Incident Reports:

January 28 LCSO completed an investigation into animal abuse.  Two suspects were identified and the report is being submitted to Prosecuting Attorney Adam Warren for consideration of charge(s).

January 28 about 8:58 p.m. LCSO responded to a location in the 300 block of Treadway in Chula for a domestic disturbance.  Evidence supports to adult siblings allegedly being in a verbal argument when the male shoves the female down and the male reportedly displays a knife to the victim.  No injuries were reported.  All persons were interviewed and evidence collected.  Donald Gene Rogers II, 47, Chula, was arrested for domestic assault, processed at the LEC and released pending formal charges.

January 29 at 3:45 p.m. LCSO was in Wheeling and observed a person wanted on a Chillicothe Municipal arrest warrant.  The deputy exited the patrol vehicle and the subject fled from and eluded the officer.  Additional charges are being sought.

February 01 LCSO began investigation on fraud.  Victim apparently opened an email scam and fell prey to scammers claiming victim had won a prize and required the victim obtain Goggle Play Cards and provide that information to the scammer.  Victim ended up being out $1,600.

February 03, LCSO completed an incident report and probable cause statement on an adult male who reportedly did not appear in Livingston County Associate Court on January 20 after previously being released on ROR bond on domestic assault allegation. 

February 05 LCSO began investigation of a mailbox and post with 3 metal T posts being destroyed in the 23000 block of LIV 389.  Time frame is from the previous day and the pickup or SUV should have front end damage from the collision.  Investigation continues.

February 09 LCSO received report of lost or stolen license plate from a Chula resident.

LCSO has completed an extensive investigation into assault(s) from January 10 on LIV 216.  The report is being submitted to Livingston County Prosecuting Attorney for consideration.

LCSO is continuing with investigation on a shooting from February 01 on E. Polk/Route V.

LCSO is currently investigating a child abuse allegation.

 

Most Wanted Updates:

Added January 27:

UPDATE:  Mr. Johnson surrendered 02-01-2022 and posted bond.  Jared A. Johnson, 33, Braymer, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Driving While Revoked/Suspended.  Bond set at $500 on case #22LV-CR00047.

UPDATE:  Surrendered to Court 02-02-2022.  Samantha Star Holcom, 27, Utica, wanted on Livingston County arrest warrant for alleged class D felony Endangering the Welfare of a Child Creating a Substantial Risk-1st degree-1st offense-No Sexual Conduct.  Bond set at $5,000 on case #22LV-CR00054.

Jeffery Gordon Davenport, 38, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $10,000 on case #20LV-CR00117-01.

Craig Herbert Wilson Jr., 20, Chillicothe was already on Most Wanted but a second arrest warrant added to website on case #20LV-CR00258-01 for alleged Violation of Bond Conditions on original class D felony Terrorist Threat-1st degree. Bond set at $10,000.

Update:  Mr. Shipley was arrested 01-30-2022.  Nicholas Aaron Shipley, 36, Chillicothe, wanted on Livingston County arrest warrant for alleged class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $5,000 on case #21LV-CR00255.

Edwin Floyd Gordy IV, 37, Queen City, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Driving While Revoked/Suspended.  Bond set at $20000 on case #21LV-CR00156-01.

Arrested February 01:

Vernon Wayne Hines, 31, Avalon, arrested by Chillicothe PD on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $25,000 cash on case #21LV-CR00505.  LCSO Jail Management records show Mr. Hines was originally arrested on this warrant and incarcerated October 12-15, 2021 when he was released on R.O.R. bond.  November 17 Associate Court issued a second warrant for Mr. Hines for alleged class E felony crime of Failure to Appear in Court.  Bond set at $2,500 on this case.  December 20, court added arrest warrant 21LV-CR00620 of alleged class E felony Unlawful Possession of Drug Paraphernalia-Methamphetamine.  Bond not allowed on this case.

Jared Allen Johnson, 31, Braymer, surrendered on Livingston County arrest warrant for Alleged Failure to Appear in Court on original class E felony Driving While Revoked/Suspended.  Mr. Johnson was released on bond.

Arrested February 02:

Isse Mohamed Hassan, 36, Minnesota on Livingston County arrest warrant for alleged class C felony Involuntary Manslaughter-1st degree.  Mr. Hassan posted bond and was released pending Court appearance.

