure to Register Motor Vehicle and No Auto Insurance.  Mr. Melendez was processed at the Law Enforcement Center and released on summons.

November 09 at 8:54 a.m. LCSO arrested Nicholas Allen Duckworth, 29, Chillicothe on Livingston County arrest warrants for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance and class E felony Resisting Arrest/Detention/Stop. 

November 09 at 9:25 a.m. LCSO arrested Tony Lee Cashatt, 56, Chillicothe, on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.

November 09 LCSO arrested Kevin Lee Case, 51, Chillicothe, on a Livingston County arrest warrant for alleged class E felony Failure to Appear. 

November 16 LCSO arrested Christopher Eugene Moss, 29, Breckenridge on a Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony DWI-Persistent Offender.

November 18 LCSO arrested Jacob Michael McGary, 24, Chillicothe on Livingston County arrest warrant for alleged class D felony of Burglary-2nd degree.  Mr. McGary was transferred to DDRJ in lieu of $5,000 bond.

 

Citations:

November 09 at 11:56 a.m. a Kirksville driver was cited for 76 in a 60 on U.S. 65 at LIV 214.

November 09 at 2:43 p.m. a Marshall driver was cited for 70 in a 60 on U.S. 65 at Liv 214.

November 09 at 3:53 p.m. a Chillicothe driver was cited for 80 in a 65 on U.S. 36 at U.S. 65.

November 13 at 3:50 a.m. a Bonner Springs Kansas driver was cited for 90 in a 65 on U.S. 36.

November 13 at 5:33 a.m. a Stewartsville driver was cited for 83 in a 65 on U.S. 36 at LIV 251.

November 16 at 2:14 p.m. a Shawnee Kansas driver was issued a citation for 89 in a 65 on U.S. 36 at LIV 255.

 

Additional Information:

LCSO delivered several detainees to the Missouri Department of Corrections this week.

We have remained busy working on a variety of criminal and fugitive investigations.  We are hopeful to have multiple felony arrest warrants issued in the near future to clear up multiple investigations.

Currently LCSO has 43 detainees in custody.
