Incident Reports:

March 15 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with the LCSO regarding a student in Chillicothe School allegedly claiming to have fentanyl pill(s).  An in-depth investigation followed which involved interview(s) and searches of property and home with parent involvement and notice to juvenile office.  No fentanyl or serious illegal items were located.  Additional assistance being provided.

March 16 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with the LCSO regarding a student allegedly harassing another student on school property.  Parent(s) and juvenile office were made aware of the situation and interview(s) have taken place.  The information is being handled by the juvenile office and school administration.

March 24 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with the LCSO regarding a student on a school bus allegedly threatening to harm another student.  Further investigation included notifying the parent(s), juvenile office and interviews.  School administration and juvenile office are now handling the matter.

March 24 about 11:01 p.m. LCSO deputy made a vehicle stop and that investigation resulted in the juvenile driver being detained for alleged Driving While Intoxicated Under the Influence of Drugs.  The juvenile was taken to the Law Enforcement Center for processing, juvenile officer and parent(s) were contacted.  A Chillicothe PD officer trained as a Drug Recognition Expert assisted with the investigation.

March 25 LCSO assisted the Children's Division with a call for service.  Investigation continues.

March 25 LCSO was investigating information about a fight between minors and possibility that someone discharged a firearm.  This was alleged to have taken place on or about March 20 at what is referred to as Grass Bridge north east of Chillicothe.  Information was exchanged with parents regarding our investigation and interviews took place with participant(s)/witness(es).  The situation was de-escalated and we received assistance from helpful parents.  Information regarding the firearm remains under investigation.

March 26 about 12:43 a.m. LCSO was in the "Third Street Bottoms" and saw two males run from law enforcement.  Further investigation led to discovery of an abandoned ATV and this was taken to the LCSO in attempt to determine if it was stolen.  Ownership was identified and two juveniles have been counseled on the matter.  The parent(s) have been very helpful in the matter.

March 27 about 9:11 p.m. LCSO responded to an address in Wheeling for the theft of a go-cart from a private residence.  Investigation shows the owner found some juveniles playing with the go-cart and subsequent arrest of an adult male, Adam Daniel Caudill, 35, Wheeling, for alleged stealing over $750.00.  Mr. Caudill was processed at the LEC and transported to Daviess Dekalb Regional Jail.  Mr. Caudill was charged in Livingston County Associate Court and released on bond March 28.

March 27 LCSO received report of stolen tractor parts from a 1955 John Deere from the 14000 block of LIV 261.  Investigation continues.

April 01 about 1:18 p.m. LCSO responded to a domestic disturbance in the 10,000 block of Liv 233.  The male suspect had left prior to our arrival.  Female reported they have been arguing for several days and no crime took place.

April 03 at 9:15 p.m. LCSO responded to a disturbance in the 400 block of N. 3rd Street in Wheeling.  The issue had been a family argument which was verbal.  One family member left and no crimes committed.

April 03 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this off on alleged Compulsory School Attendance law violation on a Chillicothe parent.  The student has only attended 72% of school this school year.  Report was submitted to the prosecuting attorney.

April 03 about 11:40 a.m. LCSO towed a vehicle after receiving complaint(s) this car was left abandoned in the roadway in the 11,000 block of LIV 233 and was blocking a driveway.  The vehicle owner has since complained about their vehicle having been towed.

April 03 LCSO responded to Hedrick Medical Center to investigate a dog bite.  The victim reported attempting to break up two of his dogs that were fighting when he was bit.  Information shared with Livingston County Health Center.

April 03 about 3:04 p.m. LCSO responded to a location outside the city limits east of 11th street due to concern someone was shooting a firearm.  Investigation revealed an adult was shooting on private property in a safe direction.

April 03 about 4:56 p.m. LCSO responded to an address in the 200 block of Milwaukee Avenue in Ludlow regarding nails having been placed in the driveway and potential stealing issue.  Photos were taken of sharp object in the driveway and the reporting person was informed the other issue was civil due to all the circumstances on ownership.

April 04 at 10:45 p.m. an Ames Iowa driver was stopped on U.S. 65 about 3 miles south of Chillicothe and issued citations for 81 in a 60 and possession of drug paraphernalia.

April 04 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding a juvenile student in the Chillicothe School District that was extremely disruptive on school property and had to be restrained for multiple reason(s).  Parent(s) were notified, an ambulance was called to transport the student due to the overall situation, Chillicothe Police and the Juvenile Office were also notified and assisted.  School administration is handling their part and Juvenile Office are completing their duties with this.

April 05 LCSO and Children's Division investigated the well-being of a juvenile and learned very concerning information which resulted in a self-protection detention of the juvenile.  Agencies worked with the juvenile office and parent(s) in attempting to obtain placement into specialized facility to assist with the issue(s).

Jason E. Jones, 47, Chillicothe, wanted on Livingston County arrest warrant 22LV-CR00148 for alleged class D felony Forgery with bond set at $15,000.

Joshua Paul Todd, 39, Henderson TN, wanted on Livingston County arrest warrant 22LV-CR00096 for alleged Failure to obey Judge's Order on original class E felony DWI-Persistent Offender with bond set at $10,000 cash.

Jacob Michael McGary, 24, Chillicothe, wanted on Livingston County arrest warrant 21LV-CR00586-01 for alleged Violation of Bond Conditions on original class D felony Burglary-2nd degree with bond set at $5,000 cash.

Amarieon J. Embury, 19, unknown address, wanted on Livingston County arrest warrant 21LV-CR00593-01 for alleged Violation of Bond Conditions on original class D felony Stealing-All Other Property with bond set at $20,000 cash.

