Incident Reports:

December 15 LCSO completed an incident report on a Marceline man who allegedly failed to appear in court on original class E felony Leaving the Scene of Accident and are seeking a second charge of actual Failure to Appear-felony.

December 15 LCSO completed an incident report on a Chillicothe man who allegedly failed to appear in Livingston County court on 4 original felony allegations.  We are seeking an additional felony charge for actual Failure to Appear-felony.

December 16 LCSO began investigation in 9000 block of LIV 228 where unknown persons cut a lock and entered a trailer removing at least 2 scooters, one being gas powered and missing the fuel tank and the other being an electric scooter.  Investigation continues.

December 16 LCSO completed an incident report of a Breckenridge man who allegedly failed to appear in court on a felony DWI-persistent offender allegation.  We are submitting this report to the prosecuting attorney in attempt of obtaining an additional felony charge on the suspect.

December 16 LCSO began a littering investigation at the CMU burn site location on LIV 238.  CMU only permits certain types of things to be left there for free burning which does not include a mattress.  Contact was made with the Chillicothe resident who retrieved the mattress and disposed of it properly.

December 17 at 2:29 a.m. LCSO conducted a traffic stop on U.S. 36 and LIV 247.  Stop investigation resulted in the arrest of Truitt Matthew Caudill, 37, Wheeling, for alleged Possession of Controlled Substance-Methamphetamine, Possession of Drug Paraphernalia, Tampering with Physical Evidence, Driving While Revoked and No Auto Insurance.  Mr. Caudill was transferred to DDRJ.

December 18 LCSO began investigation of report abuse of a child.  The reported victim is a teenager and the suspect was listed as the father.  Multiple people were interviewed in the allegation and the case is being closed for lack of probable cause to submit to the prosecuting attorney.

December 21 about 1:04 a.m. Deputy Jordan Williams observed a vehicle leaving a local car dealership and stopped the vehicle for traffic offense.  The vehicle was found to be stolen from Independence, items in the vehicle were also reported as stolen, and the driver was identified as Drayton Lee Williams, 26, Independence and was arrested by Deputy Williams and Deputy Goodsell for the alleged Tampering with Motor Vehicle.  Mr. Williams was uncooperative during the investigation and incarcerated at Daviess Dekalb Regional Jail.  Mr. Williams was charged in Livingston County Associate Court for alleged Tampering with Motor Vehicle and bond set at $25,000.

December 22 LCSO began an investigation with Children's Division in Utica of alleged Child Neglect/Abuse and Animal Neglect.  Investigation is continuing and will be submitted to the prosecuting attorney.

December 27 LCSO began investigation of 2 alleged violations of protection orders.  Information is being collected and will be presented to the prosecuting attorney for consideration.

LCSO has remained busy with a significant number of calls for service involving two occupants of a residence in the 12000 block of LIV 216.  The adult couple has reportedly been in heated argument(s), split up, accused each other of taking the others property multiple times, one allegedly renting their mother the house in apparent harassment of the other adult, and now both have been served with Ex-Parte Orders of Protection.  Now the LCSO is completing an incident report on claim one person violated the protection order they have been served.  Information being submitted to the prosecuting attorney for consideration of charge(s).

 

Most Wanted Updates:

Added December 20, 2021:

Jessica Hernandez, 34, St. Joseph, is wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony, Possession of Controlled Substance, bond set at $20,000 cash on case #21LV-CR00208-01.  LCSO Jail Management records show Ms. Hernandez was in LCSO custody and released on ROR bond September 26, 2021 on this case.

Vernon Wayne Hines, 33, Avalon, Court added arrest warrant on Mr. Hines who is already a fugitive, for alleged class E felony Unlawful Possession of Drug Paraphernalia-Methamphetamine.  Bond not allowed by the Court.

King Henry Doenges, 33, Marceline, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Leaving the Scene or Accident-Property Damage Exceeding $1,000.  Bond set at $5,000 cash on case #21LV-CR00591.  LCSO Jail Management records show Mr. Doenges was in custody on this case # November 20-22, 2021 and released on ROR bond.  Unfortunately Mr. Doenges did not appear as required in Court.

Update, arrested December 22 by LCSO:  William L. Schneiter, 61, Dawn, is wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  Warrant does not specify alleged bond condition violations.  Bond set at $20,000 cash on case #21LV-CR00232-01.  LCSO Jail Management records show Mr. Schneiter was in our custody on this case number from September 08 until November 09, 2021 and he was released on ROR bond.