Arrested February 09:

Megan Marie Maggard, 34, Springfield, arrested by Greene County authorities on Livingston County arrest warrant for alleged class E felony of Failure to Appear in Court on 3rd or subsequent offense of Driving Without a Valid License.  Ms. Maggard has a Missouri parole warrant and we extradite her from DOC.

 

Other Arrests:

January 26 LCSO arrested Travis Joseph James, 28, Mooresville, at the Livingston County Courthouse on Livingston County arrest warrant #22LV-CR00049 for alleged Domestic Assault-3rd degree.  Mr. Johnson was processed at the LEC and released on bond.

January 28 at 8:31 a.m. a deputy observed a traffic violation on U.S. 36 and Liv 259.  The result of the stop was the arrest of Jonathan Ronald Ward, 33, Marceline for alleged Driving While Revoked.  Mr. Ward was processed at the LEC and released on a summons to appear March 16.

February 03 LCSO arrested Gerald Joseph Ratcliffe, 29, Dawn, on Livingston County arrest warrant for alleged Possession of Controlled Substance.  This arrest took place in court and Mr. Ratcliffe was transferred to Daviess Dekalb Regional Jail in lieu of bond.

February 03 LCSO arrested Jeffery David Admire, 51, Sedalia on Livingston County arrest warrant for alleged class D felony Financial Exploitation of an Elder/Disabled Person and class D felony Tamper or Attempt to Tamper with a Victim in a Felony.  Mr. Admire was also transferred to DDRJ.

February 03 LCSO arrested Jessica Maurine Busker, 24, Chillicothe per request of the Court as Ms. Busker was sentenced to the Missouri Department of Corrections on Endangering the Welfare of a Child.  Ms. Busker was transferred to DDRJ pending transport to Department of Corrections in Vandalia.

February 03 LCSO arrested Karla Ann Knouse, 53, Wheeling, on Chillicothe Municipal arrest warrant for alleged Failure to Appear in Court on No Auto Insurance and Failure to Register a Vehicle.  Ms. Knouse posted bond at the LEC and was released pending next Court date.

 

Citations:

January 29 at 4:50 p.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 and LIV 255.

January 31 a Chillicothe driver was cited for no auto insurance.

February 03 about 1:30 p.m. LCSO had been dispatched to a dually pickup pulling a flatbed trailer with heavy equipment driving on U.S. 36 near Wheeling at a very high rate of speed.  When we located the vehicle it was near Chillicothe, had slowed to less than the speed limit and was displaying emergency flashers.  The pickup took the U.S. 65 on ramp and then turned north pulling into the path of a northbound van nearly causing a collision.  The pickup was stopped and the Texas driver was argumentative, uncooperative and at times very belligerent.  The driver was cited for the failure to yield at the intersection and given warning on other violations.  The Texas driver only wanted to continue his actions, demanded the sheriff buy him a meal and then followed the officers to the Law Enforcement Center where he continued being very unreasonable.

February 06 at 9:50 a.m. a Kansas City driver was cited for 90 in a 65 on U.S. 36 near Wheeling.

February 07 at 3:20 p.m. a Springfield Illinois driver was stopped for 96 in a 65 on U.S. 36 near Mooresville. 

February 8 at 4:05 p.m. a Chillicothe driver was cited for running a red light on Washington at Business 36 and also for no auto insurance.

February 09 at 2:57 p.m. a Kansas driver was cited for 88 in a 65 on U.S. 36 near Wheeling.

 

Additional Information:

Somewhat recently a LCSO deputy had arrested an adult and during  processing at the Law Enforcement Center (LEC) the deputy observed a cockroach crawl out of the person's wallet.  A short while later another cockroach crawled out from under the persons clothing the detainee was wearing.  The deputy obtained information about children being in the person's home and concern was shared with the child abuse/neglect hotline to check on the living environment of the residence.

February 01 LCSO extradited a prisoner from Fulton State Hospital and the detainee was returned to DDRJ.

As of February 07 the LCSO had 63 detainees in custody and February 10 we are down to 54.

LCSO has been busy trying to cover the schedule due to illness, court and other requirements.  Staff has remained busy working on criminal and fugitive investigations.

February 08 LCSO transported 4 male detainees to the Missouri Department of Corrections in St. Joseph.

February 08 DDRJ transported 2 of our female detainees to the Missouri Department of Corrections in Vandalia.
