Incident Reports:

December 29 LCSO began investigation into convicted sex offender not properly registering with LCSO.  Incident report is being submitted to prosecuting attorney for consideration.

December 31 LCSO began investigation on Tampering with Motor Vehicle as unknown person(s) removed a catalytic converter from a 2018 GMC vehicle which had been unoccupied at U.S. 36 and LIV 255.  Investigation continues.

January 03 about 5:42 a.m. LCSO responded to a rural residence for an attempted suicide call.  Deputies arrived and began providing emergency first aide prior to ambulance arriving and then assisted the emergency medical staff and aided the patient in breathing.  Ambulance transferred person to HMC.

January 04 interview(s) took place at the Law Enforcement Center regarding open investigations on felony stealing and two other residential burglaries, theft of personal property, stealing of firearms and other crimes.  One person was very cooperative and the other(s) refused to cooperate with law enforcement.

January 06 LCSO began investigation on Sex Offender allegedly failing to properly register.  The Chillicothe Police located the suspect for us and then a deputy attempted to interview the suspect.  The person was found to be very intoxicated on methamphetamine and possibly also having recently huffed gasoline that the suspect was taken to HMC for examination.  We are submitting the report to Prosecuting Attorney Adam Warren for consideration of criminal charge(s).

January 07 at 3:46 p.m. LCSO responded to a complaint about interference with child custody.  The matter was resolved.

January 08 about 9:50 a.m. LCSO responded to a report of Domestic Assault in the 2000 block of LIV 418.  Investigation involved allegations of male assaulting an adult female and one child.  MSHP was notified of information on suspect who had left the scene.  MSHP in Cameron arrested Dusty Whitaker, 40, Cameron for alleged Domestic Assault and was taken to Daviess Dekalb Regional Jail.  LCSO responded to the jail and interviewed Mr. Whitaker obtaining a statement on his version of events.  Report submitted to prosecuting attorney and Mr. Whitaker released on bond January 09, 2022.

January 10 LCSO began investigation of alleged Protection Order violation and stalking.  Incident remains under investigation.

Various additional investigations have and are taking place including many fugitive investigations.

Added:

December 30 Curtis Scott Wheelbarger, 42, Trenton, wanted on Livingston County arrest warrant for alleged class D felony Stealing-$750 or More.  Bond denied by the Court on case #21LV-CR00616.

Arrested:

December 28 Caldwell County authorities arrested Jessica Hernandez, 34, St. Joseph, on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance.  LCSO then extradited Ms. Hernandez from Caldwell County to Daviess Dekalb Regional Jail in lieu of bond.

Arrested January 02 in Lafayette County:

Karen Wilson, 25, wanted on Livingston County arrest warrant for alleged class D felony Stealing-$750 or more and class E felony Hindering Prosecution in felony.

Curtis Scott Wheelbarger, 42, Trenton, arrested on Livingston County arrest warrant for alleged class D felony Stealing-$750 or more. 

Added January 04:

Isse Mohamed Hassan, 36, St. Paul MN, wanted on Livingston County arrest warrant for alleged class C felony Involuntary Manslaughter-1st degree on case #22LV-CR00001.

Christopher Eugene Moss, 29, Breckenridge, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony DWI-Persistent Offender.  Bond set at $10,000 on case #18LV-CR00284-01.

Arrested January 10:

Cheryl Ann Hogwood, 32, has been a fugitive from Livingston County since July 2020 on alleged Probation Violation on original class D felony of Forgery.  Ms. Hogwood will be extradited to Missouri upon signing extradition papers.

Jahquise Tyronne Webb, 24, Grandview was arrested by Jackson County authorities on a Livingston County arrest warrant for alleged class D felony Burglary-2nd degree, class D felony Stealing a Firearm, class E felony Property Damage-1st degree, and 3 counts class C felony Stealing $25,000 or more.  Bond denied by the court on case #21LV-CR00562.  Apparently at least one other agency wants Mr. Webb as we have been put on hold from picking him up as he is being released to another agency this week.