Megan Marie Maggard, 34, Springfield, is wanted on Livingston County arrest warrant for Alleged Failure to Appear in Court on original class E felony Operating Motor Vehicle on Highway without a Valid License-3rd and subsequent offense.  LCSO Jail Management records show Ms. Maggard was in LCSO custody October 20-27, 2021 and released on ROR bond but has since failed to appear in court.

Arrested December 20:

William Deonte' Cooper, 41, Macon, by Macon County authorities is wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance, bond set at $20,000.   Mr. Cooper has been a fugitive since November 2021.  We will extradite when Macon County has finished with Mr. Cooper.

Arrested December 21:

Kenten M. Williams, 52, Chula, by Daviess County authorities, Mr. Williams was wanted on Livingston County arrest warrant for alleged Probation Violation class C felony Delivery of Controlled Substance-Methamphetamine.  Mr. Williams was incarcerated at DDRJ in lieu of bond.

 

Other Arrests:

December 17 at 10:07 p.m. LCSO and Chillicothe Police Department arrested Jared Lee Livengood, 34, in the 10 block of Tenth Street on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original 2 class D felony Possession of Controlled Substance violations.  Warrant shows alleged Failure to Obey a Judge's Order to wit: violating bond condition #3 for using methamphetamine.

December 21 at 11:20 p.m. LCSO served a Livingston County arrest warrant in the 800 block of Highway B in Wheeling and arrested Karla Ann Knouse, 53, Wheeling for alleged Failure to Obey a Judge's order on original misdemeanor Possession of Drug Paraphernalia.  Ms. Knouse was transferred to DDRJ in lieu of bond.

December 17 at 10:30 a.m. a Meadville driver was cited for Failure to Register Motor Vehicle Annually with DOR.

December 17 at 1:40 p.m. a Hale driver was cited for Failure to Register Motor Vehicle Annually with DOR.

December 18 at 1:58 p.m. a Chillicothe driver was cited for Failure to Register Motor Vehicle Annually with DOR.

December 19 at 6:25 p.m. a Marshfield driver was cited for Failing to Register Motor Vehicle Annually with DOR.

December 20 at 10:15 a.m. a Colorado driver was cited for 91 in a 65 on U.S. 36 at Mooresville Jct.

December 20 at 10:59 a.m. a Kirksville driver was cited for 78 in a 65 on U.S. 36 at Mooresville Jct. and given warnings/no action on other driving violation(s).

December 20 at 4:30 p.m. a Kansas driver was cited for 82 in a 65 on U.S. 36 at Mooresville.

December 22 at 3:57 p.m. a Kansas driver was cited on U.S. 36 near Wheeling for 83 in a 65.

December 22 at 4:08 p.m. a Kansas City driver was cited for 82 in a 65 on U.S. 36 near LIV 255.

December 24 a Macon driver was cited for 77 in a 65 on U.S. 36.

December 24 a Gladstone driver was cited for 90 in a 65 on U.S. 36 near Utica.

December 24 a Michigan driver was cited for 84 in a 65 on U.S. 36 at Wheeling Junction.

December 27 a Texas driver was cited for 80 in a 65 on U.S. 36 at Wheeling Junction.

December 27 at 10:07 a.m. an Illinois driver was cited for 80 in a 65 on U.S. 36 and Route CC.

December 27 at 10:21 a.m. a Trenton driver was cited for 85 in a 65 on U.S. 36 and Mitchell Road.

December 27 at 3:00 p.m. a Hume MO driver was cited for 85 in a 65 on U.S. 36 at Route CC.

December 27 at 7:50 p.m. a Hale driver was cited for 65 in a 55 on Highway H.

 

Additional Information:

December 17 LCSO extradited Shawn Weers, 44, from Anderson County Kansas Sheriff on Livingston County arrest warrant for alleged Probation Violation on original felony Driving While Revoked/Suspended.  Mr. Weers was transported to Daviess Dekalb Regional Jail in lieu of bond.

December 17 LCSO towed an abandoned vehicle from U.S. 65 that was left in a bad area creating a traffic hazard.

LCSO assisted multiple stranded motorists, other law enforcement agencies.

December 27 LCSO picked up Harold Gregson from Polk County Iowa Sheriff on Livingston County arrest warrant for alleged felony Child Support violation.  Mr. Gregson will be delivered to DDRJ in lieu of bond.

LCSO currently has 48 people in custody.