Brent Anthony David Morris, 28, Kansas City, wanted on Livingston County arrest warrant 22LV-CR00131 for alleged class E felony Domestic Assault-3rd degree with bond set at $10,000 cash.

Update:  Arrested by Brookfield PD on March 25, 2022.  Skyler Chad Weaver, 22, Brookfield, wanted on Livingston County arrest warrant 22LV-CR00149 for alleged class D felony Burglary-2nd degree with bond set at $5,000 cash.

Arrested March 28:

Cheri Dawn Admire, 50, Chillicothe was arrested by Chillicothe PD on Livingston County arrest warrant for alleged Failure to Obey a Judge's Order on original class D felony Financial Exploitation of Elder/Disabled Person.  Ms. Admire was taken to DDRJ in lieu of bond.

Added April 01:

Amber Leigh Wyse, 31, Independence, wanted on Livingston County arrest warrant for alleged Probation Violation on original class C felony Deliver of Controlled Substance.  Alleged probation violations listed on warrant shows Condition #1: Laws, allegedly committing the felony offenses of tampering with a motor vehicle and possession of a controlled substance.  Condition #5:  Association.   Condition #6:  Drugs for allegedly being in possession of certain controlled substance.  Bond set at $20,000 on case #20LV-CR00469-01.

Update:  Arrested April 04, 2022.  Eryka Lynn Bash, 22, Independence, wanted on Livingston County arrest warrant for alleged Violation of bond conditions on original class C felony Stealing-$25,000 or more and class E felony Resisting Arrest/Detention/Stop.  Bond set at $20,000 on case #21LV-CR00544-01.

Arrested April 05:

Anna K. Wader, 19, Carrollton, surrendered to the LCSO on Livingston County arrest warrant #20LV-CR00154-01 for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Ms. Wader was transferred to DDRJ in lieu of bond.

March 23 about 10:33 a.m. LCSO arrested Katie Jill VanHorn, 41, Chillicothe, on Livingston County arrest warrant #22LV-CR00153 for alleged 3 counts class D felony Abuse or Neglect of a Child Under Section 568.060.5(1)-No Sexual Contact.  Ms. VanHorn was processed at the LEC and released on bond.

March 26 about 9:13 p.m. LCSO arrested Richard Duane Gibson, 58, Chillicothe, on Livingston County arrest warrant for alleged Failure to Appear in Court on original class B misdemeanors of Trespassing and Peace Disturbance.  Mr. Gibson posted the $150 bond and was provided a new court date.

March 30 LCSO arrested Kennadie Nicole Stottlemyre, 24, Chillicothe on a Missouri Parole warrant for being an alleged absconder from parole by allegedly not reporting as directed, not obtaining permission prior to making an address change and failing to abide by directed from a parole officer.  Ms. Stottlemyre was transferred to Daviess Dekalb Regional Jail pending transport to Dept. of Corrections.

April 02 at 9:00 a.m. Zachary James Weaver, 28, Chillicothe, surrendered at the LEC on Livingston County arrest warrant 22LV-CR00173 for alleged Burglary-2nd degree.  Mr. Weaver posted the $2,500 bond and was given a court date to appear.

April 02 at 11:36 a.m. Brandi Opal Peniston, 46, Chillicothe surrendered at the LEC on Livingston County arrest warrant 22LV-CR00035 for alleged Failure to Appear on original class D misdemeanor Operating Motor Vehicle on Highway Without a Valid License-1st offense.  Ms. Peniston posted the $250 bond and was released pending court appearance.

April 02 about 4:36 p.m. LCSO was in the 400 block of Clay Street with a Chillicothe PD officer and arrested Caleb Michael Chojnacki, 19, Chillicothe on Livingston County arrest warrant for alleged Failure to Appear on original class C misdemeanor Excessive Speed.  Mr. Chojnacki was processed at the LEC and released on bond of $142.

 

Citations:

March 28 at 2:40 p.m. a Cameron driver was cited for Failure to Register Motor Vehicle Annually with expired January 21 license plates.

April 04 at 6:15 p.m. a St. Joseph driver was cited for 75 in a 65 on U.S. 36 at U.S. 65.

April 05 at 9:00 a.m. a Brookfield driver was cited for no auto insurance on U.S. 36 at Mitchell Road.

 

Additional Information:

March 30 and 31 LCSO was present for the 2 day jury trial in Circuit Court on Matthew Ryan Rouner, 30, on a change of venue from Daviess County.  Jury found Mr. Rouner guilty of the alleged auto theft and a misdemeanor property crime and not guilty on other allegations.  Mr. Rouner remains in custody pending sentencing by the court in May.  The case was heard by Presiding Circuit Judge Ryan Horsman, prosecuted by Daviess County Prosecuting Attorney Annie Gibson and defended by multiple attorneys with the Missouri Public Defenders Office.

LCSO received Court order to transfer Michael E. Frisbie, 36, Cainsville to the Missouri Department of Corrections on Stealing 7 years DOC and Tampering with Physical Evidence 4 years DOC to run concurrent.

April 5 LCSO transported Michael Frisbie and Jonathan Patterson to the Missouri Department of Corrections in St. Joseph.

April 05 LCSO extradited Brian E. Searle, 49, St. Joseph from the Buchanan County Sheriff on Livingston County arrest warrant for alleged misdemeanor stealing.  Mr. Searle was transported to DDRJ in lieu of $500 bond.

LCSO has assisted the Missouri State Highway Patrol with various traffic accidents and offenses, assisted other agencies on a variety of matters and been busy with court and criminal/fugitive investigations.

April 5 LCSO assisted the Juvenile Office in transferring a juvenile detainee to a location in Kirksville.

April 06 LCSO transported a detainee to a treatment facility in Kirksville.

April 06 LCSO has 44 people in custody.