 

Other Arrests:

December 29 LCSO arrested Patrick W. Evans, 53, Wheeling, on 4 Chillicothe Municipal arrest warrants for alleged traffic offenses.  Mr. Evans was unable to post bond and transferred to Daviess Dekalb Regional Jail.

December 29 at 11:35 p.m. Linn County authorities arrested Jessica F. Thompson, 35, on Livingston County arrest warrant(s) for alleged Failure to Appear in Court on No Auto Insurance, Failure to Register Motor Vehicle and Driving While Suspended.  LCSO extradited Ms. Thompson as she was unable to post the $487 bond and transferred her to DDRJ.

December 31 at 11:23 p.m. LCSO made a traffic stop on a fugitive investigation and arrested Brandon Montgomery Young, 22, Chillicothe on a Livingston County arrest warrant for alleged Failure to Appear in Court on original felony Possession of Controlled Substance.  Mr. Young was transferred to DDRJ in lieu of $10,000 bond.

January 03 at 2:37 p.m. LCSO deputy made a vehicle stop and investigation resulted in the arrest of Juan Joquarr Irving, 23, Indiana for alleged Driving While Suspended.  Mr. Irving was processed at the LEC and released on a summons.

January 04 at 3:02 p.m. a deputy made a traffic stop on U.S. 65 for excessive speed.  Investigation resulted in the driver, Preston Kyle Fiddick, 34, Carrollton being arrested for alleged Driving While Revoked.  Mr. Fiddick was processed at the LEC and released on summons.

January 04 at 5:35 p.m. a deputy made a traffic stop and investigation resulted in the arrest of Julia Anne Livengood, 36, Chillicothe for alleged Driving While Suspended/Revoked-1st offense and Failure to Register Motor Vehicle.  Ms. Livengood was processed at the LEC and released on summons.

January 06 at 12:33 p.m. LCSO made a vehicle stop for license plates not matching the vehicle.  Investigation resulted in the driver, Brandi Opal Peniston, 46, Chillicothe being arrested for alleged No Valid Driver's License.  Ms. Peniston was processed at the LEC and released on a summons.

January 06 at 2:00 p.m. LCSO arrested Donnie Clay Matheson, 27, Chillicothe on Livingston County arrest warrant for alleged class D felony Endangering the Welfare of a Child-1st degree-No Sexual Contact.  Mr. Matheson was transferred to DDRJ.

January 06 LCSO arrested Heather Louise Woods, 27, Chillicothe on a Livingston County arrest warrant for alleged Endangering the Welfare of a Child-1st degree-No Sexual Contact.  Ms. Woods was transferred to DDRJ.

January 08 at 11:26 p.m. LCSO deputy was on LIV 249 checking area businesses and witnessed a vehicle traveling east on U.S. 36 at an extremely high rate of speed.  The deputy also observed other violation(s) and finally got the vehicle stopped in Chillicothe.  The driver allegedly displayed signs of intoxication and failed tests.  Deputies arrested Joshua Twum, 30, Chicago for alleged Driving While Intoxicated.  Mr. Twum was processed at the Law Enforcement Center and is scheduled to appear in court on February 16 at 9:00 a.m.

 

Citations:

December 28 at 10:12 a.m. a Kansas driver was cited for 79 in a 65 on U.S. 36 near Wheeling.

January 01 a Michigan driver was cited for 80 in a 65 on U.S. 36 at Mooresville.

January 11 at 10:13 p.m. a Versailles driver was cited for 80 in a 60 on U.S. 65 at LIV 447.

LCSO has shared multiple TIPS on fugitives with other agencies in Missouri and out of state.

January 03, 2022 LCSO registered a new child offender in Livingston County.  You can view our registered offender information at www.livcoso.org.

January 04 LCSO extradited two detainees from Lafayette County Sheriff to Daviess Dekalb Regional Jail.

January 11 LCSO transferred 6 male detainees to the Missouri Department of Corrections in St. Joseph.

January 11 DDRJ transported 1 female detainee to the Missouri Department of Corrections in Vandalia for the LCSO.

January 11 LCSO currently has 53 detainees in custody after the above were transferred to prison.

Several stranded motorists have been helped by LCSO staff recently, especially during the cold weather.
